Hi, Kabarangays!

Inventory and Turnover of Barangay & SK Properties and Financial Records

The Department of the Interior and Local Government (DILG) reinforces the importance of accountability, transparency, and proper transition of governance through the implementation of DILG Memorandum Circular No. 2026-021.

This initiative ensures a smooth and orderly turnover of responsibilities between outgoing and incoming Barangay and Sangguniang Kabataan (SK) officials through proper inventory, documentation, and verification of all properties and financial accountabilities.

๐Ÿ” WHAT IS THIS ABOUT?
A structured process to:
โœ”๏ธ Conduct physical inventory and documentation of Barangay and SK properties
โœ”๏ธ Ensure proper turnover of financial records and accountabilities
โœ”๏ธ Establish clear accountability and responsibility among officials
โœ”๏ธ Promote good governance and transparency

๐Ÿ‘ฅ WHO ARE INVOLVED?
This applies to:
โ€ข Barangay Officials and Functionaries
โ€ข SK Officials and Members
โ€ข City/Municipal Officials (Mayors, Accountants, Treasurers, LYDOs)
โ€ข DILG Field Officers and LGU stakeholders

๐Ÿ› ๏ธ KEY MECHANISMS
To ensure proper implementation, the following teams must be created:
๐Ÿ”น Barangay Inventory Team (BIT)
๐Ÿ”น Sangguniang Kabataan Inventory Team (SKIT)
๐Ÿ”น City/Municipal Assessment and Turnover Team (C/MATT)
These teams will oversee the inventory, validation, and turnover process across all LGUs.

๐Ÿ“… IMPORTANT TIMELINES TO REMEMBER
๐Ÿ—“๏ธ Creation of Teams โ€“ Not later than September 15, 2026
๐Ÿ—“๏ธ Initial Inventory โ€“ Not later than September 30, 2026
๐Ÿ—“๏ธ Final Inventory โ€“ Not later than November 15, 2026
๐Ÿ—“๏ธ Turnover Ceremony โ€“ Not later than December 01, 2026

โš–๏ธ ACCOUNTABILITY MATTERS
All accountable officials are required to:
โœ”๏ธ Submit complete inventory of properties under their custody
โœ”๏ธ Settle and liquidate all financial obligations
โœ”๏ธ Turn over all documents, records, and assets before the end of their term
Failure to comply may result in liability under existing laws, rules, and regulations.
