MTF-ELCAC ACCOMPLISHMENT REPORT CY 2025

As we close out 2025, the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) remains steadfast in its mission to transform formerly conflicted areas into hubs of opportunity. This year, our focus shifted from immediate stabilization to long-term sustainability and institutionalization.

Significant Accomplishments:

1. Local Serbisyo Caravan Phase 3:TRANSFORM - delivery of basic socio-economic services highligting medical consultation and health and nutrition services to underserved/unserved areas, and short-term response intervention to 6 barangays with 5 puroks and 4 sitios identified with vulnerable communities.

2. LGSF-SBDP Projects - successful implementation of 8 infrastructure peace dividends project to 8 ELCAC identified barangays including road construction and rehabilitation/expansion of water system.

3. Reintegration and Reformation Program for Former Rebels - an established database of profiled and field validated 119 former rebels (as of December 2025) provided with livelihood financial assistance.

4. Kiamba Laban sa Kahirapan para sa Kapayapaan Project - implemented and established agricultural production sites in far-flung sitios to address food insecurity and prevalence of malnutrition.

5. Financial Utilization: 95%
Physical Accomplishment: 100%

Peace is not merely the absence of conflict, but the presence of justice and opportunity. In 2025, MTF-ELCAC moved beyond clearing territories to cultivating communities. A proof that when the government continously shows up, the insurgency will soon fades out.

Pursuing a future of Stable Internal Peace and Security State, the MTF-ELCAC of Kiamba, in coordination with the RCSP Core Team, successfully convened for its 1st Quarterly Coordination Meeting on March 16, 2026 and March 18, 2026, respectively.

The meeting focuses on evaluating the progress of ongoing peace-building initiatives and the sustainment of the delivery of essential basic government services to far-flung and vulnerable communities.

Key Highlights of the Meeting are the following:

1. ​LGSF-SBDP Project Status Report: Report of the "Support to Barangay Development Program" (SBDP) projects physical accomplishments, including new farm-to-market roads and water system installations.

2. ​Community Visits and Former Rebels Monitoring: Reports on the progress of the Reintegration and Reformation Program provision of Livelihood Assistance to 119 Former Rebels of Kiamba.

3. ​Enhanced Security Coordination: Strengthened partnership strategies between the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), Bureau of Fire and Protection, and local stakeholders to ensure community safety.

4.​Sustainability Planning: Discussions on how to sustain and innovate the implementation of Kiamba Laban Sa Kahirapan Para sa Kapayapaan Project which focuses in addressing food insecurity in the vulnerable communities.

5. Ways Forward: Looking forward for a fruitful implementation and strengthened collaboration with our different partner stakeholders for the upcoming activities of the MTF.

The meeting was attended by the Municipal Task Force's Members composed of department heads of the Basic Services Delivery Team, the DILG Kiamba MLGOO, members of the Philippine Army’s, CCoy, 105th Infantry Battalion, and local PNP and mobile security forces. The joint body reaffirmed its commitment to the "Whole-of-Nation" approach, ensuring that no barangay is left behind in the march towards a peaceful and progressive municipality.

MTF-ELCAC Initiates Community Visitation and Former Rebel Monitoring to Uphold Local Peace Efforts.

TAMBILIL, KIAMBA - The Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) officially launched its Community Visit and Former Rebels/Friend Rescued (FRs) Monitoring on February 06, 2026 piloting Purok/Sitio Matingao, Barangay Tambilil, Kiamba, Sarangani Province.

The initiative aims to strengthen the bond between the local government and the grassroots communities, particularly in areas previously influenced and is still currently vulnerable to conflict. A key component of the program is the RCSP PHASE 4&5: SUSTAINMENT and MONITORING of the community and the Former Rebels who have availed themselves of the LGUs Reintegration and Reformation Program CY 2025 and Food Security Agriculture-Based Projects under Kiamba Laban sa Kahirapan para sa Kapayapaan.

Reintegration assessment was conducted via face-to- face interview with the FRs about their livelihood status and security as well as governance dialogue which provided a platform for the community to raise their concerns.

The LGUs mission is to prove that the government is present, active and sincere ensuring all of the FRs that they will have the right tools to stay on the path of peace and become productive members of the society.

