PRE-IMPLEMENTATION MEETING

Isinagawa ang Pre-Implementation Meeting para sa Rice Subsidy Program ng LGU Senator Ninoy Aquino, na pinangunahan ng ating Municipal Mayor, Hon. Rafael George L. Flauta, III, kasama ang Focal Person na si Hernafe M. Cristobal, RSW, MSWDO, at MLGOO Ricii C. Exiomo, katuwang ang iba pang concerned personnel ng Municipal Government.

Tinalakay sa pagpupulong ang mahahalagang paghahanda, koordinasyon, validation, at mga kinakailangang hakbang upang matiyak ang maayos, transparent, at epektibong pagpapatupad ng Rice Subsidy Program para sa mga kwalipikadong benepisyaryo.

Sa pamamagitan ng pagtutulungan ng iba’t ibang tanggapan, patuloy nating isinusulong ang mga programang nagbibigay ng konkretong suporta at serbisyo para sa kapakanan ng ating mga kababayan.

Local government units (LGUs) can now use their 20% Development Fund (DF) for projects aimed at cushioning the impact of the country’s energy crisis, under new guidelines jointly issued by the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM), and Department of Finance (DOF).

The new policy allows LGUs to use their Development Fund for the construction and/or establishment of local oil storage facilities; expansion of renewable energy projects and smart and green grid systems; and procurement of electric vehicles (EVs) for health services, uniformed services, and disaster risk preparedness and response operations.

Projects may also include the construction and installation of solar photovoltaic systems and infrastructure, as well as other applicable energy efficiency projects recommended by the Inter-Agency Energy Efficiency and Conservation Committee.

Under DBM-DOF-DILG Joint Memorandum Circular No. 1 dated August 4, 2026, LGUs may fund development-oriented and capital-intensive projects that support the government’s Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Framework.

The UPLIFT Framework was adopted under Executive Order (EO) No. 110, s. 2026, following President Ferdinand R. Marcos Jr.’s declaration of a State of National Energy Emergency. It provides a unified government response to safeguard energy stability, economic continuity, and public welfare.

The JMC supplements an earlier directive governing the appropriation and use of the 20% DF, giving LGUs greater flexibility to align local resources with the UPLIFT Framework and undertake interventions that mitigate the effects of the energy emergency.

LGUs are likewise encouraged to coordinate with relevant national government agencies to ensure that local interventions complement existing programs and provide additional support to sectors or areas not sufficiently covered by national or local initiatives.

The DILG emphasized that energy efficiency and conservation projects funded under the 20% DF must be integrated into local planning, investment programming, budgeting, and reporting mechanisms, including the Local Energy Efficiency and Conservation Plan.

The fund, however, cannot be used for recurring expenses such as fuel purchases, electricity and water bills, and other day-to-day administrative costs.

Through the newly issued guidelines, LGUs can mobilize local investments toward cleaner, more resilient, and energy-efficient communities while helping cushion the impact of global energy uncertainties on local economies and the delivery of essential public services.

Engcong, Municipal Accountant, led the conduct of the orientation and discussion on DILG Memorandum Circular No. 2026-021 concerning the Inventory and Turnover of Barangay and SK Properties, Financial Records, Documents, and other accountable forms.

The activity was attended by Barangay Secretaries and Sangguniang Kabataan (SK) Chairpersons, who actively participated in the discussion and clarification of matters relative to the proper inventory and turnover of barangay and SK records and properties.

This initiative reinforces the commitment of our local government units to responsible governance, accurate documentation, transparency, and accountability in the management of public resources.

DILG Senator Ninoy Aquino, through MLGOO Ricii C. Exiomo, participated in a coordination meeting with the PNP, BFP, LDRRMO, DepEd, and other concerned personnel in preparation for the Nationwide Simultaneous School Safety Drill for Active Attack Incidents.

The meeting focused on strengthening inter-agency coordination, preparedness, communication, and response mechanisms to ensure the safety and protection of learners, teachers, and school personnel during emergency situations.

The activity was also graced by the high presence and active support of Municipal Mayor Hon. Rafael George L. Flauta III, reflecting the strong commitment of the LGU Senator Ninoy Aquino toward building safer and more resilient schools and communities.

CONSULTATION MEETING | BARANGAY NATI

The Department of the Interior and Local Government (DILG) – Senator Ninoy Aquino, through MLGOO Ricii C. Exiomo, conducted a consultation meeting with Hon. SB Member Maria Glorian P. Usman and Punong Barangay Nancy Fuentes of Barangay Nati.

The consultation provided an avenue for meaningful discussion, coordination, and sharing of insights on matters concerning local governance and barangay development. It also strengthened the partnership and collaboration among local government officials in promoting responsive, effective, and accountable governance.

Together, we continue to work towards stronger barangays and better public service for the people of Senator Ninoy Aquino.
