𝑻𝑰𝑵𝑮𝑵𝑨𝑵:

Noong Abril 21, 2026, matagumpay na isinagawa ang isang Information, Education, and Communication (IEC)/Advocacy on Child-Related Laws sa Sitio Nakan, Barangay Kapaya, Bagumbayan, Sultan Kudarat. Ang aktibidad ay inilaan para sa komunidad ng Indigenous Peoples (IP) at sa mga mamamayan ng Barangay. Isinagawa ito sa tulong at suporta ni Hon. Elizer B**g David Segura, Municipal Mayor ng Munisipalidad ng Bagumbayan, sa pamamagitan ni Hon. Bai Zuherra Barrios Nor, RN, at sa pakikipagtulungan ng National Commission on Indigenous Peoples (NCIP) – Sultan Kudarat.

Layunin ng aktibidad na palakasin ang kaalaman at pag-unawa sa mga batas na may kinalaman sa mga bata, lalo na sa pagtataguyod ng kanilang karapatan, proteksyon, at kapakanan, kabilang ang mga batang kabilang sa Indigenous Peoples at sa mga mamamayan ng Barangay. Isa sa mga pangunahing batas na tinalakay ay ang 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟏𝟏𝟓𝟗𝟔, 𝐨 “𝐀𝐧 𝐀𝐜𝐭 𝐏𝐫𝐨𝐡𝐢𝐛𝐢𝐭𝐢𝐧𝐠 𝐭𝐡𝐞 𝐏𝐫𝐚𝐜𝐭𝐢𝐜𝐞 𝐨𝐟 𝐂𝐡𝐢𝐥𝐝 𝐌𝐚𝐫𝐫𝐢𝐚𝐠𝐞 𝐚𝐧𝐝 𝐈𝐦𝐩𝐨𝐬𝐢𝐧𝐠 𝐏𝐞𝐧𝐚𝐥𝐭𝐢𝐞𝐬 𝐟𝐨𝐫 𝐕𝐢𝐨𝐥𝐚𝐭𝐢𝐨𝐧𝐬 𝐓𝐡𝐞𝐫𝐞𝐨𝐟.”

Malugod na pagbati mula sa National Commission on Indigenous Peoples – Sultan Kudarat Provincial Office kay 𝙎𝘼𝙉𝙏𝙊𝙎 𝘽𝘼𝙇𝙄𝙇𝙄𝘿 bilang bagong itinalagang
𝙈𝙪𝙣𝙞𝙘𝙞𝙥𝙖𝙡 𝙄𝙋𝙈𝙍 𝙣𝙜 𝘾𝙤𝙡𝙪𝙢𝙗𝙞𝙤, 𝙎𝙪𝙡𝙩𝙖𝙣 𝙆𝙪𝙙𝙖𝙧𝙖𝙩 mula sa tribung Blaan.

Ang pagpili ng Municipal Indigenous Peoples Mandatory Representative ay alinsunod sa NCIP Administrative Order No. 1, Series of 2021, o ang Revised National Guidelines for the Mandatory Representation of Indigenous Peoples in Local Legislative Councils and Policy-making Bodies na hinango naman mula sa R.A. 8371 o Indigenous Peoples Rights Act of 1997.

Ang aktibidad ay ginanap noong Marso 23, 2026 sa pamamagitan ng Selection Process na pinangunginahan ng butihing Provincial Officer Atty. Hanna Pearl D. Villa-Agustin at Columbio Service Center na pinangungunahan naman ni Engr. Jessierey A. Lumosad, CDO III, kasama sina Hyde Savillo (TAA I), Rakim L. Dabi (AA I). Nagbigay naman ng suporta ang Municipal Mayor ng Columbio na si Hon. Amir M. Musali at iba pang kawani ng MLGU.

Patuloy ang National Commission on Indigenous Peoples sa pagpapatupad ng mga programang naglalayong protektahan ang tunay na karapatan ng mga katutubo sa lalawigan ng Sultan Kudarat, lalo na sa pagpili ng kanilang kinatawan sa anumang antas ng lokal na pamahalaan.
Mabuhay ang demokrasya, at higit sa lahat, mabuhay ang mga katutubo sa buong Pilipinas!