The kick-off activity was spearheaded by the MTF-ELCAC Focal and attended by the respective representatives from the Basic Services Delivery Team (Municipal Social Welfare and Development Office and Municipal Agriculture's Office), the security forces from 1204TH MC, RMFB XII and the deployed MCSSP troops of Charlie Company, 105th IB, 6ID, PA.

A good start for the MTF-ELCAC CY 2026!

The BLGU Council of Barangay Datu Dani spearheaded by Hon. Kamansa S. Beto, took audience to the Retooled Community Support Program Orientation to CY 2026 ELCAC Target Barangays earlier today via Zoom platform led and conducted by the Department of Interior and Local Government Regional Office.

This orientation is designed to ensure a shared understanding among Barangay Officials and key stakeholders on the "Whole-of-Nation Approach" under EO 70 s.2018 and the RCSP as the government's primary framework for addressing local communist armed conflict at the community level.

It is both a challenge for the municipality and the barangay. Nevertheless, it is also an opportunity to look forward to in the pursuit of attaining peace and sustainable development for the municipality of Kiamba.

In the continued partnership with national agencies, BFAR Sarangani Province, disperses Tilapia Fingerlings to MTF-ELCAC on December 19, 2025 at Headquarters, CCoy, 105th IB, 6ID, PA, Prk. Caballero, Brgy. Tambilil, Kiamba, Sarangani Province.

A total of 6,000 Tilapia fingerlings were turned over to the beneficiaries of the MTF-ELCAC program led by Rommel A. Palimba, RFP BFAR-PFO Sarangani Staff, under the direct supervision and duly representative of Zenaida A. Dangkalan, the RFP OIC. This initiative is part of the government’s holistic approach to provide sustainable livelihood opportunities in conflict-vulnerable areas, ensuring that residents have reliable access to both food and income.

The dispersal program is aligned with BFAR's Support to MTF-ELCAC and regular input assistance projects, which aim to repopulate inland bodies of water and support communal fish farms. By focusing on Tilapia—a hardy and high-demand species—the bureau ensures that the recipients have a manageable and profitable venture.

The MTF-ELCAC represented by the Municipal Fisheries Administrator Designate Mr. Luwee Roy A. Siacor, expressed their gratitude, noting that the assistance will play a crucial role in the community’s socio-economic recovery benefitting Former Rebels. The fingerlings will be duly monitored to provide technical guidance on proper feeding, water management, and harvesting practices to maximize survival rates.

DA-BFAR together with the Local Government Unit Of Kiamba, remains committed to its mandate of enhancing fish productivity and improving the food security condition in the communities across the province, contributing to the broader national goal of a food-secure and peaceful Philippines.

In partnership with TESDA Provincial Training Center - Malapatan, 25 Former Rebels in Prk. Matingao, Brgy. Tambilil has successfully completed their skills training in NCII in Tile Setting under the STEP Scholarship Program on November 25, 2025.

The presentation and confirmation of graduates was held at the Function Room, Tomas and Luz Falgui Community Center, Brgy. Poblacion, Kiamba, Sarangani Province in a joint graduation rites with KEAP Bread and Pastries and Community-Based Skills Training or TESDA sa Barangay, and was graced by no other than the distinguished Provincial Director of TESDA Sarangani-Gen. Santos City Chapter, Mr. Amor B. Pendaliday, Ed. D. Followed by the distribution of the Certificates of Training facilitated by Mr. Hernan Taberna Forro, the Center Administrator of TESDA-PTC Malapatan. Aside from the certificates, the Former Rebel graduates also received their training allowance for eighteen days in the form of cash.

Others present in the event are the personnel in-charge of the Reintegration and Reformation Program for Former Rebels Mr. Jimmy Manuales Gumapac and Ms. Rica Joy Lingo, under the direct supervision of the MSWDO Rhea Lim Vilchez; the security forces from RMFB XII-Nalus under the command of PCpt. Ian Rodney Mazon, duly represented by PCpt. John Paul Tan, the unit with direct custody of the identified Former Rebels; and the support of the Charlie Company, 105th IB, 6ID, PA under the command of Cpt. Ryan James DM Cruz, duly represented by 1Lt. Alfredo Armas Jr., with their troops who also actively participated in the Community-Based Skills Training on Basic Electronics, Electrical House Wiring, among others.

