HONORING DECADES OF DEDICATED SERVICE | DAR Cotabato Recognizes Long-Serving BARC Chairpersons

As part of the ARB / ARBO / BARC Summit 2026, the Department of Agrarian Reform (DAR) Province of Cotabato proudly honored ten (10) Barangay Agrarian Reform Council (BARC) Chairpersons from District 1 who have rendered ten (10) years or more of dedicated service in advancing agrarian reform and supporting Agrarian Reform Beneficiaries (ARBs) in their respective communities.

Among the awardees, Mr. Sotero Amarellento of Barangay Cabpangi, Libungan, Cotabato, received special recognition as the longest-serving BARC Chairperson, having faithfully served for 27 years. His unwavering commitment stands as an inspiring testament to genuine public service and his enduring dedication to the agrarian reform program.

As the heads of their respective Barangay Agrarian Reform Councils, BARC Chairpersons serve as indispensable partners of DAR in bringing agrarian reform programs and services closer to farming communities. Despite serving without financial compensation, they continue to devote their time, effort, and leadership to promoting dialogue, strengthening community participation, and supporting the effective implementation of agrarian reform at the grassroots level.

The Department of Agrarian Reform extends its deepest gratitude and highest appreciation to all BARC Chairpersons for their invaluable service, steadfast commitment, and selfless dedication. Their years of service have made a lasting impact on the lives of agrarian reform beneficiaries and have significantly contributed to the continued progress of agrarian reform in the Province of Cotabato.

DAR Cotabato Holds District 1 ARB / ARBO / BARC Summit 2026

The Department of Agrarian Reform (DAR) Province of Cotabato successfully conducted the District 1 ARB / ARBO / BARC Summit 2026 on July 31, 2026, at the Libungan Municipal Gymnasium, Libungan, Cotabato.

Anchored on the theme, "Building Capable Leaders and Organizations: From Rights Awareness to Effective Local Action," the Summit gathered Agrarian Reform Beneficiaries (ARBs), Agrarian Reform Beneficiary Organizations (ARBOs), and Barangay Agrarian Reform Councils (BARCs) to strengthen leadership, enhance organizational capability, and reinforce their vital role in advancing agrarian reform and sustainable rural development.

The activity was spearheaded by Provincial Agrarian Reform Program Officer II (PARPO II) Evangeline C. Bueno and was graced by DAR Region XII Assistant Regional Director for Operations (ARDO) Atty. Rahyll S. Saga; Congressman Edwin Cruzado, who also represented Governor Emmylou "Lala" TaliΓ±o-Mendoza; local chief executives and their representatives; Indigenous Peoples Mandatory Representatives (IPMRs); officials from partner government agencies; and other stakeholders, all of whom reaffirmed their commitment to supporting the implementation of the Comprehensive Agrarian Reform Program (CARP). The Summit also reflected the continuing thrust of DAR Secretary Conrado M. Estrella III to strengthen agrarian reform institutions by empowering ARBs, ARBOs, and BARCs as partners in sustainable rural development.

Participants from the municipalities of Alamada, Aleosan, Libungan, Midsayap, Pigcawayan, and Pikit came together to exchange experiences, strengthen collaboration, and share best practices in support of effective agrarian reform implementation. As one of the highlights of the Summit, a series of learning sessions enhanced the knowledge and leadership skills of participants. Atty. Keepy L. Famador discussed key agrarian laws and policies, as well as the mandates and functions of Barangay Agrarian Reform Councils (BARCs), emphasizing their important role in promoting peace, addressing agrarian concerns, and facilitating coordination among stakeholders at the community level. Chief of the Legal Division, Atty. Razel R. Dumandan, discussed the roles of BARCs in the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project and in agrarian justice delivery, particularly in community mobilization, information dissemination, mediation, conciliation, and the resolution of agrarian disputes. Meanwhile, Myra Agnes H. Guevarra oriented the participants on the Agrisenso Plus Lending Program, highlighting its support mechanisms and financing opportunities aimed at enhancing the productivity, resilience, and economic development of agrarian reform beneficiaries and farmers.

The Department of Agrarian Reform (DAR) Province of Cotabato officially kicks off the first leg of the ARB / ARBO / BARC Summit 2026 at the Libungan Municipal Gymnasium, Libungan, Cotabato. This marks the first of three district-wide summits which will also be conducted in District 3 to be held at Carmen, Cotabato and District 2 at Kidapawan City.

DAR Sec Among Top-Performing Cabinet Officials

The RPMD Foundation Inc. has released its Index of Governance (IOG) - Trust & Performance Ratings as of July 26, 2026. The "Boses ng Bayan" survey highlights the top-performing and most trusted Cabinet Secretaries in the Philippines based on public perception.

Department of Agrarian Reform Secretary Conrado M. Estrella III was among those recognized for strong performance and high public trust with a rating of 81.7 percent.

The survey noted DAR’s continued efforts in land distribution, farmers’ support, and bringing government services to rural communities under his leadership.

The IOG aims to reflect the voice of the people and measure how effectively government officials deliver on their mandate to serve Filipinos.
