53rd Regular Meeting of the 12th Sangguniang Panlalawigan ng Benguet was held on September 07, 2026, at the SP Session Hall, 2nd Floor Legislative Building, Capitol Compound, La Trinidad, Benguet. The meeting was presided over by Hon. Marie Rose T. Fongwan-Kepes, Provincial Vice Governor and Presiding Officer.

II. AUTHORITY GRANTED TO THE LCE:
1. Transfer and ex*****on of Deeds of Donation covering the completed infrastructure projects from January 1 to June 30, 2026, for their proper transfer, recording, recognition, and turnover to the thirteen (13) recipient Municipal Local Government Units (MLGUs) and the Department of Education – Schools Division of Benguet.

III. RATIFIED CONTRACTS/AGREEMENTS:
1. Contracts of Services of the following personnel assigned to the various offices of the Provincial Government of Benguet, for the period August to December 2026, to wit: Mr. Ginger Roi D. Salamat, Nurse I at Benguet General Hospital; Ms. Maribel C. Day-as, Social Welfare Officer I at Benguet General Hospital; Ms. Shannon S. Paleng, Social Welfare Officer I at Benguet General Hospital; Ms. Meshia Coleen T. Estacio, Physical Therapist I at Benguet General Hospital; Mr. Jackson K. Sison, Administrative Aide I at Atok District Hospital; Ms. Christianne Bless T. Cabinta, Administrative Aide IV at PHRMDO; and Ms. Joy M. Tayaban, Administrative Aide IV at PHRDMO.
2. Contract for Healthcare Services for PhilHealth Specialized Patient Care for Outpatient Benefits Packages for Mental Health (MH), entered into by and between the Provincial Government of Benguet, through the Provincial Health Office-Mental Health Unit, and the Philippine Health Insurance Corporation (PhilHealth).
3. Memorandum of Agreement entered into by and between the Provincial Government of Benguet and the Benguet Parole and Probation Office. The Agreement pertains to the temporary, free-of-charge occupation and use of Rooms 4 and 5, located near the comfort rooms on the second floor of the Capitol Extension Building, also known as the TTMF Building, in Wangal, La Trinidad, Benguet, with a floor area of 20.25 square meters per room, or a total floor area of 40.50 square meters, in view of the impending repair and renovation of the Hall of Justice, where the office of the Benguet Parole and Probation Office is presently situated.
4. Supplemental Memorandum of Agreement entered into by and between the Provincial Government of Benguet and the Municipal Government of Buguias, Benguet represented by its Municipal Mayor, Hon. Julius M. Amos. The Agreement pertains to the procurement of two (2) units of payloader under a cost-sharing/counterpart scheme.

IV. ENDORSEMENT AND SUPPORT:
1. Endorsement and support of Barangay Ambuklao, Municipality of Bokod, for their appeal to the Office of the President and concerned National Government Agencies for the immediate assessment and implementation of appropriate dredging, desilting, riverbank protection, drainage improvement, and other necessary flood control measures along the Upper Agno River.
2. La Trinidad Indigenous Peoples Organization (LTIPO) Resolution No. 29-2026, entitled: "A RESOLUTION RESPECTFULLY REQUESTING BENGUET STATE UNIVERSITY (BSU), THROUGH ITS BOARD OF REGENTS AND ACADEMIC EXECUTIVE COUNCIL, TO ADOPT A PREFERENTIAL ADMISSION POLICY TO QUALIFIED INDIGENOUS PEOPLES (IP) STUDENTS OF LA TRINIDAD, BENGUET, IN EVERY DEGREE PROGRAM OFFERED SUBJECT TO EXISTING LAWS, ACADEMIC STANDARDS, AND UNIVERSITY ADMISSION POLICIES."

The Provincial Orientation and Demonstration on the Barangay Information Management System (BIMS) – Phase IV was conducted today, September 04, 2026, with participants from the municipalities of Kabayan and Kapangan.

The activity provided participants with practical orientation and demonstration on the use of BIMS, strengthening their capacity to transition toward more efficient and technology-driven barangay information management facilitated by Ms. Princess C. Bagayao from the Department of the Interior and Local Government (DILG)- Benguet and Ms. Anarie Joy G. Milo from the Department of the Interior and Local Government (DILG)-CAR.

Also present during the activity was Hon. Jim G. Botiwey, Member of the Sangguniang Panlalawigan ng Benguet.

The activity concluded with closing remarks from Ms. Mory D. Paleng, Cluster Head and Local Government Operations Officer (LGOO) VII of DILG-Benguet, who underscored the value of the participants' engagement and encouraged them to apply the knowledge and skills gained from the activity in their respective barangays.

The BIMS orientation and demonstration will continue in the succeeding phases, with other municipalities to be covered.

September 03, 2026 | The Committee on Information and Communication Technology (ICT) and Science and Technology conducted a consultation meeting on the proposed Ordinance Establishing the Benguet Public Information and Community Affairs Office.

The consultation provided an avenue for discussion, exchange of insights, and consideration of recommendations from concerned offices toward developing a public information and community affairs in the Province of Benguet.

Present during the consultation were Committee Chairperson Hon. Lady Charmaine Molintas-Likigan, together with resource persons Mr. Silver A. Pilo Jr., Executive Assistant II of the Office of the Governor; Mrs. Gina D. Salamat, Supervising Administrative Officer of the PHRMDO; Mrs. Cherry Ann C. Golingab, Supervising Administrative Officer of the Office of the Governor; Mr. Mark Samuel De Guzman, Administrative Officer II of the Office of the Governor; and Ms. Jenny Rose T. Borja, Information System Analyst III of the Office of the Governor.