In sincere gratitude, the Local Government Unit of Kiamba under the administration of Hon. George F. Falgui ( Jong-Jong Falgui), duly represented by the Municipal Administrator Designate Mr. Alfredo C. Balanag ( Freddy Chio Balanag), presented a plaque of recognition, to the TESDA-PTC Malapatan for this invaluable collaboration, as well as Certificates of Appreciation to the esteemed Trainers/Facilitators of various skills training.

This event symbolizes the start of a collaboration aimed at honing and developing skills of qualified and deserving Kiambans for a better tomorrow. The MTF-ELCAC is in full support of this endeavor and we firmly believe that no matter how big or small the accomplishments are, it's PROGRESS NONETHELESS. Congratulations to all the completers!🎉

Kiamba Laban sa Kahirapan para sa Kapayapaan Project, a flagship program to Peace by the Hon. George F. Falgui, implemented by the Municipal Agriculture's Office and mobilized by MTF-ELCAC, has successfully distributed the Farm Inputs Packaged (9 kgs of White Corn Seed, 1 sack UREA, and 1 sack COMPLETE Fertilizer) to Mobile Community Support Sustainment Program at So. Datal Uga, Brgy. Tamadang, Kiamba, Sarangani Province benefitting 10 bonafide farmers, and to 10 identified qualified Former Rebels in Brgys. Tamadang and Tambilil of this municipality.

The distribution is conducted in two separate events participated and supported by the distinguished guest from 105th Infantry "SAIFULLAH" Battalion under the command of LTC Erikzen C. Dacoco, INF (GSC) PA duly represented by CPT Juffel Jay Halasan, CMO Officer; Charlie Company, 105th IB, 6ID, PA Commanding Officer CPT Ryan James DM Cruz; RMFB XII-Nalus Commanding Officer PCPT Ian Rodney Mazon duly represented by PCPT John Paul Tan; together with the personnel from the Local Government Unit, Municipal Agriculturist Angeline M. Gulmatico; CDS I Malujomapet S. Bangcaya; and MTF-ELCAC Focal Irish Joy Y. Hingpit.

This undertaking aims for boosting local agricultural productivity, securing food sufficiency, and uplifting the socio-economic status of the beneficiary as their farm input/seed capital on the far-flung communities where the beneficiaries resides. This will be monitored on the month of December during their planting season until harvest which was targetted by the month of March, year 2026.

The LCE, MTF-ELCAC, together with our stakeholders, want nothing but the best, both for the farmers and their community. Kudos and may we have a bountiful harvest!

Today, the MTF-ELCAC chaired by the Hon. George F. Falgui, together with the Focal Person Ms. Irish Joy Y. Hingpit, took audience to the Mobile Community Support Sustainment Program in So. Datal Uga, Brgy. Tamadang, Kiamba, Sarangani Province, held at the Municipal Mayor's Office.

This significant event attended by distinguished officers from the different units of Armed Forces of the Philippines, showcased the reports on the significant accomplishments made possible through strong collaboration of the LGU and the security forces.

With a heart solely dedicated to public service, Mayor Falgui committed to support the flagship program by adopting the recommendations based on the report to better address the secondary issues in the community for it's residents. In a way this will lead to a more sustainable peace and development in the municipality.

In observance of the celebration of the National Peace Consciousness Month 2025, by the virtue of Presidential Proclamation No. 675, s. 2004, the Task Force have recognized the unwavering efforts and dedication of its members from the different department and sections of the LGU and the Law Enforcement Agencies, by presenting a plaque as a sign of gratitude for their invaluable contribution to the successful conduct of LSCP3:TRANSFORM. This signifies the theme for this year's celebration,

"Mapayapang Bukas, Abot-Kamay sa Bagong Pilipinas" (A Peaceful Tomorrow, Within Reach in the New Philippines).

The observance encourages all Filipinos to deepen their understanding of the comprehensive peace process and actively participate in promoting a culture of peace across the country.
