Bridging Governance, Building a Seamless Transition

DILG-Aklan conducted an Orientation on Governance and Transition pursuant to DILG Memorandum Circular No. 2026-021 on September 1, 2026, at the Legarda Hall, 2nd Floor, ATTIPC, Capitol Grounds, Kalibo, Aklan, with participants joining both onsite and online.

The activity commenced with a welcome message from OIC Provincial Director Raymundo D. Palanog, emphasizing the importance of preparedness, accountability, and continuity in local governance. Program Manager LGOO VI Valerie S. Briones acknowledged the participants, while LGOO V Destiny B. Binobo discussed the key provisions under DILG MC No. 2026-021.

The orientation focused on strengthening the understanding of local officials and stakeholders on the proper inventory and turnover of barangay and SK properties, financial records, documents, and money accountabilities, ensuring that the transition of governance is carried out in an orderly, transparent, and accountable manner.

Through this initiative, DILG-Aklan continues to promote good governance, continuity of public service, and responsible stewardship, equipping local stakeholders to navigate the transition with greater preparedness and accountability in anticipation of the 2026 Barangay and Sangguniang Kabataan Elections.

MAKARON | DILG-Aklan Reinforces Team Alignment Through September 2026 Provincial Conference

The Department of the Interior and Local Government (DILG) Aklan successfully conducted its September 2026 Provincial Conference at Legarda Hall, 2nd Floor, ATTIPC, Capitol Grounds, Kalibo, Aklan, bringing together personnel of the Provincial Office for discussions, updates, and organizational alignment.

The conference was presided over by OIC Provincial Director Raymundo D. Palanog, who led the discussions on the Department’s mandates, current policies, and other important matters concerning the effective delivery of DILG programs and services.

During the conference, the Section Chiefs of the Provincial Office presented reports on the status of LGU compliance and provided updates on the implementation of various DILG programs, projects, and activities across the Province of Aklan.

The conference served as an avenue to strengthen coordination, ensure shared understanding of Department directives, and keep the Provincial Office aligned, informed, and one step ahead in fulfilling its mandate of promoting effective and responsive local governance.

MAKARON | STRONGER LEADERSHIP, DIGITAL GOVERNANCE: DILG-AKLAN JOINS LGU IBAJAY’S LIGA CONFERENCE 2026

The Local Government Unit of Ibajay, Aklan conducted the LIGA Leadership and Governance Conference 2026: “Isang Panunungkulan, Isang Pamana,” with the theme “Pagpupugay sa Serbisyo, Pagkakaisa para sa Kinabukasan,” on August 26–27, 2026, at Henann Regency Resort & Spa, Boracay, Aklan.

DILG-Aklan joined the activity as guest speakers, with OIC Provincial Director Raymundo D. Palanog delivering a spark message emphasizing the value of dedicated public service, unity, and responsible leadership, while LGOO V Destiny B. Binobo discussed the Orientation/Discussion on the Turnover of Barangay and SK Properties, Financial Records, Documents, and Money Accountabilities (BSK-PFRDS and Money Accountabilities) pursuant to Memorandum Circular No. 2026-021, providing participants with guidance on proper turnover, documentation, and accountability of barangay and SK properties, records, and financial accountabilities.

Meanwhile, LGOO II Vincent Villiorente provided an overview of the Barangay Information Management System (BIMS), while ISA-I Jaylourd D. Ciervo discussed key information on how the system works and facilitated a hands-on activity, allowing participants to gain practical experience in using and navigating BIMS. The activity was facilitated by LGOO VI Katrina A. Muyuela, MLGOO of Ibajay, who gives the overview of the whole activity and guided the participants throughout the learning sessions.

Through its participation, DILG-Aklan continued to support LGU Ibajay in empowering barangay officials and advancing responsive, transparent, and effective local governance.

The Provincial Treasurer’s Office participated in the Key Informant Interview (KII) conducted as part of the Supervised Field Work (SFW) under the DILG–Local Government Academy (LGA) Apprenticeship Program for Local Government Operations Officers II and III.

The interview was conducted by Ms. Patricia Lisette Villareal, Local Government Operations Officer II and Mr. Edison N. Biadora, Jr. LGOO Apprentice of DILG Aklan, focusing on local government operations, governance, and service delivery in the Province of Aklan.

Raising the Bar for Legislative Excellence: DILG Aklan Conducts Provincial Screening and Validation for the SANGGUNIAN Parliamentary Derby

DILG Aklan conducted the Provincial Screening and Validation for “SANGGUNIAN: The Regional Legislative Immersion and Parliamentary Excellence Derby” on August 19, 2026, at the Conference Room of the DILG Aklan Provincial Office, Capitol Site, Estancia, Kalibo, Aklan.

The activity evaluated and validated the submitted documents of the Municipality of Kalibo, Aklan, under the Component Cities and Capital Towns/Municipalities Category, in accordance with the prescribed criteria, scoring matrices, and guidelines of the SANGGUNIAN Parliamentary Derby.

The validation was conducted by the Aklan Provincial Screening Committee, chaired by OIC-Provincial Director Raymundo D. Palanog and co-chaired by Atty. Wilbert Ariel I. Igoy, President of the Vice-Mayors’ League of the Philippines (VMLP)-Aklan Chapter.

Joining the screening and validation were Hon. Nestor Francisco M. Inocencio, Municipal Vice Mayor of Ibajay, Aklan, and LGOO VI Valerie S. Briones, Local Legislation Expert/Resource Person of DILG Aklan.

The SANGGUNIAN Parliamentary Derby continues to promote legislative competence, parliamentary discipline, and excellence among local sanggunians. Through this initiative, local legislative bodies are provided with opportunities to further strengthen their knowledge and skills in parliamentary procedures, legislative processes, and effective local legislation—contributing to more responsive, accountable, and effective local governance.

One Barangay, One Mission: Sugnod Came Together for the BarKaDa Clean-Up Drive

As part of the continuing implementation of the BarKaDa Weekly Clean-up Activities under the Kalinisan sa Bagong Pilipinas Program, Barangay Sugnod, Municipality of Malinao, Aklan, conducted a community-wide clean-up activity on August 19, 2026, bringing together 155 participants in a collective effort to promote environmental cleanliness, proper waste management, and shared responsibility within the community.

The activity commenced with an opening message from OIC Provincial Director Raymundo D. Palanog, who emphasized the importance of unity and active community participation in sustaining a clean, healthy, and resilient environment. The participants were formally acknowledged by Hon. Randy J. Fernando, Punong Barangay of Sugnod, while a supporting message was delivered by Hon. Gregorio V. Imperial, Sangguniang Bayan Member of Malinao.

Messages of support were also delivered by Niño Carmelo Carmen of the MDRRMO, Mel Daniel Ericson B. Rebuelta, Election Officer of COMELEC Malinao, FO2 John Daryl Irabon of the Malinao MPS-PNP, PMAJ Conrado S. Espino Jr. of the Malinao BFP, Hon. Reynold Roberto, Sangguniang Barangay Member and Chairperson on Environment, and Genela R. Pangyarihan, President of the Senior Citizens of Barangay Sugnod.

The activity was further supported by the Philippine National Police (PNP), 82nd Infantry Battalion, Philippine Army (82IB PA), COMELEC, Bureau of Fire Protection (BFP), and resident volunteers of Barangay Sugnod. Their participation demonstrated a strong whole-of-community approach toward maintaining a cleaner, healthier, and more sustainable environment.

Together, through unity and shared responsibility, the activity became another meaningful step toward a cleaner, healthier, and more sustainable community.
