Otherwise known as "Go Negosyo Act", it seeks to strengthen micro, small and medium enterprises (MSMES) to create more job opportunities in the country. The Act was signed into law by Pres. Benigno S. Aquino III
on July 15, 2014. The Department of Trade and Industry (DTI) likewise issued Department Administrative Order No. 14-5 series of 2014: Implementing Rules and Regulations for Republic Act No. 10644". The establishment of the Centers is a provision in the Go Negosyo Act wherein the DTI has been given the key responsibility and challenge of establishing Negosyo Centers in all provinces, cities, and municipalities nationwide. "GO NEGOSYO ACT"
>The law seeks to promote "job generation and inclusive growth through the development of MSMEs" in the country;
>Establishment of "Negosyo Centers" in all provinces, cities and municipalities to promote "ease of doing business and facilitate access to services for MSMEs within its jurisdiction";
>Technology transfer, production and management training, as well as marketing assistance for MSMEs;
>Establishment of a Philippine Business Registry Databank under the Department of Trade and Industry (DTI) to serve as database of all business enterprises in the country;
>Establishment of a Start-up Fund for MSMEs "to provide financing for the development and promotion of MSMEs in priority sectors of the economy to be sourced from the MSME Development Fund and the BMBE Fund; and
>Re-composition of the MSME Development Council and its additional functions. The NEGOSYO CENTER....
-...will be established across the country in all provinces, cities and municipalities to assist and enable the faster establishment of micro, small, and medium enterprises (MSMEs). "The MSMED Council shall encourage public-private partnerships in the establishment and management of Negosyo Centers" (Sec. 3 Republic Act 10644) with the DTI performing oversight functions.
-"...will be responsible for promoting ease of doing business and facilitating access to services for MSMEs within its jurisdiction". (Sec. 3 Republic Act 10644. It will make establishing a business anywhere substantially a business anywhere and everywhere substantially easier, and provide an enabling environment for entrepreneurs to further grow and flourish throughout the country.
-"...will facilitate and expedite the business application process of MSMEs in coordination with the LGUs and other concerned agencies..." The DTI, through the Negosyo Center in the city or municipal level shall have the sole power to issue the Certificate of Authority for Barangay Micro Business Enterprises (BMBEs). (Sec. 5 Republic Act 10644)
-...will facilitate access to financial assistance and grants; and design and undertake programs that will promote entrepreneurship. "A Start-up Fund for MSMEs to be sourced from the MSME Development Fund and BMBE Fund will provide financing for the development and promotion of MSMEs in priority sectors of the economy." (Sec. 7 Republic Act 10644)
-"...will provide assistance to MSMEs in the availment of technology transfer, production and management training programs and marketing assistance..." (Sec. 8 republic Act 10644). It will facilitate market linkages to develop and sustain the competitiveness of MSMEs and help sell their products and services to existing and new markets for both domestic and international.
-...will be the responsibility of the Department of Trade and Industry (DTI) as the key agency tasked to establish Negosyo Centers in all provinces, cities, and municipalities in the country. Other concerned government agencies, as well as the academe and other private groups, need to converge to sustain the Centers's operations.
