MANDATE

Executive Order No. 128 mandates the Department to โ€œprovide central direction, leadership and coordination of scientific and technological efforts and ensure that the results therefrom are geared and utilized in areas of maximum economic and social benefits for the peopleโ€. DOST-CAR, as an implementing arm of the Department shall:
a. Carry out the science and technology policies, plan

s, programs and
projects, laws, rules, regulations. Coordinate with other government agencies and with local government
units in the region on S&T matters. PROGRAMS and SERVICES

The DOST-CAR led the establishment of the Regional Research, Development and Innovation Committee (RRDIC). As a support committee of the RDC, RRDIC coordinates and provides strategic policy directions and harmony on major R&D activities in the region and to address gaps in research, development and innovation. The following are the R&D consortia under the auspices of the DOST:

The Department of Science and Technology โ€“ Cordillera Administrative Region (DOST-CAR) formally transferred the ownership of Community Empowerment through Science and Technology (CEST) project equipment to its LGU beneficiaries through the Signing of the Deed of Donation (DOD) held during the 1st Provincial Science, Technology, and Innovation Coordinating Committee (PSTICC) Meeting on May 26, 2026.

The Deed of Donation is initiated upon the completion of project implementation and the required monitoring period to ensure that the interventions are properly utilized and sustained by the beneficiaries.

Present during the signing were DOST-CAR Regional Director Dr. Nancy A. Bantog and Provincial Science and Technology Director Dr. Sheila Marie B. Singa-Claver of PSTO Baguio-Benguet together with the Local Chief Executives (LCEs): Hon. Julius M. Amos of Buguias; Hon. Harris M. Dizon of Kapangan; Hon. Roderick C. Awingan of La Trinidad; Hon. Cesar R. Pasiwen of Mankayan; Hon. Alfredo B. Dacumos Jr. of Sablan; and Hon. Juan D. Esnara of Tublay, represented by Dr. Jocelyn Martin, MPDC-Tublay.

Also witnessing the signing were the Municipal Science and Technology Coordinators: Ms. Sally Nabus of La Trinidad, Engr. Ronald Sofla of Sablan, and Engr. Augustin Tero of Kapangan, together with Mr. Mateo Estalin, MDRRMO of Mankayan; Mr. Satur Payangdo, MDRRMO of Buguias; and JINSP. Julius B. Garlejo, Acting Warden of BJMP La Trinidad Municipal Jail, as direct beneficiary representative of the La Trinidad project.

The DOD officially transfers the ownership of completed projects to the LGUs following project completion and monitoring, strengthening sustainability and continued community utilization of the interventions. Through strengthened partnerships and shared responsibility, DOST-CAR continues to champion science, technology, and innovation-driven development across Benguet communities.

HERE | The municipal government units in the province of Benguet sealed a partnership to strengthen disaster risk reduction through the use of science-based tools.

All the 13 municipalities of Benguet formally signed the Memorandum of Agreement (MOA) with the DOST-PHIVOLCS for the institutional adoption of GeoRiskPH during the 2026 First Semester Engagement of the Provincial Science, Technology, and Innovation Coordinating Committee (PSTICC)-Benguet in La Trinidad on Tuesday, May 26, 2026.

GeoRiskPH, a multi-agency initiative led by DOST-PHIVOLCS, has become one of the countryโ€™s leading science-for-governance platforms. Through tools such as HazardHunterPH, GeoAnalyticsPH, GeoMapperPH, and PlanSmart Ready to Rebuild, local governments are equipped with science-based hazard assessments, risk analytics, and planning tools that support informed and life-saving decisions.

This platform will be beneficial in guiding local governments to make safer, science-based decision-making, where communities are highly exposed to typhoons, floods, landslides, and earthquakes in the province of Benguet.

Signatories to the historic milestone were mayors Franklin Smith of Atok, Fausto Labinio of Bakun, Erik Donn Ignacio of Bokod, Julius Amos of Buguias, Bernard Waclin of Itogon, Rex Alwin Aquisan of Kabayan, Harris Dizon of Kapangan, Agustin Tello of Kibungan, Roderick Awingan of La Trinidad, Cesar Pasiwen of Mankayan, Alfredo Dacumos Jr. of Sablan, Clarita Sal-ongan of Tuba, and Juan Esnara of Tublay, represented by Municipal Planning and Development Coordinator Jocelyn Martin.

Witnessing the MOA signing were Executive Assistant Mario Baucas, representing Governor Melchor Diclas, Provincial Board Members Lady Charmaine Molintas-Likigan who chairs the ICT and Science and Technology Committee and Jim Botiwey who chairs the Disaster Risk Reduction and Management Committee, and Provincial DRRM Officer Jessie Domeris.