𝙋𝘼𝙐𝙉𝘼𝙒𝘼 𝙎𝘼 𝙋𝙐𝘽𝙇𝙄𝙆𝙊

Alinsunod sa mga direktiba ng Memorandum Circular No. 114, ang National Commission on Indigenous Peoples – Region XII ay nagpapaalam sa publiko na, simula Marso 16, 2026 (Lunes), ang Panlalawigang Tanggapan (Provincial Offices), at mga Community Service Center ay magpapatupad ng apat na araw na on-site workweek (Lunes hanggang Huwebes).

Sa ilalim ng kaayusang ito, ang oras ng trabaho sa opisina ay mula Lunes hanggang Huwebes, 8:00 AM hanggang 5:00 PM. Ang mga araw ng Biyernes naman ay itatalaga bilang mandatory work-from-home day para sa mga kawani at opisyal ng NCIP RXII.

Upang matiyak ang patuloy na pagbibigay ng serbisyo-publiko, ang mga kliyente ay maaari pa ring makipag-ugnayan sa NCIP Region XII, sa mga Panlalawigang Tanggapan, at sa mga Community Service Center sa pamamagitan ng kanilang mga opisyal na online platform.

Pinapayuhan ang publiko na i-iskedyul ang kanilang pagbisita at mga transaksyon batay sa bagong iskedyul na ito.

𝘾𝘼𝘿𝙏 𝘼𝙋𝙋𝙍𝙊𝙑𝙀𝘿!

Ang National Commission on Indigenous Peoples (NCIP) Sultan Kudarat Provincial Office na pinamumunuan ni Atty. Hanna Pearl D. Villa-Agustin kasama ang Kulaman Community Service Center na pinamumunuan ni CDO-III Engr. Jesus S. Matias at ang kanyang team ay dumalo sa CADT Deliberation na ginanap noong 4 Marso 2026.

Ang aktibidad ay dinaluhan ng mga NCIP Commisioner sa buong rehiyon at kasama rin ang represante ng Manobo Dulangan na si Datu Eddie Gugo at Datu Enting Gugo bilang mga kinatawan ng Manobo Dulangan ng Kalamansig.

Tinatayang nasa 23,465.587 ektarya ang nasasakop ng kanilang CADT na nakapaloob sa mga barangay ng Datu Wasay, Sabanal, Nalilidan, Hinalaan, Paril, Sta. Clara, Sangay, at Datu Ito Andong sa probinsya ng Sultan Kudarat.

Ikinagagalak namin na ibalita na inaprubahan na ng Commission En Banc ang
Certificate of Ancestral Domain Title (CADT) ng Manobo Dulangan ICCs/IPs ng Kalamansig.

Dahil dito, lubos kaming nagpapasalamat sa mga taong naging bahagi ng tagumpay na ito lalong lao na sa aming Acting Regional Director XII Mr. Joey L. Bogay, MPA, Ethnographic Commissioner Hon. Nancy A. Catamco at ang aming NCIP Chairperson Dr. Marie Grace T. Pascua at iba pang bumubuo sa ahensya ng National Commission on Indigenous Peoples.

Ang National Commission on Indigenous Peoples (NCIP) Sultan Kudarat Provincial Office at Columbio Community Service Center ay nagkaroon ng Field Based Investigation (FBI) at Secondary Data Assessment sa Proposed Road Opening Leading to the Coffee Processing Site at Barangay Pamantingan, Esperanza, Sultan Kudarat.

Ang FBI Team ay binubuo nila Eunie T. Martinez (FBI Team Leader/AO-IV), Marissa Jane Orcullo (FBI Member/Nurse-II) at Jackie Elian (FBI Member/AA-I).

Layunin ng ahensiya na patuloy na maglingkod sa katutubong komunidad sa pamamaraan ng pakikipag-ugnayan at konsulta sa kalagayan ng mga tribo upang mapalawak pa ang paghatid ng serbisyo mula sa iba't-ibang ahensya ng probinsya sa Sultan Kudarat.

Ang National Commission on Indigenous Peoples - Sultan Kudarat Provincial Office ay nakikiisa sa pagdiriwang ng 𝟐𝟎𝟐𝟔 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐖𝐨𝐦𝐞𝐧’𝐬 𝐌𝐨𝐧𝐭𝐡 (𝐍𝐖𝐌)!

