𝗣𝗛𝗢𝗧𝗢 𝗥𝗘𝗟𝗘𝗔𝗦𝗘 || 𝗭𝗔𝗠𝗕𝗢𝗔𝗡𝗚𝗔 𝗦𝗜𝗕𝗨𝗚𝗔𝗬 𝗖𝗢𝗡𝗩𝗘𝗡𝗘𝗦 𝗞𝗘𝗬 𝗖𝗢𝗨𝗡𝗖𝗜𝗟𝗦 𝗙𝗢𝗥 𝗧𝗛𝗘 𝟯𝗥𝗗 𝗤𝗨𝗔𝗥𝗧𝗘𝗥 𝗠𝗘𝗘𝗧𝗜𝗡𝗚

The Department of the Interior and Local Government (DILG), strengthening its mandate in local governance, peace and order, public safety, and security, facilitated the 3rd Quarter Joint Meeting of Zamboanga Sibugay’s key councils on September 29, 2026, at the Executive Conference Room, Capitol Building, Ipil, Zamboanga Sibugay.

Presided over by Governor Hon. Ann K. Hofer, the session convened the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC), and the Provincial Disaster Risk Reduction and Management Council (PDRRMC).

DILG Provincial Director Oliver B. Ombos spearheaded the preliminaries by conducting the roll call and formally declaring the quorum. Beyond administrative oversight, the DILG supported key council resolutions, such as fast-tracking the PTF-ELCAC Housing in Mirangan, Siay, defining civilian reservist training roles under RA 7077, reviving the Sibuguey Valley Management Council (SVMC), and establishing an Early Warning System through a "Ridge-to-Reef" approach between the province and its neighboring municipalities. Through these efforts, the DILG continues to align national security and disaster resilience strategies with effective local LGU action.

SIAY, Zamboanga Sibugay — September 24, 2026. The Department of the Interior and Local Government (DILG) Zamboanga Sibugay Provincial Office conducted its 3rd Quarter Mobile Provincial Conference at the Kabug Mangrove Park and Wetlands, bringing together DILG personnel for updates on current policies, directives, programs, and initiatives of the Department. The activity served as a venue for knowledge-sharing and coordination to ensure that personnel remain informed and aligned with the Department’s priorities in providing effective support to local government units.

A highlight of the conference was the presentation of the Kabug Mangrove Park and Wetlands by the Municipal Tourism Office of Siay, showcasing the municipality’s mangrove ecosystem, wetlands, and efforts toward environmental conservation and sustainable tourism. Vice Mayor Hon. Jet Acosta also welcomed the participants and underscored the importance of collaboration between the DILG and local government units in advancing responsive governance and public service. The mobile conference likewise strengthened camaraderie and professional collaboration among DILG personnel while providing an opportunity to appreciate the local development initiatives of municipalities across the province.

This October, DILG Zamboanga Sibugay proudly joins the entire nation in a grand celebration of the 𝟯𝟱𝘁𝗵 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗠𝗼𝗻𝘁𝗵!

Pursuant to Presidential Proclamation No. 63, s. 1992, we commemorate the enactment of the Local Government Code of 1991. We recognize this landmark legislation not just as a shift in policy, but as a profound act of trust—one that empowered Local Government Units (LGUs) and placed the heavy, yet deeply fulfilling, responsibility of governance directly into the communities we serve.

As we reflect on this year’s theme, "𝙉𝙚𝙭𝙩𝙂𝙚𝙣 𝙇𝙤𝙘𝙖𝙡 𝙂𝙤𝙫𝙚𝙧𝙣𝙖𝙣𝙘𝙚: 𝙈𝙖𝙩𝙞𝙣𝙤𝙣𝙜 𝙋𝙖𝙜𝙡𝙞𝙡𝙞𝙣𝙜𝙠𝙤𝙙, 𝙈𝙖𝙝𝙪𝙨𝙖𝙮 𝙣𝙖 𝙎𝙚𝙧𝙗𝙞𝙨𝙮𝙤, 𝙈𝙖𝙖𝙖𝙨𝙖𝙝𝙖𝙣𝙜 𝙋𝙖𝙢𝙖𝙢𝙖𝙝𝙖𝙡𝙖," we are reminded that true public service is a privilege, not an entitlement. It calls for humility, unyielding integrity, and a constant willingness to listen and adapt to the needs of the citizenry.

We look back on the past three decades not just to celebrate our milestones, but to acknowledge the vital work that still lies ahead. Side by side with the people, let us quietly and steadily continue building a more progressive, responsive, and truly inclusive framework for local governance.

The DILG Zamboanga Sibugay Province joined the Simultaneous Nationwide Culminating Event of Handog ng Pangulo 2026 held at the Sibugay Provincial Capitol on September 14, 2026.

As part of the activity, DILG Zamboanga Sibugay Province set up a booth at the venue, providing information and technical assistance to clients, including Katarungang Pambarangay consultation and assistance on the processing of Foreign Travel Authority applications to government officials and employees. The DILG booth also distributed flyers, publications and books, CirConnect materials, and the Operation Listo BDRRMP Template to provide clients and local stakeholders with useful information and tools on local governance, disaster preparedness, and public service.

This activity provided an avenue for DILG Zamboanga Sibugay in bringing relevant government information, programs, and services closer to the people and strengthening responsive, accountable, and people-centered governance.

Through Handog ng Pangulo 2026, government agencies and LGUs come together in the spirit of public service, sharing, and solidarity, ensuring that government assistance and services reach the people who need them most.

𝗗𝗜𝗟𝗚 𝗭𝗔𝗠𝗕𝗢𝗔𝗡𝗚𝗔 𝗦𝗜𝗕𝗨𝗚𝗔𝗬 𝗝𝗢𝗜𝗡𝗦 𝗧𝗛𝗘 𝟯𝗥𝗗 𝗤𝗨𝗔𝗥𝗧𝗘𝗥 𝗡𝗦𝗘𝗗

DILG Zamboanga Sibugay participated in the 3rd Quarter Nationwide Simultaneous Earthquake Drill (NSED) on September 10, 2026, at 2:00 PM. Personnel performed the “Duck, Cover, and Hold” procedure and conducted an orderly evacuation to designated safe areas, reinforcing the importance of preparedness, coordination, and prompt response during emergencies.

𝙄𝙈𝙀𝙇𝘿𝘼, 𝙕𝙖𝙢𝙗𝙤𝙖𝙣𝙜𝙖 𝙎𝙞𝙗𝙪𝙜𝙖𝙮 - The Department of the Interior and Local Government (DILG) Zamboanga Sibugay conducted monitoring and documentation of the groundbreaking ceremony for the Rehabilitation and Improvement of the Level II Water System in Barangay Imelda (Lumpanac), Zamboanga Sibugay on September 1, 2026.

DILG Provincial Director Oliver B. Ombos attended the ceremony, together with municipal and barangay officials and other concerned personnel, to witness the commencement of the project and support the local government’s efforts to improve the delivery of basic services to the community.

The project aims to rehabilitate and improve the existing water supply system, providing residents with a more reliable and sustainable source of water. Its implementation is expected to contribute to improved access to basic services and promote the overall welfare and development of the community.

The DILG remains committed to working with local government units and partner stakeholders in monitoring the implementation of development projects that directly benefit local communities.
