What was once a simple farmers’ association in the municipality of Lebak, Sultan Kudarat, has now become one of Region XII’s recognized Outstanding Rice Clusters — a remarkable achievement that reflects the dedication, unity, and perseverance of its members. During the Araw ng Parangal 2026, held by the Department of Agriculture Regional Field Office XII on May 26, 2026, at the Antonina Hurtado Multipurpose Hall, NIA Regional Office XII, Koronadal City, Salaman Communal IA, Inc. proudly received the award for Outstanding Rice Cluster – Communal Irrigation System (CIS). Their recognition not only brought honor to the association but also opened new opportunities for development when they received a ₱500,000 project proposal grant to further enhance their agricultural programs and services for farmers.

Under the leadership of President Rey T. Alegre, the association worked hand in hand with its farmer-members to strengthen irrigation management, improve rice productivity, and promote sustainable farming practices in their community. Through discipline, cooperation, and a strong partnership with government agencies, the association successfully transformed challenges into opportunities for growth. Behind this achievement is the unwavering support of the National Irrigation Administration, local government units, assisting technicians, and partner agencies who remained committed to helping the association achieve its goals and uplift the lives of farmers.

Today, Salaman Communal IA stands as a symbol of hope and progress, proving that when farmers unite behind a shared vision, success becomes possible and communities flourish. Efficient irrigation management is not only about water flowing through canals — it also depends on the people who operate, monitor, and supervise the system every day.

The 𝐖𝐚𝐭𝐞𝐫 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐅𝐚𝐜𝐢𝐥𝐢𝐭𝐢𝐞𝐬 𝐎𝐩𝐞𝐫𝐚𝐭𝐨𝐫 (WRFO) serves as the frontline operator responsible for regulating and monitoring the flow of water within the irrigation system. Their duties include operating canal gates, observing water levels, inspecting structures, and ensuring that irrigation water reaches farmlands properly and efficiently.

Meanwhile, the 𝐒𝐞𝐧𝐢𝐨𝐫 𝐖𝐚𝐭𝐞𝐫 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐅𝐚𝐜𝐢𝐥𝐢𝐭𝐢𝐞𝐬 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐢𝐚𝐧 (SWRFT) acts as the field technical supervisor who oversees irrigation operations, conducts monitoring and inspections, reviews reports, and coordinates with Irrigators’ Associations to ensure proper system management and services delivery.

Together, the WRFO and SWRFT play an essential role in maintaining reliable irrigation operations that help improve agricultural productivity and support food security.

Through their dedication and technical expertise, irrigation systems continue to serve farming communities efficiently and sustainably.

In a major boost to local agricultural productivity, the MLARIS Div. A (BIMADU) Irrigators Association, Inc. released a total of P1.5 million in agricultural credit and material assistance to its members through its specialized Microfinance Program on May 29, 2026, at BIMADU IA Office, Bialong, Mlang, Cotabato.

This program is part of the P3 million prize granted by the Department of Agriculture to BIMADU IA for winning the Gawad Saka Award. The rollout directly benefits 57 selected farmer-beneficiaries, collectively covering 50 hectares of vital agricultural land within the MMRIS service areas.

The financial package is split into two components to ease upfront cost for the current cropping cycle. First, P1,000,000 in direct cash assistance to cover labor costs, land preparation, and emergency farm expenses. and P500,000 of farm inputs distributed in the form of high-quality seeds, fertilizers, and necessary crop protection tools.

Moreover, this microfinance program also includes an insurance package through the Philippine Crop Insurance Corporation (PCIC) to facilitate claims for crop damages due to natural calamities and pest infestation.

The NIA – Cotabato Irrigation Management Office (CIMO) formally turned over the repaired Simone Communal Irrigation System (CIS) on May 25, 2026, in Brgy. Simone, Old Kabacan, SGA BARMM. The activity marked the completion of the removal and replacement of three (3) siphon structures serving 50 hectares of farmland. This project was implemented to enhance the reliability and efficiency of irrigation water delivery from Simone Creek and ensure continuous irrigation support for local farmers.

