TUBOD, Lanao del Norte โ€” The Provincial Government of Lanao del Norte conducted the PDPFP 2025โ€“2030 Spatial Development Framework Formulation Workshop on March 3, 2026, at MCC Rianaโ€™s Function Hall.

The activity focused on Chapter 4 of the Provincial Development and Physical Framework Plan (PDPFP), which defines the provinceโ€™s spatial strategy. The framework sets policies on land management, resource allocation, settlement planning, and infrastructure development for the planning period.

Participants included representatives from the Department of Public Works and Highways (DPWH) 1st and 2nd District Engineering Offices, local government units (LGUs), Municipal Planning and Development Coordinators (MPDCs), and concerned provincial government offices.

The Provincial Planning and Development Office (PPDO) reported that 60% of municipalities have approved Comprehensive Land Use Plans (CLUPs), while the remaining municipalities are updating their existing plans. The workshop emphasized the importance of updated CLUPs in ensuring alignment between municipal and provincial development priorities and in supporting evidence-based planning.

Participants were divided into breakout groups covering four policy areas: Protection, Production, Settlements, and Infrastructure Development. Each group reviewed spatial data, identified development concerns, and proposed strategies to guide land use and infrastructure planning.

The Spatial Development Framework will form part of the PDPFP 2025-2030 and will guide provincial land use decisions and development investments in Lanao del Norte. PIO-LDN

๐™Ž๐™‹ ๐™๐™‹๐˜ฟ๐˜ผ๐™๐™€ | The Committee on Finance and Appropriations of the Sangguniang Panlalawigan, chaired by SP Member Maria Cristina N. Atay, convened a meeting on February 20, 2026, at the Sangguniang Panlalawigan Conference Hall, Capitol Building, Pigcarangan, Tubod, Lanao del Norte. Also present were Vice Chairperson SP Member Setty Deamila C. Macarambon and Committee Member SP Member Maida A. Tawantawan.

The Committee reviewed several key fiscal and administrative measures, including the Annual Budget for CY 2026 of the Municipality of Sapad, the Annual Investment Program (AIP) for CY 2026 of the Municipality of Tagoloan, the proposed creation of positions in the Municipalities of Kauswagan and Magsaysay, and the Supplemental Annual Investment Program (SAIP) for CY 2025 of the Municipality of Kapatagan.

Following thorough deliberations, the Committee recommended approval of the CY 2026 Annual Budget of Sapad, the proposed creation of positions in Kauswagan, and the CY 2025 SAIP of Kapatagan. The Committee also commended the Municipality of Sapad for becoming the second municipality in the province to secure approval of its CY 2026 Annual Budget, reflecting its readiness to implement priority programs and services.

Meanwhile, the CY 2026 AIP of Tagoloan and the proposed creation of positions in Magsaysay were deferred pending submission of required supporting documents, subject to further review by the Provincial Planning and Development Office (PPDO) and the Provincial Human Resource Management and Development Office (PHRMDO).

The meeting was attended by Ms. Charity O. Castro and Ms. Audremie T. Durato of the PPDO, Ms. Licenia B. Ogang of the PHRMDO, and Provincial Budget Officer Ms. Chirelyn R. Leopoldo, along with representatives from the concerned municipalities, who provided technical and budgetary inputs during the deliberations.

These actions underscore the Committeeโ€™s continued commitment to ensuring fiscal responsibility, compliance with statutory requirements, and the effective implementation of development programs across the municipalities of Lanao del Norte.

CAGAYAN DE ORO CITY, Feb. 10-12 โ€“ As part of its continuing training workshop series on the Community-Based Monitoring System (CBMS) Module 3B: Utilizing CBMS Data in the Comprehensive Development Plan (CDP), the Department of the Interior and Local Government (DILG) โ€“ 10, through the Local Government Capability Development Division, successfully conducted Batch 2 for participating municipalities of Lanao del Norte, held at Chali Beach Resort and Hotel, Cugman.

On the first day, resource speakers from the Philippine Statistical Authority โ€“ Lanao del Norte and DILG 10 laid the foundation for data-driven governance. Senior Statistical Specialist Eddie B. Ministerio, Jr. and DILG 10 LGCDD Chief Hazel L. Occeรฑa, covered topics on the utilization of the CBMS data for local planning and budgeting, an overview of the Rationalized Planning System and the Comprehensive Development Plan process, while DILG Lanao del Norte Program Manager Abdullah M. Alip highlighted the CBMS entry points in organizing and mobilizing local planning teams.

The second day focused on situational analysis and data interpretation. Municipal Local Government Operations Officer (MLGOO) of DILG Pantar Rudcelle G. Zalsos facilitated sessions on analyzing LGU situations through analytical tools using CBMS-generated tables, maps, and reports. Participants engaged in practical exercises utilizing the Vision-Reality Gap (VRG) and Problem-Solution Finding Matrix (PSFM) analysis, reviewing the current profiles of their respective LGUs and identifying unmet needs through the enhanced PSFM (E-PSFM).

During the final session, MLGOO Zalsos, together with LGOO V Maria Cecilia C. Teves guided participants on transforming goals into actionable strategies. The session covered the preparation of structured list of prioritized programs, projects, and activities (PPAs), sifting these actions and interventions into projects, non-projects, and legislations to determine responsible entities, drafting of the executive summary, and CDP monitoring and evaluation.

The Municipality of Kapatagan, Lanao del Norte, in partnership with DOSTโ€“PHIVOLCS, and DOST Lanao del Norte, conducted a Training on the Use of the GeoRiskPH Platform on January 21โ€“22, 2026, at the Cathedral Falls Waterworld, Kapatagan, Lanao del Norte.

