NAPOLCOM VCEO Calinisan Visits Regional Office 7, Calls for Leadership That Listens and Serves
NAPOLCOM Vice Chairperson and Executive Officer Atty. Rafael Vicente R. Calinisan visited the National Police Commission Regional Office 7 (NAPOLCOM R7) today, August 13, 2026, engaging directly with regional personnel and laying out a leadership vision anchored on listening, accessibility, and service.
The interfacing activity provided VCEO Calinisan an opportunity to personally connect with NAPOLCOM R7 personnel, listen to their concerns, and discuss the direction he envisions for the Commission in the years ahead.
โI hear you. I am sensitive to the needs of our employees,โ VCEO Calinisan said, underscoring his commitment to making leadership accessible to everyone. He emphasized that position or rank should never be a barrier to being heard.
โMapa sino ka man, Patrolman, maintenance, security guard, Chairperson ng RAB, or Assistant Regional Director, you can reach out to me and I will listen to you,โ he said, stressing that this should be the tenor of leadership not only for the next five years, but for years to come.
For VCEO Calinisan, listening is only the beginning. He called for a NAPOLCOM that understands where it stands, knows where it wants to go, and works deliberately toward getting there.
โBefore we go where we want to go, we need to know where we are,โ he said, emphasizing the need for the Commission to confront its present realities and translate its direction into concrete action. At the heart of that direction, he said, is a simple purpose: to be of service to everyone, from ordinary citizens to ordinary policemen.
He also challenged the Commission to strengthen its presence and visibility among the people it is mandated to serve. โWala tayo sa kamalayan ng tao; hindi man lang alam ng tao kung anong opisina tayo,โ he observed, pointing to the need for NAPOLCOM to become more visible, accessible, and relevant to communities.
VCEO Calinisan likewise emphasized that NAPOLCOMโs role in police oversight should go hand in hand with constructive engagement with the PNP. โHindi natin kalaban ang pulis,โ he stressed. Rather, he called for NAPOLCOM to help and assist police personnel in addressing their needs while continuing to uphold its responsibility for oversight, accountability, and police administration.
His message to NAPOLCOM R7 was ultimately a call to bring the Commission closer to the people, starting from within its own ranks. By listening to its employees, supporting its police partners, and making its work known to the public, NAPOLCOM can strengthen the trust that gives meaning to its mandate.
The visit thus went beyond a routine regional engagement. It marked a renewed call for a NAPOLCOM that listens before it leads, responds before concerns become barriers, and serves with purpose. A Commission that knows where it stands, knows where it is headed, and brings its people with it along the way.
