SPECIAL SESSION | August 20, 2026

During today’s Special Session of the Iloilo City Council, we acted on measures authorizing Mayor Raisa S. Treñas to sign the necessary Memoranda of Agreement and Deeds of Donation covering approximately 7,000 square meters of City Government property in Brgy. San Pedro, Molo.

The property will serve as the future site of the new Hall of Justice for the Judiciary and the Prosecution Complex of the Department of Justice.

As a member of the City Council, I welcome this important development as another step toward strengthening our justice institutions and making essential government services more accessible to the people of Iloilo City.

During the 32nd Regular Session of the Iloilo City Council, we successfully passed:

Ini nagasiguro nga may sapat nga suporta sa padayon nga implementasyon sang mga inisyatibo para sa mga Ilonggo.

BLUE RIBBON COMMITTEE AND COMMITTEE ON RULES TAKE UP KEY CITY GOVERNMENT ENDORSEMENTS

The Blue Ribbon Committee and the Committee on Rules, Ordinances, Resolutions and Style; Justice and Legal Affairs conducted committee hearings on several endorsements requiring legislative review and appropriate action today, August 18, 2026 at 1:30 PM.

The matters taken up included:

• The proposed creation of the Office of Heritage, Culture and Arts (OHCA) under the City Mayor’s Office;
• The request of the City Mayor for authority to enter into and sign the Deed of Usufruct between Newville Association, Inc. and the Iloilo City Government; and
• The request of the City Mayor for authority to enter into and sign the First Amendment to the Payroll Facility and Services Agreement between Philippine Veterans Bank and the Iloilo City Government.

The hearings allowed the committees to review the legal, administrative, and policy considerations surrounding each endorsement prior to further action by the Sangguniang Panlungsod.

We also extend our sincere appreciation to all resource persons, representatives of concerned offices and agencies, stakeholders, and other attendees who took the time to participate in the committee hearings and contribute their insights to the discussions. Your presence and cooperation helped ensure a thorough and meaningful deliberation of the matters at hand.

FROM INVESTIGATION TO REFORM: ADDRESSING THE BARANGAY-SK BUDGETARY CRISIS

Following the City Council's investigation into the barangay budget crisis, the proposed Barangay Budgetary Reform Ordinance is now being further studied and improved as a legislative response to the recurring delays, incomplete submissions, compliance deficiencies, and administrative challenges affecting barangay and SK budgets and development plans.

The Committee is carefully considering the recommendations, concerns, and inputs raised during the hearing to ensure that the final measure is responsive, practical, effective, and sustainable.

The committee hearing was held on July 13, 2026, at the Sangguniang Panlungsod Conference Room, 7th Floor, New Legislative Building, Iloilo City and was attended by Councilor Malabor; SK Federation President Jelma Implica; Liga ng mga Barangay President Irene Ong; DILG Secretary Oscar Lim; City Budget Officer Viminale Capulso; representatives of concerned offices; barangay officials; and other attendees.

We thank all the officials, representatives, and stakeholders who attended the hearing and generously shared their time, expertise, insights, and recommendations.
