On June 4, 2026, throughout the day, the Bureau of Jail Management and Penology Regional Office IX (BJMPRO-IX), under the leadership of 𝗝𝗖𝗦𝗨𝗣𝗧 𝗔𝗠𝗔𝗗𝗢 𝗔 𝗖𝗢𝗡𝗖𝗘𝗣𝗖𝗜𝗢𝗡 𝗝𝗥., 𝗖𝗘𝗦𝗘, Regional Director, together with the Provincial Jail Administration of Zamboanga Sibugay headed by 𝗝𝗦𝗜𝗡𝗦𝗣 𝗖𝗛𝗔𝗥𝗟𝗘𝗡𝗘 𝗧 𝗔𝗟𝗢𝗡𝗦𝗢 ,the Imelda District Jail headed by 𝗝𝗦𝗨𝗣𝗧 𝗥𝗢𝗟𝗔𝗡𝗗 𝗧 𝗟𝗨𝗖𝗔𝗦, Jail Warden, and the Ipil District Jail–Female Dormitory under the supervision of SJO4 Cindy N Vargas, Acting Jail Warden, participated in the 2nd Round of Provincial Consultation on the Review and Amendment of the 1991 Local Government Code held at Badsbrotel Suites, Ipil, Zamboanga Sibugay.

The consultation aimed to gather inputs and validate initial research findings for the proposed amendments to the Local Government Code of 1991 through a multi-sectoral approach.

The activity featured the presentation of house rules and the Safe and Brave Space Agreement, the discussion of initial research findings, and the presentation of group outputs. Representatives from the Department of the Interior and Local Government (DILG), stakeholders, and partner agencies actively participated in the consultation.

BJMP’s participation ensured representation of the jail sector in the discussion and strengthened inter-agency collaboration in advancing responsive, inclusive, and effective local governance.

On May 4, 2026, in the afternoon, the Bureau of Jail Management and Penology Regional Office IX (BJMPRO-IX), under the leadership of 𝗝𝗖𝗦𝗨𝗣𝗧 𝗔𝗠𝗔𝗗𝗢 𝗔 𝗖𝗢𝗡𝗖𝗘𝗣𝗖𝗜𝗢𝗡 𝗝𝗥., 𝗖𝗘𝗦𝗘, Regional Director, together with the Provincial Jail Administration of Zamboanga Sibugay headed by 𝗝𝗦𝗜𝗡𝗦𝗣 𝗖𝗛𝗔𝗥𝗟𝗘𝗡𝗘 𝗧 𝗔𝗟𝗢𝗡𝗦𝗢 and the Ipil District Jail–Female Dormitory under the supervision of SJO4 Cindy N Vargas, Acting Jail Warden, through the efforts of JO3 Beverly C Buletic, IWD Unit, JO3 Princess Rodelyn E Saldua, Unit CRS, and JO2 Jerry May B Romanillos, Assistant IWD/ALS-in-charge, coordinated with the Alternative Learning System (ALS) Office of Ipil Central Elementary School to strengthen the implementation of educational services for Persons Deprived of Liberty (PDL).

The coordination aimed to finalize program arrangements, requirements, and schedules for the upcoming ALS classes inside the jail facility. Both parties discussed the class setup, enrollment process, and integration of ALS services to ensure accessible basic education for PDL as part of rehabilitation and reintegration efforts.

As an outcome, the ALS Office confirmed that the ALS classes for PDL at the Ipil District Jail–Female Dormitory will start on the 2nd week of June 2026, further strengthening the continued partnership between BJMP and ALS in delivering accessible education and rehabilitation opportunities for PDL.

With the participation of 34 female Persons Deprived of Liberty (PDL) and 8 criminology students from Universidad de Zamboanga (UZ), the activity highlighted the deceptive recruitment strategies of communist terrorist groups and reinforced the government’s peace-building and reintegration initiatives under Executive Order No. 70.

Through active engagement and meaningful discussion, the participants gained valuable insights that strengthened their awareness and understanding of their role as advocates of peace, security, and community resilience against extremist influence.

On June 3, 2026, in the morning, The Bureau of Jail Management and Penology Regional Office IX (BJMPRO-IX), under the leadership of 𝗝𝗖𝗦𝗨𝗣𝗧 𝗔𝗠𝗔𝗗𝗢 𝗔 𝗖𝗢𝗡𝗖𝗘𝗣𝗖𝗜𝗢𝗡 𝗝𝗥., 𝗖𝗘𝗦𝗘, Regional Director, together with the Provincial Jail Administration of Zamboanga Sibugay headed by 𝗝𝗦𝗜𝗡𝗦𝗣 𝗖𝗛𝗔𝗥𝗟𝗘𝗡𝗘 𝗧 𝗔𝗟𝗢𝗡𝗦𝗢 and the Ipil District Jail–Female Dormitory under the supervision of SJO4 Cindy N Vargas, Acting Jail Warden, through the Provincial Local Government Unit (PLGU) of Zamboanga Sibugay led by Ms. Hazel Gay B. Falcatan, conducted a jail visitation and gift-giving activity in celebration of the birthday of Hon. Ann K. Hofer, Governor of Zamboanga Sibugay. During the activity, thirty-four (34) female Persons Deprived of Liberty (PDLs) received hygiene kits and packed meals.

