The Department of Budget and Management (DBM), under the leadership of Secretary Rolando U. Toledo, proudly joins the nation in celebrating the 2026 National Women’s Month this March with the sub-theme: “Lead like the Babaylans, Filipinas!”

This year’s celebration underscores a powerful truth: women’s leadership is woven into Filipino history and identity. Rooted in the legacy of the Babaylans—the women leaders of pre-colonial Philippines—women’s authority has long been grounded in wisdom, empathy, mediation, and moral guidance rather than force or hierarchy.

The DBM expresses its sincere appreciation to all exceptional women whose contributions help strengthen communities, institutions, and the nation.

: In fulfillment of President Ferdinand R. Marcos Jr.'s commitment to uplift the welfare of government workers and strengthen the civil service, the Department of Budget and Management (DBM) has issued National Budget Circular (NBC) No. 601, authorizing the implementation of the third tranche of the updated salary schedule for civilian government personnel, effective January 1, 2026.

The Circular is in line with the implementation of Executive Order (EO) No. 64, s. 2024, which mandates a four-tranche salary adjustment program from 2024 to 2027 and ensures a competitive, effective, and sustainable Compensation and Position Classification System (CPCS) for civilian personnel across government.

“The third tranche of the salary increase reflects the President’s firm belief that those who serve the public deserve fair compensation that allows them to care for their families and live with dignity,” DBM Secretary Toledo said.
