SB Kiamba Participates in DAR VISTA Project Orientation and EARC-CC Formation

The Sangguniang Bayan of Kiamba participated in the Expanded Agrarian Reform Community-Coordinating Committee (EARC-CC) Orientation and Formation under the Department of Agrarian Reform (DAR) Value Chain Innovation for Sustainable Transformation in Agrarian Reform Communities (VISTA) Project, held on August 5, 2026, at the Sangguniang Bayan Conference Hall, Municipal Hall Building, Kiamba.

Representing the Sangguniang Bayan, Hon. Jose R. Huliganga, Chairperson of the Committee on Agriculture, Marine Life, and Aquatic Resources, delivered the Welcome Remarks, emphasizing the importance of collaboration among government agencies, local stakeholders, and agrarian reform beneficiaries in advancing sustainable agricultural development and improving the livelihood of farming communities in the municipality.

Joining the activity were members of the Committee on Agriculture, namely Hon. Josephine L. Dalman, Hon. Ruben T. Sevilleja, and Hon. Cesar A. Mondragon, who participated in the orientation and committee formation.

The activity was organized by the Department of Agrarian Reform (DAR) through its Value Chain Innovation for Sustainable Transformation in Agrarian Reform Communities (VISTA) Project, which aims to support rural communities, enhance food security, and protect natural ecosystems in vulnerable upland areas by strengthening inclusive value chains and promoting land conservation, sustainable resource use, and climate-resilient farming practices.

During the orientation, participants were introduced to the objectives of the VISTA Project, the roles and responsibilities of the Expanded Agrarian Reform Community-Coordinating Committee (EARC-CC), and the proposed sub-projects for the GAMAKALOKA Agrarian Reform Community (ARC). The committee also convened to ratify its membership, approve its agenda, and discuss matters related to the implementation and coordination of agrarian reform initiatives in the municipality.

Resource persons from the Department of Agrarian Reform facilitated the discussions, including Engr. Nasrhodaine Al Moro A. Kalim, Municipal Agrarian Reform Program Officer (MARPO) of Kiamba; Mr. Rogelio L. Acosta, VISTA Provincial Project Coordinator; and Mr. John H. Gamad, CARPOโ€“Project Beneficiaries Development Division (PBDD).

The orientation and committee formation highlighted the continuing partnership among the Department of Agrarian Reform, the Local Government Unit of Kiamba, and various stakeholders in promoting sustainable agriculture, strengthening agrarian reform communities, and supporting inclusive rural development.
