Every Filipino senior citizen deserves to enjoy the benefits granted under the law.

Pursuant to Joint Administrative Order (JAO) No. 24-02, senior citizens are entitled to a 5% special discount on the purchase of selected Basic Necessities and Prime Commodities (BNPC), separate and distinct from the 20% VAT-exempt discount provided under the Expanded Senior Citizens Act.

To avail of this privilege, senior citizens must present their OSCA-issued Senior Citizen ID and purchase booklet when purchasing eligible goods from supermarkets, groceries, and other qualified establishments. The discount applies to qualified purchases within the prescribed weekly purchase limit.

Important reminders:
✔️ The 5% special discount applies only to eligible BNPC covered by the Joint Administrative Order.
✔️ If a promotional discount is higher than 5%, the senior citizen may only avail of the higher discount—not both.
✔️ Sari-sari stores, talipapa, wet markets, and cooperatives are exempt from granting this specific discount.
✔️ If an establishment refuses to honor the discount, consumers are encouraged to report the matter to the nearest DTI Office, the Office for Senior Citizens Affairs (OSCA), or the City/Municipal Social Welfare and Development Office.

The Department of Trade and Industry – Zamboanga Sibugay Provincial Office (DTI-ZSPO) hosted the Regional BAGWIS Assessment on July 24, 2026, in Ipil, Zamboanga Sibugay, reaffirming its commitment to promoting consumer protection and recognizing business establishments that uphold fair trade laws and exemplary business practices.

The assessment was headed by DTI Region IX Consumer Protection Division (CPD) Chief, Mr. Samuel Delos Reyes, together with DTI-ZSP CPD Chief, Mr. Roel C. Catimbang, Mr. Roseller Briones, President of the Zamboanga Sibugay Chamber of Commerce, and Ms. Hannah Schuck, President of the Ipil Sibugay Consumer Association (ISCA), who served as members of the Regional Assessment Team.

The team conducted comprehensive on-site evaluations of participating establishments to determine their compliance with the standards of the DTI BAGWIS Program, focusing on adherence to consumer protection laws, fair pricing, product quality, truthful product information, customer service, and other fair trade regulations.

The BAGWIS Program is DTI's premier recognition initiative that honors business establishments demonstrating exceptional compliance with fair trade laws while consistently delivering quality products and excellent customer service. Through this program, DTI continues to encourage enterprises to uphold responsible business practices, strengthen consumer confidence, and contribute to a fair, transparent, and consumer-friendly marketplace.

DTI-ZSP extends its sincere appreciation to the Regional Assessment Team, the Zamboanga Sibugay Chamber of Commerce and Industry, the Ipil Sibugay Consumer Association (ISCA), and all participating establishments for their invaluable support in advancing consumer welfare and fostering a culture of business excellence in Zamboanga Sibugay.

The Department of Trade and Industry – Zamboanga Sibugay Provincial Office (DTI-ZSP) was invited to serve as one of the members of the Board of Judges during the Ipil Pride Product Showcase, one of the highlight activities of the 77th Araw ng Ipil Celebration, held on July 22, 2026, at the Municipal Hall, Ipil, Zamboanga Sibugay.

Representing DTI-ZSP, CPD Chief Roel C. Catambang joined the panel in evaluating the showcased local products based on innovation, quality, marketability, packaging, and overall product presentation. The activity highlighted the ingenuity and entrepreneurial potential of local producers while promoting products that reflect the unique identity, culture, and resources of the Municipality of Ipil.

DTI-ZSP commends the Local Government Unit of Ipil for providing a platform that recognizes the creativity and competitiveness of local entrepreneurs. Such initiatives encourage continuous product innovation, strengthen market readiness, and contribute to the sustainable growth of micro, small, and medium enterprises (MSMEs).