Also present were members of the technical working group from the Office of the Secretary to the Sangguniang Panlalawigan (OSSP) and secretariat from the Office of the Sangguniang Panlalawigan Members (OSPM).

The Provincial Orientation and Demonstration on the Barangay Information Management System (BIMS) – Phase II was conducted on September 02, 2026, with participants from the municipalities of Tuba and La Trinidad.

Welcoming the participants, Liga ng mga Barangay President and Committee on Barangay Affairs Chairperson Hon. Oliver K. Paus emphasized the importance of embracing digital transformation and equipping barangays with the knowledge and skills necessary to adapt to modern, technology-driven systems.

Also present during the activity were Hon. Mary Joy Sabo-Fermin and Hon. Thomas K. Wales Jr., Members of the Sangguniang Panlalawigan ng Benguet, who joined the participants in supporting the continued digitalization and improvement of barangay information management in the province.

The BIMS orientation and demonstration will continue in the succeeding phases, with other municipalities to be covered.

𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶-𝗞𝗻𝗼𝘄 𝟭𝟰- Pursuant to Sections 34–36 of Republic Act No. 7160 (Local Government Code of 1991) and DILG Memorandum Circular No. 2022-083.

Through CSO Accreditation, the Sangguniang Panlalawigan grants local citizen groups- from farmers' cooperatives to youth networks- formal legal standing to participate in legislative hearings, local boards, and provincial development planning.

Accreditation transforms local community advocates from passive observers into official partners. When CSOs collaborate directly with the SP, local ordinances, committee reviews, and provincial budgets become more inclusive, transparent, and responsive to their needs.

𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶-𝗞𝗻𝗼𝘄 𝟭𝟯- Under the Local Government Code of 1991 (RA 7160), the Sangguniang Panlalawigan actively institutionalizes CSO participation in local governance:

𝗦𝗣 𝗔𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻: The SP formally reviews and approves the accreditation of local CSOs to give them official legal standing and representation at the Capitol.

𝗟𝗼𝗰𝗮𝗹 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗕𝗼𝗱𝗶𝗲𝘀: Accredited CSOs hold voting seats in key executive-legislative councils, including the Provincial Development Council (PDC), Provincial Health Board, and Provincial School Board.

𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗛𝗲𝗮𝗿𝗶𝗻𝗴 𝗣𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗶𝗼𝗻: CSO representatives are invited to SP committee hearings to provide expert insights and grassroots perspectives before ordinances or budgets are enacted.

The Committee on Health and Sanitation conducted a consultation meeting to review and present the proposed provincial ordinance establishing the Benguet Healthcare Consignment Program, on August 28, 2026.

The discussion focused on the presentation and review of the proposed ordinance, providing an opportunity for the committee to discuss together with the invited resource persons its provisions and clarify matters relevant to its implementation.

The meeting was facilitated by Committee Chairperson Hon. Lady Charmaine S. Molintas-Likigan, with Vice Chairperson Hon. Romeo K. Salda, and was attended by invited resource persons from the Provincial Human Resource Management and Development Office, Provincial Health Office, and Provincial General Services Office, and from the province’s district hospitals, namely Dr. Joseph Giovanni C. Frias of Atok District Hospital, Dr. Tricia Hazelle S. Panangwe of Dennis Molintas District Hospital, Dr. Eden B. Dangwa of Itogon District Hospital, Dr. Reynelle C. Del Amor of Kapangan District Hospital, and Dr. Alma A. Ged-ang of Northern Benguet District Hospital.

The Provincial Orientation and Demonstration on the Barangay Information Management System (BIMS) – Phase II was conducted today, August 27, 2026, with participants from the municipalities of Bakun, Mankayan, and Sablan.

Welcoming the participants, Liga ng mga Barangay President and Committee on Barangay Affairs Chairperson Hon. Oliver K. Paus highlighted the importance of keeping pace with the continuing shift toward digital systems in the workplace.

The activity provided participants with practical orientation and demonstration on the use of BIMS, strengthening their capacity to transition toward more efficient and technology-driven barangay information management facilitated by Ms. Princess C. Bagayao and Ms. Anarie Joy G. Milo from the Department of the Interior and Local Government (DILG)-Benguet.

The activity concluded with closing remarks from Ms. Mory D. Paleng, Cluster Head and Local Government Operations Officer (LGOO) VII of DILG-Benguet, who underscored the value of the participants' engagement and encouraged them to apply the knowledge and skills gained from the activity in their respective barangays.

The Committee on Disaster Risk Reduction and Management, conducted a consultation on proposed ordinances aimed at strengthening disaster preparedness and risk reduction efforts in the province on August 27, 2026 at the Caucus Hall, Legislative Building, Capitol Compound, La Trinidad.

The consultation was facilitated by Committee Chairperson Hon. Mary Joy P. Sabo-Fermin, with the presence of Committee Member Hon. Armando I. Lauro. Also in attendance were members of the Technical Working Group from the Office of the Secretary to the Sangguniang Panlalawigan (OSSP) and the Office of the Sangguniang Panlalawigan Members (OSPM).

The discussion covered proposed ordinances on the establishment of a Uniform Multi-Level Early Warning System, a DRRM Capacity Development and Training Program, and strengthening the PDRRM through institutionalizing the office, the council, and the executive committee.