Higit pa sa isang taunang selebrasyon, ang NWM ay panawagan para sa Women and Everyone (WE) na makilahok at manguna sa pagsusulong ng gender equality at women’s empowerment. Sa temang “Lead like the Babaylans, Filipinas!”, ipinapaalala sa atin na ang pamumunong may karunungan, malasakit, at tapang ay likas sa ating pagkakakilanlan—mula sa ating mga ninuno hanggang sa kasalukuyang henerasyon.

Bilang katuwang ng ating mga Katutubong Pamayanan, ang NCIP ay patuloy na kumikilos upang itaguyod ang papel ng mga kababaihang katutubo (Indigenous Women).

Ngayong buwan, sabay-sabay nating ipagdiwang ang lakas at galing ng mga kababaihang katutubo sa Sultan Kudarat. Kaisa niyo kami sa paghubog ng isang lipunang inklusibo at makatarungan!

On February 26, 2026, the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐈𝐧𝐝𝐢𝐠𝐞𝐧𝐨𝐮𝐬 𝐏𝐞𝐨𝐩𝐥𝐞𝐬 (𝐍𝐂𝐈𝐏) – 𝐒𝐮𝐥𝐭𝐚𝐧 𝐊𝐮𝐝𝐚𝐫𝐚𝐭, headed by Provincial Officer Atty. Hanna Pearl D. Villa-Agustin, was invited to participate in the “𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝗼𝗻 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗱𝗿𝗮𝗳𝘁𝗶𝗻𝗴 𝗼𝗳 𝘁𝗵𝗲 𝗙𝗼𝗿𝗲𝘀𝘁 𝗟𝗮𝗻𝗱 𝗨𝘀𝗲 𝗣𝗹𝗮𝗻 (𝗙𝗟𝗨𝗣)”

The activity aimed to support the preparation and formulation of the FLUP to promote sustainable forest management, watershed protection, biodiversity conservation, and climate-resilient development within the municipality of Esperanza.

The consultation meeting was attended by representatives from the Department of Environment and Natural Resources (DENR), including DENR-PENRO and DENR-CENRO, as well as officials from the Local Government Unit of Esperanza, particularly the MENRO, MPDO, and other concerned offices.

The activity was successfully conducted through the initiative of Mr. Francis John G. Dela Cruz, AT/Acting MENRO, and was attended by Eunie T. Martinez, Jr., and Ana Lyka T. Cañete.

The presence and participation of NCIP were deemed essential, as portions of the proposed FLUP area are within CADT-covered ancestral domains, and NCIP’s guidance is necessary to ensure policy compliance and the protection of the rights and welfare of Indigenous Cultural Communities/Indigenous Peoples (ICC/IPs).

The covered portions of the CADT application are Barangay Bai Saripinang, Sto. Niño, Busok, Daluga, Kinayao, Monteverde, and Titulok, all located in the Bagumbayan, Sultan Kudarat.

The activity was held at the Barangay Gymnasium of Sto. Niño, Bagumbayan, Sultan Kudarat with the assistance of the Municipal IPMR, Hon. Timlas U. Goon, and the Barangay Captain, Hon. Ronald Allan Dorana, and with the full support of the Municipal Mayor, Hon. Elizer David Segura.

Ang nasabing aktibidad ay dinaluhan ng mga kawani ng Gobyerno mula sa iba't-ibang hanay ng PLGU SK na pinamumunuan ni Provincial Governor Datu Pax Ali S. Mangudadatu at ang iba pang Sectoral Representative.

Nagbigay naman ng Pax Reminder si Hon. Gerardo Delasan na sinundan ng Words of Goodness mula kay Ptr. Noe Galvez at pagbabahagi ng 2025 C.Y. Accomplishment Report na iprinisenta ni Atty. Hanna Pearl D. Villa-Agustin (Provincial Officer - NCIP SK).

Higit pa sa pagpupugay sa ating watawat, ang aktibidad na ito ay naglalayong pagtibayin ang diwa ng paglilingkod-bayan sa hanay ng mga kawani ng pamahalaan.
