KALILANGAN, BUKIDNON โ To align priorities and strengthen inter-agency coordination in advancing concrete measures toward a peaceful, safe, orderly, and drug-free community, the Municipal Government of Kalilangan, Bukidnon convened the 3rd Quarter CY 2026 Joint Meeting of the Municipal Peace and Order Council (MPOC) and Municipal Anti-Drug Abuse Council (MADAC) on August 10, 2026, at the Administrative Conference Room, Municipal Hall, Kalilangan, Bukidnon.
The joint meeting was presided over by Municipal Vice Mayor Charlie James Paul Lacdo-o, who emphasized the importance of sustained inter-agency coordination in achieving the municipalityโs peace and order and anti-drug abuse objectives. He underscored that a peaceful, safe, and orderly community is essential in creating a conducive environment where residents can live securely and where economic activities can thrive.
The meeting also provided an avenue for the participating agencies and local stakeholders to discuss emerging concerns, assess ongoing interventions, and identify appropriate measures to further strengthen the municipalityโs efforts toward maintaining peace and order, promoting public safety, and preventing illegal drug activities.
The meeting highlighted the presentation of the third quarter 2026 crime situation by the Kalilangan Municipal Police Station, emphasizing the continuing efforts of the local police in crime prevention, law enforcement, and maintaining peace and order. The station was also recently recognized as a top-performing Municipal Police Station in Region 10 among Class B Municipalities, reflecting the dedication of its personnel in delivering responsive police services.
The 1st Special Forces Battalion also presented updates on anti-insurgency and anti-violent extremist activities, including developments toward the municipalityโs Stable Internal Peace and Security (SIPS). Meanwhile, the Bureau of Fire ProtectionโKalilangan Municipal Fire Station provided updates on fire prevention, public safety, preparedness, and emergency response initiatives.
For the MADAC, the PDEA Bukidnon Provincial Office presented updates on the implementation of the Barangay Drug Clearing Program (BDCP), urging the four (4) remaining drug-affected barangays to strengthen implementation and pursue the necessary interventions toward drug-cleared status. The municipalityโs ten (10) drug-cleared barangays were likewise reminded to sustain their gains and maintain functional BADACs to support the retention of their drug-cleared status.
The MADAC Focal Person also reported on the MOA between the Municipalities of Kalilangan, Bukidnon and Kauswagan, Lanao del Norte for the implementation of the Balay Silangan Rehabilitation Program. The Joint Council subsequently approved the inclusion of the Balay Silangan Program among the PPAs under the Anti-Illegal Drugs Sub-Indicator of the 2026โ2028 POPS Plan, strengthening the municipalityโs commitment to rehabilitation and reintegration as part of its continuing anti-drug efforts.
The DepEd East and West Districts presented the salient provisions of DepEd Order No. 006, s. 2026, emphasizing the shared responsibility of stakeholders in maintaining safe and supportive learning environments for students. The DILG likewise presented the key provisions of DILG Memorandum Circular No. 2026-037 on the Safer School Zone Initiative, highlighting the roles of barangays and barangay tanods in enhancing school-zone security, assisting with traffic management, and responding to emergencies through proper coordination and referral.
The discussions underscored the need for strengthened collaboration among barangays, schools, law enforcement agencies, parents, and communities to ensure safe, secure, and child-friendly learning environments.
The Department of the Interior and Local Government (DILG), through MLGOO Jeffrey Romeo Caangay as Secretariat head, provided secretariat support during the meeting, while the Municipal Government of Kalilangan extended technical and administrative assistance to ensure the orderly and smooth conduct of the proceedings.
The Joint MPOC-MADAC meeting reaffirmed the municipalityโs commitment to a whole-of-government and whole-of-community approach in addressing peace and order, public safety, illegal drugs, school safety, and other emerging community concerns.
Moving forward, the Joint Council will continue to strengthen inter-agency coordination, barangay-level implementation, monitoring and evaluation, community participation, law enforcement and security operations, rehabilitation initiatives, and public safety programs in pursuit of a peaceful, safe, orderly, and drug-free Kalilangan.