From the DOST, witnesses were PHIVOLCS Supervising Research Science Specialist Mabelline Cahulogan, DOST-CAR Regional Director Nancy Bantog, and DOST Benguet Provincial Director Sheila Marie Claver.
Also present were other municipal officials, MDRRMOs, MPDCs, PSTICC-Benguet members from the different national line agencies.

The MOA signing signifies the shared commitment of PHIVOLCS, DOST-CAR, the provincial government of Benguet, municipal local government units, and other partners in strengthening disaster preparedness, risk assessment, and resilient communities through GeoRiskPH.

The Province of Benguet marked a historic milestone in disaster resilience and science-based governance as all 13 municipalities formally signed the Memorandum of Agreement (MOA) for the institutional adoption of GeoRiskPH, making Benguet the first province in the Philippines to achieve full municipal participation in the program.

The ceremonial signing took place during the 2026 First Semester Engagement of the Provincial Science, Technology, and Innovation Coordinating Committee (PSTICC)-Benguet in La Trinidad with Benguet Local Chief Executives namely: Hon. Franklin L. Smith of Atok; Hon. Fausto T. Labinio of Bakun; Hon. Erik Don Ignacio of Bokod; Hon. Julius M. Amos of Buguias; Hon. Bernard S. Waclin of Itogon; Hon. Rex Alwin G. Aquisan of Kabayan; Hon. Harris M. Dizon of Kapangan; Hon. Agustin J. Tello of Kibungan; Hon. Roderick C. Awingan of La Trinidad; Hon. Cesar R. Pasiwen of Mankayan; Hon. Alfredo B. In her welcome message, Hon. Lady Charmaine Molintas-Likigan, Chairperson of the Sangguniang Panlalawigan Committee on ICT and Science and Technology, emphasized the importance of strengthening collaboration among agencies to improve science and technology programs and innovations in Benguet.

โ€œThis is an important gathering because it strengthens our communication among agencies and allows us to improve programs and innovations in the province of Benguet,โ€ she said, adding that the GeoRiskPH initiative would greatly benefit the province.

Delivering the rationale and welcome message, Provincial Science and Technology Director-Baguio-Benguet Dr. Sheila Marie B. Singa-Claver highlighted the significance of the event, describing it as a historic first not only in the Cordillera Administrative Region but in the entire country.

โ€œAs validated by DOST-PHIVOLCS, Benguet is the very first province with all municipalities signing the MOA for the institutional adoption of GeoRiskPH,โ€ she said.

Dr. Singa-Claver credited the achievement to the proactive leadership of Benguetโ€™s mayors, and the support of local legislative councils.

She also underscored the role of DOST-CAR in spearheading GeoRiskPH capacity-building training in 2025, which prepared local government units for the adoption of the platform.

An overview presentation on GeoRiskPH and the MOA was later delivered by Ms. Mabelline T. Cahulogan of DOST-PHIVOLCS, followed by the formal MOA signing ceremony participated in by all municipal local government units of Benguet.

In a message delivered by Ms. Cahulogan on behalf of DOST-PHIVOLCS Director Dr. Teresito C. Bacolcol, the agency described the signing as an important milestone in advancing risk-informed governance in Benguet.

โ€œGeoRiskPH was built not merely as a technology platform, but as a shared public digital infrastructure that connects hazard science, geospatial intelligence, and decision-support tools,โ€ the message stated.

It was also emphasized that strengthening access to harmonized and actionable risk information is especially vital for a province like Benguet, where terrain and environmental conditions present complex disaster risks.

DOST-CAR Regional Director Dr. Nancy A. Bantog emphasized the urgency of science-based disaster preparedness, citing the devastating impacts of landslides and typhoons that affected Benguet in 2025.

She stressed that GeoRiskPH provides local governments with a rigorous scientific foundation for identifying vulnerable areas and making informed decisions before disasters occur.

Dr. Bantog also reminded local government units that the true challenge lies not only in adopting the system but in mainstreaming its use in everyday disaster risk reduction and management operations.

โ€œScientific tools are only as effective as the actions they inform,โ€ she emphasized.

Representing Governor Melchor D. Diclas, Executive Assistant Mr. Mario Baucas Jr. expressed gratitude to DOST and partner agencies for providing technologies and data that strengthen disaster preparedness and decision-making in the province.

Meanwhile, Mayors League of the Philippines-Benguet Chapter President Hon. Cesar R. Pasiwen called on local officials to continuously train personnel and sustain knowledge transfer within local governments.

โ€œLocal officials come and go, but when knowledge and complete data are shared, decision-makers can provide accurate assessments and make better decisions during disasters,โ€ he stressed.

La Trinidad Mayor Hon. Roderick C. Awingan likewise encouraged municipalities to maximize and mainstream the use of GeoRiskPH in crafting local plans and priorities in response to vulnerabilities faced by their communities.

