“PhilHealth: Health Care Beyond Bars”

On April 22, 2026, Mr. Bien Paul S. Obordo, Chief Social Insurance Officer, and Mrs. Aimy Joy Desaporado, Social Insurance Officer III of PhilHealth Aklan, handed over the PhilHealth ID cards of twenty-three (23) PDL to SJO1 Honey Grace J Martesano, Chief WD Officer of this jail facility. These ID cards were intended for newly committed PDL who had not yet received their PhilHealth IDs.

Afterwards, SJO1 Martesano facilitated the distribution of the ID cards to all concerned PDL. This initiative greatly helped the PDL by providing them with easier access to avail of the programs and services of PhilHealth.

In addition, the above-mentioned PhilHealth personnel expressed that PhilHealth is planning to enter into a Memorandum of Agreement (MOA) with the BJMP for the availment of its programs and services by both personnel and PDL.

We extend our heartfelt gratitude to PhilHealth Aklan for their invaluable support and assistance.

“Docility: The Power of Being Teachable”

SJO1 Marc D Ascaño, Unit Values Restoration (UVR) Officer, under the leadership of JSUPT ELVIN R TAGAYTAYAN, Jail Warden, led the discussion on the Values Focus of the Week centered on the theme “DOCILITY".

During the session, SJO1 Ascaño emphasized that DOCILITY means the quality of being easy to teach, manage, or control. It involves both personnel and persons deprived of liberty (PDLs) adhering to established rules, routines, and authority structures to maintain order and security. BJMP officers model docility through professionalism, calm communication, and consistent enforcement of regulations, which in turn encourages PDLs to respond with cooperation and self-control. This environment of guided obedience helps reduce conflict, supports rehabilitation programs, and foster a more stable and humane correctional setting, although it must be balanced with respect for individual rights and personal dignity to avoid excessive control or suppression of autonomy.

"The Gentle Hand of Influence"

SJO1 Marc D Ascaño, Unit Values Restoration (UVR) Officer, under the leadership of JSUPT ELVIN R TAGAYTAYAN, Jail Warden, led the discussion on the Values Focus of the Week centered on the theme “CIRCUMSPECTION OR TACT".

During the session, SJO1 Ascaño emphasized that CIRCUMSPECTION is being very careful and cautious before acting or speaking thinking ahead to avoid mistakes. TACT is the ability to speak or act in a sensitive and considerate way, especially to avoid offending others. A BJMP officer demonstrates CIRCUMSPECTION or TACT in dealing with Persons Deprived of Liberty (PDL). This approach fosters a safer, more respectful, and more orderly environment inside the facility. By exercising circumspection and tact, BJMP personnel carefully assess each situation before taking action, thereby preventing unnecessary punishment, avoiding misunderstandings, and reducing the risk of conflicts escalating.
