ACCC CAPIZ SUPPORTS 3RD SIGNAL BATTALION WITH EQUIPMENT DONATION

CAMP GENERAL PERALTA JR., JAMINDAN, CAPIZ – Demonstrating its steadfast commitment to supporting the units of the Philippine Army and strengthening community partnership, the Air Cavalier Credit Cooperative (ACCC) Capiz Satellite Office formally donated an ASUS Vivobook laptop to the 3rd Signal Battalion, Signal Regiment, Philippine Army on May 28, 2026.

The ACCC Capiz delegation was led by Ms. Ivy Rose Galanza, Satellite Office Manager, together with Loan Processors Ms. Shiela Macario and Ms. Winnie Rose Cañon, and Field Representative Mr. Jonathan Polidario. Their visit reflected the cooperative’s continued dedication to initiatives that contribute to the welfare, capability development, and operational effectiveness of military personnel.

The donated equipment was formally received by LIEUTENANT COLONEL CATHERINE S GULLE II SIGNAL CORPS (GENERAL STAFF CORPS) PHILIPPINE ARMY, Commanding Officer of the 3rd Signal Battalion and her staff. LTC GULLE expressed her sincere appreciation to ACCC Capiz for its generosity and unwavering support, highlighting the importance of partnerships that help enhance the Battalion’s capacity to accomplish its mission.

The laptop will serve as an additional resource for the unit, supporting various administrative, operational, and technical requirements essential to the Battalion’s day-to-day functions. The contribution will further strengthen the unit’s capability to provide reliable communication support and maintain operational readiness in fulfilling its mandate.

The turnover highlights the strong partnership between the 3rd Signal Battalion and its stakeholders, whose support continues to contribute to the development of a more capable and mission-ready organization. Through meaningful initiatives such as this, ACCC Capiz reaffirms its commitment to nation-building and its support for the men and women in uniform who remain dedicated to serving the Filipino people.

Brgy. Molit, Jamindan, Capiz – Demonstrating its unwavering commitment to service, compassion, and nation-building, the 3rd Signal Battalion, Signal Regiment, Philippine Army, under the leadership of LIEUTENANT COLONEL CATHERINE S GULLE II SIGNAL CORPS (GENERAL STAFF CORPS) PHILIPPINE ARMY, successfully provided assistance in the conduct of two-day community outreach held on 22–23 May 2026 in Brgy. Molit, Jamindan, Capiz.

Spearheaded by Agsilab Baptist Church led by Pastor Mamerto Cabahug and in coordination with barangay officials headed by Barangay Captain Geline V Verde, the former Sergeant Major of 3SBN, the outreach reflected the power of unity among the military, faith-based organizations, and local leaders in uplifting communities and bringing lasting hope to children and families.

The outreach was carried out in collaboration with Samaritan's Purse through its internationally recognized ministry, Operation Christmas Child. Since 1993, Operation Christmas Child has delivered millions of gift-filled shoeboxes to children worldwide as a tangible expression of God’s love. Beyond distributing gifts, the ministry seeks to share the Good News of Jesus Christ, offering children an opportunity to learn about faith, hope, and the message of salvation through Christ.

Through this meaningful partnership, the children of Brgy. Molit experienced not only the joy of receiving gifts but also the warmth of knowing they are loved, valued, and remembered by people across the world. The initiative created a powerful atmosphere of compassion and encouragement, strengthening both emotional and spiritual well-being within the community.

The first day of the outreach featured a heartfelt gift-giving activity that brought immense excitement and happiness to the children, many of whom experienced receiving such gifts for the very first time. Each shoebox, carefully packed with school supplies, hygiene items, toys, and other essentials, symbolized kindness, generosity, and Christian love from donors worldwide. As the children opened their gifts with bright smiles and grateful hearts, the activity became a moving reminder of the impact of simple acts of compassion.

In the afternoon, the program transitioned into interactive values formation sessions facilitated through storytelling, games, memory verses, and engaging discussions. The activities emphasized important moral principles such as kindness, respect, gratitude, faith, and compassion while also sharing the message of God’s love and the salvation found through Jesus Christ. The sessions encouraged the children to grow not only in character but also in spiritual understanding and hope for the future.

The second day continued with dynamic learning activities and inspirational sessions that reinforced the lessons taught during the outreach. Through active participation, the children gained a deeper appreciation of positive values, teamwork, and faith-centered living. The program concluded with a meaningful recognition ceremony celebrating the children’s participation and commemorating a memorable milestone in their lives.

This collaborative initiative highlighted the strong partnership between the 3rd Signal Battalion, Agsilab Baptist Church, Operation Christmas Child, and the local government of Brgy. Molit. More than a humanitarian activity, the outreach became a powerful testimony of unity, compassion, and shared commitment to serving others. Organizers also expressed their intention to sustain and expand similar initiatives in the future to reach more communities in need.

Through this impactful outreach, the 3rd Signal Battalion reaffirmed its role not only as a provider of reliable communications and operational support, but also as a catalyst for positive transformation within communities. By working hand in hand with faith-based partners and local leaders, the Battalion helped foster an environment where hope, compassion, and faith can flourish.

