The Department of the Interior and Local Government (DILG), through its Project Development and Management Unit (PDMU), conducted a Final Inspection of seven completed projects in the Municipality of Maasim, Sarangani Province, on August 19โ€“20, 2026.

The inspection covered six projects under LGSF-SBDP FY 2025, consisting of one (1) Construction of One-Storey School Building, two (2) Concreting of Farm-to-Market Road projects, and three (3) Provision of Renewable Energy-Based Electrification projects. It also covered one (1) project under LGSF-FALGU FY 2024, namely the Construction of a Multi-Purpose Building for Early Childhood Care and Development (ECCD).

The activity aimed to verify the physical accomplishment, quality, functionality, and compliance of the completed projects with the approved plans, specifications, and applicable standards. The inspection was conducted in coordination with the Municipality of Maasim, concerned contractors and Project Engineer/s, and members of the Local Project Monitoring Committee (LPMC).

On the second day, an Exit Conference was conducted to present and discuss the observations, findings, and recommendations of the Inspectorate Team with the concerned stakeholders. The conference also provided an opportunity to clarify issues and discuss the necessary actions to address the findings noted during the inspection.

The Final Inspection and Exit Conference form part of DILG's continuing efforts to promote transparency, accountability, and quality assurance in the implementation of government-funded infrastructure projects and to ensure that these projects deliver their intended benefits to the community.

As the LPMC Competency Certification Training Program prepares to welcome Batches 2 and 3 for Module 1, we take a moment to look back at the learning journey of our Batch 1 participants.

From LPMC in Module 1, to strengthening their project monitoring competencies in Module 2 and deepening their appreciation of participatory and accountable governance in Module 3, every module has been an opportunity to learn, reflect, and apply.

But beyond the topics, tools, and discussions, what matters most is what participants take with them from the learning experience.

Their stories remind us that capacity development does not end when the session closesโ€”it continues when learning is brought back to the LGU and translated into better monitoring, stronger accountability, and more meaningful citizen participation.

The learning continues. The work continues. And the journey toward stronger LPMCs moves forward.

DILG XII attended the 3rd Quarter Regional Project Monitoring Committeeโ€“Problem Solving Session (RPMC-PSS) Meeting on August 18, 2026, at Habi Hotel, Koronadal City.

The meeting was also attended by representatives from various member agencies, including the Department of Budget and Management (DBM) XII, Presidential Management Staff (PMS), Department of Labor and Employment (DOLE) XII, Mindanao Development Authority (MinDA) as well as representatives from the private sector and Civil Society Organizations (CSOs).
Project implementers were likewise invited to participate in the meeting to present and discuss the issues, concerns, and challenges encountered in the implementation of projects being monitored by the RPMC Team.

The meeting aimed to present and deliberate on the issues and concerns identified, as well as the recommendations formulated, during the monitoring visits conducted by the RPMC Team on selected projects implemented by National Government Agencies (NGAs) and Local Government Units (LGUs). The session also provided an avenue for concerned agencies and project implementers to discuss appropriate interventions and possible solutions to address implementation concerns and facilitate the timely and effective completion of the monitored projects.

The Department of the Interior and Local Government Region XII (DILG XII), through its Project Development and Management Unit (PDMU), conducted a final inspection of the completed Support to Barangay Development Program (SBDP) Farm-to-Market Road Project in Barangay Lagubang, Municipality of Senator Ninoy Aquino, Sultan Kudarat on August 10, 2026.

The inspection was conducted to verify the project's completion and assess its compliance with the approved plans, technical specifications, and other prescribed project requirements.

The technical team evaluated the quality, workmanship, functionality, and overall condition of the completed farm-to-market road along Barangay Lagubang, Senator Ninoy Aquino, Sultan Kudarat.

The activity also served to validate whether the infrastructure was implemented according to its approved plans and specifications and is capable of delivering its intended benefits to the community.

The completed road is expected to improve accessibility and mobility in the said barangay, particularly for farmers and residents who rely on the road to transport agricultural products, access markets, and reach essential services. Improved connectivity is likewise expected to facilitate the movement of people and goods and contribute to local economic activities.

The final inspection underscores DILG XII's commitment to ensuring that government-funded infrastructure projects are implemented according to approved standards and deliver their intended outcomes. Through regular monitoring, technical validation, and close coordination with local government units, DILG XII continues to promote transparency, accountability, quality implementation, and sustainable community development.

The Department of the Interior and Local Government (DILG) Region XII conducted the Third Wave of the Regional SubayBAYAN Assessment and Validation from August 3โ€“14, 2026, covering selected Local Government Units (LGUs) across the region. The activity forms part of the Departmentโ€™s continuing efforts to strengthen project monitoring and ensure the accuracy, completeness, and reliability of information reported through the SubayBAYAN Portal.

Validation teams conducted document reviews, parallel validation of physical and financial accomplishments, and on-site inspections of randomly selected projects to verify whether reported accomplishments corresponded with actual project implementation and supporting documents.

The assessment covered the South Cotabato municipalities of Lake Sebu, Polomolok, Tupi, Sto. Niรฑo, Norala, Tboli, Banga, and Tampakan, as well as Arakan, Antipas, Alamada, Banisilan, Aleosan, Pigcawayan, Pikit, Kabacan, Matalam, and Mโ€™lang in Cotabato Province.

Beyond validation, the activity provided technical assistance to LGUs on the proper encoding, updating, and maintenance of project information in the SubayBAYAN Portal. Validation teams discussed identified discrepancies and observations with concerned local officials and focal persons and provided recommendations to improve data quality and project reporting practices.

Exit conferences were conducted with the concerned LGUs at the conclusion of the validation activities. These provided an opportunity to present and clarify findings, discuss recommended actions, and emphasize the importance of maintaining timely, accurate, complete, and consistent project information supported by appropriate documentation and actual accomplishments.

Through the Third Wave of the Regional SubayBAYAN Assessment and Validation, DILG XII continues to advance transparency, accountability, and evidence-based monitoring of government-funded infrastructure projects. The initiative reinforces the Departmentโ€™s commitment to ensuring that project records accurately reflect actual implementation and support more effective public service delivery and local development.

To ensure the smooth conduct of the 2026 Regional Functionality Assessment of the Local Project Monitoring Committees (LPMCs), the Department of the Interior and Local Government (DILG) Region XII, through its Regional LPMC Focal Person, Engr. Jennelyn M. Peรฑales, convened a pre-assessment meeting with partner National Government Agencies (NGAs) on August 6, 2026. The meeting provided participating agencies with the assessment guidelines, key indicators, functionality rating system, and the schedule of assessments to be conducted among selected local government units (LGUs) from August 10 to September 4, 2026.

During the meeting, Engr. Peรฑales discussed the salient features of the Regional Functionality Assessment, its objectives, the assessment indicators, the functionality rating system, and the LGUs covered by the assessment schedule.

Present during the meeting were technical personnel from DBM Region XII, namely Mr. Hamzur Nawal, Ms. Trisha Mae Orinda, and Ms. Kimberly Rollon; Engr. Lucy Mae L. Ruben from DEPDev; and Private Sector Representative (PSR) Mr. Nestor S. Lumawig.

The pre-assessment meeting strengthened inter-agency coordination and ensured that all partner assessors have a common understanding of the assessment process. It also reaffirmed the participating agencies' commitment to conducting a fair, objective, and credible functionality assessment of LPMCs across Region XII.