The GeoRiskPH Platform is a centralized system for natural hazard and risk data, offering tools like HazardHunterPH and GeoMapperPH for LGUs, private sectors, and individuals to assess risks and build resilience through data sharing and analysis for better disaster preparedness.

The activity brings together 26 participants from Kapataganโ€™s various local government offices, equipping them with practical and hands-on skills in using GeoRiskPH, GeoMapperPH, HazardHunterPH, and GeoAnalyticsPH to support science-based disaster risk reduction, hazard assessment, and risk-informed local development planning.

Through a series of lectures, fieldwork, and interactive sessions, participants are taking meaningful steps toward building a safer, more resilient, and better-prepared Kapatagan.

๐—ก๐—˜๐—ช๐—ฆ: Lanao del Norte LGUs participate in NAPCโ€™s MCP-LPRAP formulation workshop

The Local Affairs Coordinating and Monitoring Service (LACMS) of the National Anti-Poverty Commission (NAPC) facilitated the conduct of the Magna Carta of the Poor-Local Poverty Reduction Action Plan (MCP-LPRAP) Formulation Workshop in the Province of Lanao del Norte, covering the municipalities of Kapatagan, Nunungan, Salvador, and Sapad on October 8-9.

The workshop was joined by the members of the Local Poverty Reduction Action Committee (LPRAC) of each participating LGU, which are primarily responsible in formulating the LPRAPs with the shared goal of responding to varying deprivation levels towards eliminating poverty.

The three-year MCP-LPRAP that each LGU formulated is cognizant to the provision of Republic Act No. 11291 or the Magna Carta of the Poor that focuses on the five fundamental rights: (1) Right to Adequate Food; (2) Right to Decent Work; (3) Right to Relevant and Quality Education; (4) Right to Adequate Shelter; and (5) Right to the Highest Standards of Health. The said plan will be integrated in the Comprehensive Development Plan (CDP) of city/municipal local government units, and in the Provincial Development and Physical Framework Plan of provincial local government units. Notably, the LPRAP formulation process is patterned after the CDP steps and procedures.

๐™Ž๐™‹ ๐™๐™‹๐˜ฟ๐˜ผ๐™๐™€ | The Committee on Zoning, Housing, and Urban Development of the Sangguniang Panlalawigan (SP) of Lanao del Norte convened on November 14, 2025, at the SP Conference Room, Provincial Government Center, to evaluate the Municipal Ordinance of Kapatagan seeking to reclassify 22.669 hectares of agricultural land for commercial, residential, memorial, and institutional purposes.

The ordinance also proposes amendments to key provisions of Kapataganโ€™s Revised Zoning Ordinance, aiming to align the municipalityโ€™s land-use framework with current development needs and strategic priorities.

The meeting was presided over by SP Member Bob C. Andot, MD, Committee Chairperson, together with SP Member Abdany C. Buanding, Vice Chairperson. Representing the Municipal Government of Kapatagan were SB Member Russel Jun M. Oredimo, Chairperson on Zoning, Housing, and Urban Development; Municipal Planning Officer Reanel T. Cuesta; and staff from the Office of the Vice Mayor. Technical guidance was also provided by Atty. Jonathan M. Puno of the Provincial Legal Office and Mr. Mohammad Solaiman L. Malicay of the Provincial Planning and Development Office.

The meeting formed part of the Sangguniang Panlalawiganโ€™s ongoing due diligence to ensure that land reclassification proposals promote balanced development, sustainable land use, and the long-term welfare of residents. The SP reaffirmed its commitment to transparent, evidence-based processes as it continues to evaluate development measures across the province.

DILG Caraga Hosts Writeshop on the Preparation of the Local Road Network Development Plan (LRNDP) with Social, Environment, and Climate Assessment Procedures (SECAP).

The Department of the Interior and Local Government (DILG) Caraga, in collaboration with the Office of Project Development Service -DILG Central Office, hosted a four-day โ€œWriteshop on the Preparation of the Local Road Network Development Plan (LRNDP) with Social, Environment, and Climate Assessment Procedures (SECAP)โ€. Held from November 11โ€“14, 2025 at Hotel Oazis, Butuan City, the activity aimed to strengthen the capacity of local government units (LGUs) in formulating road network development plans that are technically sound, demand-driven, socially responsive, environmentally sound, and climate-resilient.

PDMU Chief Jojo A. Serenado opened the activity on behalf of DILG Caraga Regional Director Maria Loisella E. Lucino, CESO IV, and extended a warm welcome to participants from 14 cities and municipalities across six regions (VIII, IX, X, XI, XII, XIII). The attendees included City/Municipal Engineers, City/Municipal Planning and Development Coordinators (MPDCs), staff from the City/Municipal Planning and Development Office (MPDO), and other key LGU personnel.

Experts from the Office of Project Development Services (OPDS)โ€”PMED Chief Cheryl C. Agustin-Flores, Engr. Arnie Lorenzo A. San Jose, and Engr. Carl Michael D. Simbulan served as speakers and facilitator for the LRNDP writeshop while Ms. Jennir S. Varon, State Auditor IV from Commission on Audit (COA) Caraga discussed the booking of roads as LGU asset.

The writeshop covered five sessions: LRNDP Preparation Stages; Inventory of Roads (Local Roads and Bridges Inventory); Booking of Roads as LGU Assets; Road Investments in the LDIP and AIP; and the formulation of the Local Road Network Development Plan. The training equipped LGUs with essential knowledge and practical tools to develop comprehensive local road network development plans. Upon completing the program, LGUs are expected to enhance compliance with national standards, improve road service delivery, and support long-term, sustainable infrastructure management.
