Si Jhayden ay isang commuter mula sa Region 9 na patuloy na natutulungan ng Service Contracting Program.

Ayon sa kanya, P65 kada araw ang natitipid niya sa pagpasok dahil sa Libreng Sakay.

Ang programa ay ipinatupad ng Department of Transportation (DOTr) at Land Transportation Franchising and Regulatory Board (LTFRB) upang tugunan ang pangangailangan ng mga commuter, operator, at driver.

STATEMENT OF LTFRB CHAIRPERSON CHELOY V. GARAFIL ON THE EDSA BUSWAY EXPERIENCE
July 13, 2022

The EDSA Carousel ride last Tuesday was an eye-opening experience for me. It is an innovative, efficient, fast and comfortable transport system that may be replicated in other metropolitan areas like Cebu and Davao. But what really struck me was how the system changed the behavioral pattern of our riding public. It appears to have instilled the value of order and discipline to follow traffic guidelines for fast and safe travel. It has eliminated the chaos of elbowing all others just to get a ride especially during rush hours. What I saw were people respecting the lines and giving way to privileged sector such as senior citizens, PWD and pregnant commuters when necessary.

This is not to say that EDSA Carousel is perfect as it is, as there are still many areas for improvement. These include addressing the long distance between some stations in the major commercial districts like Cubao and Ortigas Center, the need for a unified Fleet Management System to better address the surge of passengers during rush hours, lack of facilities for PWDs, the need for a passenger terminal in Monumento and convenient access to the stations for the safety and comfort of passengers, among others.

On the part of the Land Transportation Franchising and Regulatory Board (LTFRB), we are mindful of the delay in the payout to the consortia due to sheer volume of work from the just concluded nationwide service contracting project. We nonetheless, commit to fast track the payouts in order not to further burden our partner operators and drivers.

I would like to commend the men and women of the Department of Transportation (DOTr), LTFRB, the Inter-Agency Council for Traffic (I-Act), the Philippine Coast Guard (PCG), Metro Manila Development Authority (MMDA), and other personnel who have been working round the clock to make the EDSA Carousel work for the riding public.

Si Reynaldo ay isang driver sa rutang NLET-PITX na sumali sa Service Contracting Program Phase 3.

Ayon sa kanya, malaking tulong ang programa sa katulad niyang driver dahil sa karagdagang kita na hatid nito. Bukod dito, hindi na aniya kailangan pang maghabol ng byahe at pasehero kumapara noon.

TINGNAN: Sinubukan ng bagong upong Chairman ng Land Transportation Franchising and Regulatory Board (LTFRB) na si Atty. Cheloy Velicaria-Garafil, kasama ang mga kasamahan nya sa ahensya ang pagsakay sa EDSA Busway ngayong araw, ika-12 ng Hulyo 2022.

Isinagawa nila ang pagpunta sa Edsa Busway Monumento ng 7 ng umaga upang maobserbahan ang galaw ng mga pasahero at mga Public Utility Bus (PUB) sa naturang daan hanggang sa huling estasyon nito sa PITX sa Parańaque City.

Sa ngayon, nanatili ang Libreng Sakay sa EDSA Busway sa ilalim ng Service Contracting Program hanggang ika-31 ng Hulyo 2022.

IN PHOTOS: Department of Transportation Secretary Jaime J. Bautista officiated the Flag-raising and Turnover Ceremony of the Leadership of the Land Transportation Franchising and Regulatory Board - LTFRB today, 04 July 2022.

Secretary Bautista lauded the LTFRB's accomplishments and efforts in the past years, and urged the new LTFRB leadership to continue championing accessible, affordable, comfortable, and safe public transportation throughout the country.

"I want to go beyond congratulating the previous LTFRB administrators for these accomplishments. I look at your list of achievements as a test to Atty. Garafil and the next board's determination to do better. I hope the LTFRB, under Cheloy will be able to deliver a longer list," Secretary Bautista said.

"I pledged the President, we will transform the Philippine transport industry and elevate it to global standards. We must focus on innovative ways of moving passengers and goods. Our mantra shall be accessible, affordable, comfortable and safe transport service throughout the country.

"With critical transport issues mounting everyday, we will be under close scrutiny if we can provide immediate solutions. And LTFRB, among others, is at the frontline of providing the solutions.
"The target is the public. Keep your eyes glued on the target. I am not grading you on your accomplishments. The public will grade us. The time to act is now!", he also added.

The new LTFRB Chairperson, Atty. Cheloy Velicaria-Garafil, echoed the call and mandate of Secretary Bautista, and shared the three (3) vital directives given by President Bongbong Marcos to the agency.
"Tatlo lamang ang utos sa atin ng ating Pangulo para sa ating ahensya: Padaliin ang proseso dito sa LTFRB, siguraduhin ang agarang pagbibigay sa ating mga driver ng anumang tulong ibibigay sa kanila at isaalang-alang palagi ang kapakanan ng ating mananakay," LTFRB Chairperson Garafil said.

"I assure you we will not change just for the sake of changing things. We will listen, study, and work with everyone here and also our stakeholders on how we can better improved our services. We will strive to find that balance and that win-win solution. Maraming trabaho ang gagawin natin and the days will be long but I promise you I will make it easy and exciting for everyone," she added.

For his part, former Chairman Martin Delgra III expressed his appreciation and gratitude to former President Rodrigo Roa Duterte, former DOTr Secretary Art Tugade, and his colleagues, for their guidance and support. He also urged everyone at LTFRB to support the new chairperson of the agency.

"I call upon each one of you to rally behind the leadership of Atty. Garafil and our Board. Please support her. Give her the needed kumpyansa at suporta sa lahat ng programa na maibibigay ng Board. And obviously, under the guidance of Secretary Bautista, I’m sure that the new Board would be able to not just keep the games, not just to improve what has been done in the last six years. And, it is my prayer, Secretary, that you would be able to exceed what has been done in the last six years. I have nothing else in my heart but for the continued success of the LTFRB in the coming months and in the coming years," former LTFRB Chairman Delgra said.

Ayon sa kanya, malaking tulong ang programa lalo na sa mga katulad niyang commuter dahil nakakatipid sila sa pamasahe. Dagdag pa niya, ang halagang kaniyang natitipid ay malaking tulong sa panahon ngayon lalo na at patuloy ang pagtaas ng presyo ng gasolina at mga bilihin.

Ang Service Contracting Program ay ipinatupad ng Department of Transportation (DOTr) at Land Transportation Franchising and Regulatory Board (LTFRB) upang makatulong sa pangangailangan ng mga commuter, operator, at driver na lubhang naapektuhan ang kita dahil sa pandemya at patuloy na pagtaas ng presyo ng gasolina.

Ang Service Contracting Program ay may layuning matulungan ang mga operator at driver na naapektuhan ang kabuhayan dahil sa Covid-19 pandemic at patuloy na pagtaas ng presyo ng gasolina. Sa pamamagitan ng programa ay babayaran ng gobyerno ang mga kalahok na operator at driver base sa bilang ng biyahe na kanilang itinakbo kada linggo.