Jamindan, Capiz — 22 May 2026 — The 3rd Signal Battalion, Signal Regiment, Philippine Army, successfully enhanced the disaster communication capability of the Municipality of Jamindan, Capiz through the provision of technical assistance aimed at improving emergency response operations and communication reliability across the municipality. This assistance reflects the unit’s continuing commitment to support local government units in strengthening disaster preparedness and public safety.

The technical assistance included the repair and optimization of communication equipment, installation and relocation of a monopole antenna, and calibration of the municipality’s Very High Frequency radio repeater system. These upgrades are expected to significantly improve communication coverage and rapid information dissemination among emergency responders, particularly during disasters and critical incidents where efficient coordination is vital.

Personnel from the Signal Installation and Maintenance Company, led by MSg Johnel D Lego (SC) PA, worked closely with the Municipal Disaster Risk Reduction and Management Office (MDRRMO) headed by Mr Rustom L Llanera, LDRRMO II, to ensure the operational readiness of the upgraded communication network. Through this collaborative effort, the upgraded communication network will significantly enhance operational readiness, situational awareness, and disaster response efficiency, ultimately contributing to the safety and protection of the people of Jamindan.

3rd Signal Battalion Achieves “TRAINED” Status, Reinforces C4S Readiness for Territorial Defense Operations

CAMP PERALTA, JAMINDAN, CAPIZ, 21 May 2026 – The 3rd Signal Battalion, Signal Regiment, Philippine Army, successfully completed the Battalion Evaluation and Certification Program (BECP) for Calendar Year 2026, earning a “TRAINED” rating — a strong validation of the unit’s enhanced operational capability, technical proficiency, and mission readiness in delivering responsive and resilient Command and Control Communications, and Cyber Systems (C4S) support. The achievement highlights the Battalion’s vital role in strengthening the Philippine Army’s operational readiness as it advances its transition from Internal Security Operations (ISO) to Territorial Defense Operations (TDO). It likewise affirms the unit’s capability to provide secure, reliable, and uninterrupted communications support essential to multi-domain operations in increasingly complex and contested operational environments.

The BECP subjected the Battalion to a comprehensive and mission-oriented evaluation conducted in three progressive phases designed to rigorously assess individual soldier skills, staff-level operational planning, and field-level ex*****on under realistic C4S operational scenarios involving communications degradation, cyber threats, electronic warfare simulations, and rapidly evolving command and control requirements. The evaluation commenced with the Shoot Capability Evaluation from 08 to 11 May 2026 at the 3rd Division Training School, where personnel underwent standardized rifle and pistol marksmanship assessments to validate combat readiness, weapons proficiency, and warfighting competencies.

This was followed by the Staff Exercise (STAFFEX) from 12 to 14 May 2026, facilitated by the Evaluation Team from Headquarters Philippine Army and the Training Command, Philippine Army, headed by COL PERCIVAL R ALCANAR GSC (SC) PA. During the exercise, the Battalion staff demonstrated operational competence in detailed Mission Analysis (DMA), Courses of Action (COA) development and analysis, Operational Order (OPORD) preparation, Troop Leading Procedures (TLP), and Rehearsal of Concept (ROC). The exercise further validated the Battalion’s capability to synchronize C4S operations, integrate command and control systems, and support commanders’ decision-making processes critical to territorial defense operational environments.

The culminating phase, the Field Training Exercise (FTX), was conducted from 15 to 17 May 2026 under the supervision of MAJ FREDDIE P DELA RAMA JR (SC) PA, Signal Regiment OCT/E Head for FTX. The exercise validated the Battalion’s capability to rapidly deploy, establish, operate, defend, and sustain critical C4S infrastructure and communications networks in austere and contested environments. Key operational elements, including the Mobile Command Center (MCC), Cybersecurity Incident Response Team (CIRT), Deployable Signal Team (DST), and Signal Mobile Maintenance and Repair Team (SMMART), successfully executed mission-essential tasks under simulated electronic warfare attacks, cyber intrusions, communications disruptions, and critical equipment failures while sustaining uninterrupted command and control communications support to maneuver and supported units.

The FTX further demonstrated the Battalion’s capability to maintain operational continuity and communications resilience amid degraded and denied environments, a critical requirement in modern territorial defense operations where cyber and electromagnetic threats increasingly challenge operational effectiveness. The exercise also tested the physical endurance, discipline, and cohesion of personnel through a demanding 5-kilometer rucksack march, reinforcing the mental and physical resilience required for sustained field operations.

The BECP formally concluded on 19 May 2026 with a comprehensive After Activity Review (AAR) led by LTC CATHERINE S GULLE II SC (GSC) PA, Commanding Officer of 3SBn, where operational insights, best practices, and capability gaps were identified to further enhance organizational effectiveness and operational preparedness. “BECP has demonstrated the Battalion’s capability to provide reliable, secure, and mission-essential C4S support in support of territorial defense operations,” said LTC GULLE. “Our personnel have proven their ability to operate and sustain critical communications networks under simulated cyber and electronic warfare threats, ensuring uninterrupted command and control for supported units anytime and anywhere.”

The attainment of a “TRAINED” certification marks a significant milestone for the 3rd Signal Battalion, reinforcing its readiness posture and operational relevance in support of the Philippine Army’s modernization thrust. More importantly, it highlights the Battalion’s indispensable role in enabling command and control superiority, communications resilience, cyber defense, and mission success in support to national defense and security operations.
