Police Executive Master Sergeant (PEMS) Benito D. Dulnuan Jr. delivers an insightful lecture on Managing Public Disturbances and Peacekeeping Operations to BPAT trainees during the BPAT Level 2 Training: Strengthening the Roles of BPATs as Frontline Partners in Law Enforcement and Public Safety, held on October 30, 2025, at the Kiangan Youth Hostel Conference Hall, Poblacion, Kiangan, Ifugao.

The BPAT trainees were able to gain valuable insights on effectively managing public disturbances in their respective barangays โ€” de-escalation techniques and understanding the factors that can escalate situations into conflicts.

To put their learning into action, they participated in a role-playing activity where they applied their newly acquired skills in handling public disturbances.

After the activity, PEMS Dulnuan Jr. shared his observations and gave constructive feedback to help the trainees further improve their peacekeeping abilities. ๐Ÿ‘

The Barangay Peacekeeping Action Team (BPAT) Level 2 Training officially concluded on October 31, 2025, with a meaningful closing ceremony graced by Police Lieutenant Colonel (PLTCOL) NELSON B MADIWO, Deputy Provincial Director for Administration of the Ifugao Police Provincial Office, held at the Kiangan Youth Hostel Conference Hall, Poblacion, Kiangan, Ifugao.

During the ceremony, Hon. Michelle Alice A. Baguilat, Vice Mayor of Kiangan, delivered an inspirational message, expressing her appreciation for the BPAT membersโ€™ dedication, volunteerism, and efforts, emphasizing their vital role in assisting the local government and the Philippine National Police in maintaining community safety and encouraging them to continue supporting peace and order initiatives in their communities.

Meanwhile, PLTCOL MADIWO congratulated the BPAT trainees for completing the three-day training and commended them for their dedication and active participation throughout the training. He reminded them that they are the โ€œeyes, ears, and heartโ€ of law enforcement in their respective barangays. He also underscored that BPAT stands for Bayanihan, Pagmamalasakit, Aksyon, and Tiwala โ€” qualities that define the true essence of community peacekeeping and public service.

In a closing remarks, PLT MARJORIE T DULNUAN, Deputy Chief of Police of Kiangan MPS, expressed her heartfelt gratitude to all the participants for their active involvement and cooperation throughout the training. She also extended her appreciation to the Local Government Unit of Kiangan for their unwavering support and to all facilitators who contributed to the success of the activity.

The event reaffirmed the strong partnership between the Philippine National Police and the Local Government Unit of Kiangan under the leasership of Hon. Raldis Andrei A Bulayungan in empowering the barangay peacekeepers and strengthening collaborative efforts toward a safer, more peaceful, and progressive municipality.

The Kiangan Municipal Police Station (MPS) - Municipal Advisory Group for Police Transformation and Development (MAGPTD) held a meeting with the TWG for PNP Patrol Plan 2030 on Monday, May 26, 2025, at Kiangan MPS, Poblacion, Kiangan, Ifugao, presided over by the Acting MAGPTD Chairman Ms. Ann Grace D Dumangeng.

Highlights:

Updates on the installation of CCTV cameras and convex mirrors in key areas amounting to โ‚ฑ100K and โ‚ฑ150K, respectively.

Approval of key resolutions requesting LGU Kiangan to fund:

3 units of body-worn cameras

Road signage projects (thru MDRRM)

BPAT training programs (thru MDRRM)

Kiangan, Ifugao โ€“ Following the approval of Municipal Ordinance No. 1, Series of 2025, also known as the Motorcycle Helmet Ordinance, on January 10, 2025, the Kiangan Municipal Police Station (MPS) will strictly enforce the mandatory use of standard protective helmets for all motorcycle riders and passengers.

This ordinance aims to reduce road accidents, prevent serious head injuries, and promote safer driving habits.

Starting Monday, April 7, 2025, all motorcycle riders and passengers must wear helmets that meet the Department of Trade and Industry (DTI) or other recognized safety standards.

Violators will face the following penalties:
First offense: โ‚ฑ300
Second offense: โ‚ฑ400
Third and succeeding offenses: โ‚ฑ500

The Kiangan MPS is committed to ensuring the safety of all motorcycle riders and passengers. To promote compliance, police authorities will conduct checkpoints and awareness campaigns across the municipality.

Motorists are strongly advised to wear their helmets properly fastened and ensure they meet safety standards.
