In celebration of the 126th Philippine Civil Service Anniversary (PCSA), the Public Employment Service Office (PESO) of Isabela City, in collaboration with the City Human Resource Management Office (CHRMO) and the Civil Service Commission (CSC), actively participated in the nationwide celebration honoring the dedication, commitment, and invaluable contributions of public servants in delivering responsive, quality, and people-centered government services.

As part of the celebration, PESO Isabela City, together with its partner agencies and service providers, facilitated a range of free wellness and personal care services designed to promote the well-being, health, and overall welfare of employees and members of the community.

The initiative successfully served a total of 761 individuals, comprising 194 recipients of massage services, 270 who availed of manicure and pedicure services, 29 who availed of foot spa services, and 268 individuals who received haircut services for both men and women.

Beyond the numbers, the activity reflects the shared commitment of government agencies to bring accessible and meaningful services closer to the people. It also highlights the value of inter-agency collaboration, community engagement, and compassionate public service in creating a more responsive and inclusive government.

Through this collective effort, PESO Isabela City and its partner agencies reaffirm their commitment to serving the community with integrity, professionalism, dedication, and genuine concern for the welfare of the people.

The celebration serves as a meaningful reminder that public service goes beyond fulfilling dutiesโ€”it is about making a positive difference in the lives of the people we serve.

126 years of excellence in public serviceโ€”continuing to serve with integrity, professionalism, and a heart dedicated to the people.

The Local Government Unit of Isabela City, under the leadership of City Mayor Hon. Sitti Djalia A. Turabin-Hataman, through the Public Employment Service Office (PESO), in partnership with the Department of Labor and Employment (DOLE) Isabela City Field Office, continues to strengthen livelihood opportunities through the HAPISABIDA Entrepreneurship/Livelihood Pathway Program.

Today, a Business Development Services (BDS) Training was conducted for 63 DILP (DOLE Integrated Livelihood Program) beneficiaries from the weaving sector, held at Raayat Hall, BGC, Sta. Clara, Lamitan City.

The training focused on three important topics that can help our weavers manage their livelihood projects and make better decisions as entrepreneurs:

๐Ÿ’ฐ Financial Literacy
Participants were guided on the importance of budgeting, saving, managing income and expenses, and making responsible financial decisions. For livelihood beneficiaries, having good financial habits is essential in making sure that earnings are properly managed and that business funds are used wisely.

๐Ÿ“ฑ Financial Technology (FinTech)
The discussion introduced participants to digital financial tools and services that can make transactions more convenient and efficient. Understanding digital payments, online financial services, and other available technologies can help small entrepreneurs adapt to today's increasingly digital business environment.

๐Ÿงฎ Costing and Pricing
Participants learned how to identify the different costs involved in producing their woven products and how these costs should be considered when setting their selling prices. Proper costing and pricing are important to avoid losses, ensure fair returns, and help make their livelihood enterprise more sustainable.

For our local weavers, these lessons are especially valuable as they work to turn their skills and craftsmanship into sustainable sources of income. Beyond creating beautiful products, understanding how to manage finances, use digital tools, and properly price their products can help them strengthen their livelihood and reach more customers.

This activity is another step toward ensuring that livelihood assistance is matched with the knowledge, skills, and confidence needed to sustain and grow an enterprise.

We extend our appreciation to the Department of Labor and Employment (DOLE) Isabela City Field Office for the continued partnership and synergy with the LGU Isabela City through PESO in providing meaningful capacity-building activities for livelihood beneficiaries.

Together, we continue to support our weavers, strengthen local livelihoods, and create more opportunities for sustainable income and economic empowerment.

Learning a livelihood skill is just the beginningโ€”knowing how to manage the income it generates is equally important.

As part of the PESO Gender and Development (GAD) Livelihood and Technical Skills Training Program, a Financial Literacy Seminar was conducted for the participants of the Hilot Wellness & Massage Skills Training at the NIDA Dans Hall, Women Center, Brgy. Tabuk, Isabela City.

The seminar focused on essential financial management practices that can help participants build a stronger and more secure financial future. Key topics included proper budgeting, responsible debt repayment, building savings, the importance of insurance, and understanding investment opportunities.

The participants were encouraged to look beyond simply earning incomeโ€”to develop healthy financial habits that can help them manage their money wisely, reduce financial obligations, prepare for unexpected needs, protect their finances, and gradually grow their wealth.

For aspiring wellness service providers, financial literacy is an important part of building a sustainable livelihood. By learning how to properly allocate and manage their income, participants can take greater control of their finances and work toward financial stability and independence.

This initiative reflects the commitment of the City Government of Isabela, through the Public Employment Service Office (PESO), to provide Isabeleรฑos with not only technical and livelihood skills, but also the financial knowledge needed to turn those skills into sustainable sources of income and long-term financial opportunities.

Learn a skill. Earn with purpose. Manage wisely. Build a better future.

The Day 3 and final day of the Hilot Wellness Massage Skills Training focused on enriching the traineesโ€™ knowledge and hands-on skills in traditional wellness practices, particularly Ventosa Massage and Suob, a traditional wellness practice passed down through generations.

Held at the NIDA Dans Hall, Women Center, Brgy. Tabuk, Isabela City, the session provided trainees with hands-on learning and practical demonstrations under the guidance of TESDA Trainer Ms. Bernardita Mariot Polia.

During the session, trainees were introduced to the proper techniques and applications of Ventosa Massage, as well as the traditional Suob practice, which is commonly associated with relaxation, comfort, and wellness.

More than learning massage techniques, the training provided participants with an opportunity to appreciate and preserve traditional wellness practices while developing practical and marketable skills that they can use for employment, self-employment, or future livelihood opportunities.

The 3-day training was conducted under the PESO Gender and Development (GAD) Livelihood and Technical Skills Training Program of the City Government of Isabela, through the Public Employment Service Office (PESO), in partnership with the Technical Education and Skills Development Authority (TESDA) Regional IX โ€“ Regional Training Center.

From traditional knowledge to modern livelihood opportunitiesโ€”every skill learned is a step toward empowerment.

Congratulations to all our trainees for successfully completing the 3-day Hilot & Massage Wellness Skills Training! May the skills, knowledge, and confidence you gained become a foundation for new opportunities, meaningful employment, and sustainable livelihood.

Skills learned. Traditions preserved. Women empowered.