The turnover was attended by NIA-CIMO personnel led by Project-in-Charge Engr. Aimie A. Mabandes and Abdulkarim T. Undong, together with IDU personnel. Also present were IA President and Barangay Captain Hon. Zainodin K. Sudang, members of the Irrigators’ Association Board of Trustees, representatives from the Barangay Local Government Unit (BLGU), and other stakeholders who supported the project.

During the turnover, Engr. Aimie Mabandes delivered the turnover message on behalf of the Division Manager, while Abdulkarim T. Undong presented the project details. Hon. Zainodin K. Sudang delivered his acceptance message on behalf of the beneficiaries. With the repaired irrigation facility is now turned over to the Upper Pulangi IA of Kabacan, Cotabato, Inc., responsibility for its operation and maintenance has been entrusted to the association, which will continue to serve 25 farmer-beneficiaries within the service area through sustained coordination and partnership with NIA.

Mismong si LIDANAMA IA President Mark Virgil Esparagoza ang tumanggap ng parangal. Tinanggap naman ni Rey T. Alegre, President ng Salaman Communal IA, Inc., ang parangal bilang Outstanding Rice Cluster - Communal Irrigation System (CIS) na mula sa bayan ng Lebak, Sultan Kudarat. Bukod sa pagkilalang ito, tumanggap din ang bawat IA ng Project Proposal na nagkakahalaga ng tig-₱500,000.

Ang Gawad Saka, na kilala rin bilang Search for Outstanding Farmers and Fisherfolk, ang pinakamataas at pinakaprestihiyosong taunang parangal na ibinibigay ng Department of Agriculture (DA) sa Pilipinas.

Kinilala rin ang ambag ng mga lokal na pamahalaan, assisting technicians, at mga kawani ng NIA bilang mahahalagang katuwang ng dalawang IA sa kanilang tagumpay. The Nagkakaisang Magsasaka ng Libertad Irrigators Association Inc. underwent validation on May 25, 2026, as a nominee for the Most Outstanding Irrigators Association under the CARP-IC Category for CY 2025. The activity was part of the continuing efforts to strengthen irrigators’ associations and ensure that irrigation systems remain responsive to the needs of farming communities.

The validation was conducted by the CARP-IC Team composed of Engr. Maria Theresa C. Lee, Edgar Vincent Charles H. Salazar, Engr. Jescel Mandy T. Araracap, and Charina Rose A. Valino. Also present were representatives from the Regional Office, led by Engr. Ma. Luz B. Laud, EOD Manager, together with Theresa C. Ibarra, Luz B. Brillantes, and members of the Regional PR Team.

The activity was likewise attended by representatives from the Sultan Kudarat Irrigation Management Office (SKIMO) headed by Division Manager Engr. Gina L. Lozano, along with representatives from Department of Agrarian Reform (DAR) Sultan Kudarat, the Local Government Unit (LGU), and members of the Irrigators’ Association led by IA President Ernie F. Hagoriles. The validation highlighted the association’s commitment to effective irrigation management, organizational development, and continued support to local farmers in the community.

A meaningful step toward stronger community partnership and livelihood support was made through the successful conduct of the NIA SKIMO-DOLE TUPAD Orientation and Contract Signing for 355 Irrigators Association (IA) member-beneficiaries on May 21, 2026.

The activity brought together leaders and partners who support irrigation associations and provide temporary jobs for community members. The program aims to help IA members and their families through employment opportunities and stronger cooperation among agencies and organizations.

Present at the event were Ivy G. Aspera, TUPAD Coordinator; Engr. Gina L. Lozano, Division Manager A; Engr. Argee Santos, Head of Antong IS and TACIS; UCLB IA President Danilo Delos Santos; and Hon. Barangay Chairman Gogoy Matuwa. Their support and participation contributed to the activity success.

The orientation and contract signing marked the start of employment assistance for the beneficiaries. It also showed the shared commitment of all involved to serve the community and support local development.
