Baguio City โ The Regional Research, Development, and Innovation Committee (RRDIC)-CAR, led by DOST-CAR, successfully conducted the Training-Workshop on Advancing Research-to-Policy Translation: From Development to Advocacy Communication for RDI Impact on November 18โ19, 2025, at Paragon Hotel and Suites, Baguio City.
In her opening message, DOST-CAR Regional Director Dr. Nancy A. Bantog emphasized the vital role of policies in shaping a responsive, meaningful, and innovative STI ecosystem in the Cordillera. She encouraged participants to translate their research into strong, actionable recommendations that guide programs and address community needs.
On Day 1, Dr. Donnabel Tubera-Panes, Medical Officer IV from the Baguio City Health Services Office, discussed core research utilization concepts and frameworks, as well as policy brief development integrating social innovation, human-centered design, and design thinking. Participants drafted 14 policy recommendations covering health, agriculture, education, social welfare, transportation, digitalization, indigenous knowledge, disaster response, and environmental protection.
On Day 2, participants explored policy advocacy and communication under the guidance of Dr. Ebinezer R. Florano, Professor XI from the University of the Philippines Diliman. They developed policy advocacy plans and engaged in role-playing exercises to apply practical strategies for persuading policymakers.
A total of 31 representatives from HEIs, RLAs, and the Provincial Offices of Abra, Benguet, Ifugao and Mountain Province participated, enhancing their capacity to transform research and government data into clear, evidence-based, and actionable policy recommendations that address societal challenges. They are encouraged to further refine their policy briefs and advocacy plans, consult stakeholders, and present to relevant decision makers for possible adoption and implementation as part of the Committeeโs policy agenda.
The successful completion of this activity reaffirms RRDIC-CARโs commitment to advancing research-informed governance and ensuring that innovation and evidence continue to drive regional development and create lasting positive impact.