The signing of the MOA signifies Benguetโ€™s united commitment to institutionalizing science-based governance and resilient community development. With all local government units now formally adopting GeoRiskPH, the province takes a significant step toward ensuring that disaster preparedness, land-use planning, and local development decisions are guided by accurate, harmonized, and evidence-based risk information.

The Department of Science and Technology โ€“ Cordillera Administrative Region (DOST-CAR), through Project TECHGROW, successfully concluded the four-day training titled โ€œAccelerating Technology Commercialization: Protect, Value, and License (PVL)โ€ participated by technology transfer officers, researchers, and IP officers from Higher Education Institutions (HEIs) in the Cordillera region.

The activity strengthened participantsโ€™ capabilities in patent drafting, intellectual property valuation, technology licensing, and technology commercialization through lectures, workshops, and mentoring sessions facilitated by experts from IPOPHL and IPSO-Baguio.

The Department of Science and Technology โ€“ Cordillera Administrative Region (DOST-CAR), through the Human Resource Unit, conducted SANTECH Thursdays: Science & Technology Engagement Conversations with Ka-Syensya featuring a session on PhilHealth Updates and Employersโ€™ Orientation on May 21, 2026.

The activity served as a re-echo of the Employersโ€™ Forum conducted by PhilHealth LHIO Benguet on May 8, 2026 at ATI-CAR, providing employees with updated information on PhilHealth programs, member benefits, contribution requirements, employer responsibilities, and newly implemented policies under the Universal Health Care Law.

The session was presented by Ms. Jaysma P. Asiong, and Ms. Justin Kris O. Santiago, Administrative Aide of DOST CAR, covering topics such as PhilHealth membership coverage, contribution updates, YAKAP and GAMOT programs, employer obligations, digital services, and available healthcare benefits.

Formerly conducted every Friday, SANTECH (Science & Technology Engagement Conversations with Ka-Syensya) has been moved to Thursdays following the implementation of the Compressed Workweek Arrangement. In spite of the schedule adjustment, the initiative continues to serve as a learning platform for sharing relevant information, updates, and knowledge that support employee awareness, welfare, and professional development.

Through activities like SANTECH Thursdays, DOST-CAR continues to promote continuous learning while strengthening employee understanding of important government programs and services.

The Department of Science and Technology (DOST)โ€“ CAR thru DOST-Baguio-Benguet conducted the final leg of the capacity-building training for micro, small, and medium enterprises (MSMEs) on building safer and more productive workplaces on May 20, 2026, at Rex Hall, Magsaysay Avenue, Baguio City.

Day 2 of the SETUP SERIES 1 & 2 focused on helping MSMEs better understand practical strategies for improving energy use, workplace safety, and operational efficiency.

Engr. Senen Bunolna of DOST-Ifugao discussed the fundamentals of energy efficiency and introduced participants to the concepts and types of energy audits. During the session, he highlighted why energy efficiency matters in business operations, particularly in terms of financial impact, operational impact, and sustainability impact. He also emphasized the importance of safety, proper maintenance practices, and energy efficiency in ensuring productive and sustainable business operations.

The training further covered practical energy-saving opportunities that MSMEs may adopt within their respective workplaces and production areas. Participants were introduced to the basics of conducting an energy audit and were encouraged to assess their current energy use practices.
As part of the capacity-building activities, participants conducted a short preliminary energy assessment, and identified their major energy-consuming asset inventory as initial steps toward improving energy management and efficiency. A workshop on developing applicable preventive maintenance practices for their respective businesses was also conducted.

This activity is part of DOST's ongoing initiative to help MSMEs adopt safer, smarter, and more sustainable practices amid the current energy crisis.

The Department of Science and Technology โ€“ Cordillera Administrative Region (DOST-CAR), through PSTO-Abra, formally sealed its partnership with Palipiasโ€™ Panciteria of Palaquio, Bucay, Abra, owned by Ms. Shelah A. Gaitos, through the signing of a Memorandum of Agreement (MOA) under the Small Enterprise Technology Upgrading Program (SETUP).
Established in 2017, the food business began after Ms. Gaitos returned home from working overseas as an OFW and decided to invest her hard-earned savings in a local panciteria serving affordable, home-style meals to the community.

One of the firmโ€™s unique advantages is its in-house production of fresh miki noodles, ensuring quality and freshness in every serving of pancit. Since its establishment, the noodle eatery has attracted regular customers thanks to its delicious pancit dishes, friendly service, and accessible roadside location.

Through this collaboration, the project is expected to strengthen the enterpriseโ€™s noodle processing and food service operations, improve production efficiency, and further contribute to the growing local food industry in Abra.