This initiative reflects compassion, generosity, and a shared commitment to the welfare of those under BJMP care. Through acts of kindness and collaboration, we continue to inspire hope, uphold human dignity, and strengthen our commitment to public service.

The Bureau of Jail Management and Penology Regional Office IX (BJMPRO-IX), under the leadership of 𝗝𝗖𝗦𝗨𝗣𝗧 𝗔𝗠𝗔𝗗𝗢 𝗔 𝗖𝗢𝗡𝗖𝗘𝗣𝗖𝗜𝗢𝗡 𝗝𝗥., 𝗖𝗘𝗦𝗘, Regional Director, together with the Provincial Jail Administrator (PJA-ZS) led by 𝗝𝗦𝗜𝗡𝗦𝗣 𝗖𝗛𝗔𝗥𝗟𝗘𝗡𝗘 𝗧 𝗔𝗟𝗢𝗡𝗦𝗢, and the Ipil District Jail–Female Dormitory (IDJ-FD) under the supervision of SJO4 Cindy N Vargas, Acting Jail Warden, participated in the second phase of Brigada Eskwela 2026 at Sanito Elementary School, Ipil, Zamboanga Sibugay in preparation for School Year 2026–2027, following an earlier engagement conducted at another school earlier that morning.

In the spirit of “Bayanihan sa Paaralan: Nagkakaisa Para sa Kaayusan at Kaalaman,” IDJ-FD and IDJ-MD, together with partner stakeholders, the Philippine National Police personnel, school staff, parents, learners, and other volunteers, joined forces in preparing a safe and conducive learning environment.

Activities included sweeping of surroundings, removal of weeds and grasses, and brushing of fences in preparation for repainting, contributing to the cleanliness and improvement of school facilities.

As a gesture of support, 𝗝𝗦𝗜𝗡𝗦𝗣 𝗔𝗟𝗢𝗡𝗦𝗢, PJA, donated one (1) gallon of paint and five (5) pieces of coconut midrib brooms, further strengthening the spirit of volunteerism and shared responsibility.

This initiative reflects the essence of bayanihan—where uniformed personnel, educators, parents, learners, and volunteers unite for a common goal: a better and brighter learning environment for the children.

The activity featured a commitment ceremony, collaborative school clean-up, and donation support, all aimed at promoting bayanihan, volunteerism, and shared responsibility in creating a safe and conducive learning environment for learners and teachers.

The activity was facilitated by JO1 Jennie Jane C Labrador, Jail Nurse, together with other IDJ-FD personnel and staff from the Municipal Health Office (MHO) of Ipil, Zamboanga Sibugay, namely Mr. Romualdo V. Ozaraga, Miss Kathleen O. Chiong, and Miss Joanna Lou Fernandez. An orientation on the coverage, scope, and benefits of the PhilHealth YAKAP Program was conducted prior to the successful registration of all PDL.

This initiative strengthens access to essential health protection services and reinforces the government’s commitment to inclusive healthcare for Persons Deprived of Liberty.

Thank you to the Municipal Health Office of Zamboanga Sibugay for the valuable partnership and support in ensuring the health and well-being of our PDL through the successful implementation of this activity.

The BJMP Regional Office IX, under the leadership of 𝗝𝗖𝗦𝗨𝗣𝗧 𝗔𝗠𝗔𝗗𝗢 𝗔 𝗖𝗢𝗡𝗖𝗘𝗣𝗖𝗜𝗢𝗡 𝗝𝗥., 𝗖𝗘𝗦𝗘, Regional Director, together with the PJA-ZS led by 𝗝𝗦𝗜𝗡𝗦𝗣 𝗖𝗛𝗔𝗥𝗟𝗘𝗡𝗘 𝗧 𝗔𝗟𝗢𝗡𝗦𝗢, and the Ipil District Jail-Female Dormitory under the supervision of SJO4 Cindy N Vargas, Acting Jail Warden, successfully conducted a Praise and Worship, Fellowship, and Bible Study for Thirty-Four (34) Persons Deprived of Liberty (PDL) facilitated by CAMACOP-Alliance Religious Group headed by Pastor Renar Albertesimo and Imelda Ministerial Association Fellowship Inc. (IMAFI) headed by Pastora Wilma P. Filipina.

The activity aimed to provide religious intervention and spiritual guidance to the PDL, helping strengthen their faith, encourage positive values, and inspire hope while under the custody of the Bureau of Jail Management and Penology (BJMP). Through worship, fellowship, and bible study, the participants were given an opportunity to reflect on their lives, find peace and encouragement, and nurture emotional and spiritual well-being as part of their rehabilitation and reformation.

The religious groups also generously shared snacks with the PDL after the activity, promoting compassion, unity, and a supportive environment within the facility.
