Strengthening public procurement goes beyond understanding new rules—it also means building a shared understanding among those who implement, monitor, and audit procurement processes.

The Government Procurement Policy Board – Technical Support Office (GPPB-TSO) invites COA State Auditors to a special learning session focusing on the Framework Agreement Guidelines and other recent government procurement policy updates.
This exclusive session is designed to provide COA auditors with a deeper understanding of the latest reforms under the New Government Procurement Act (NGPA), including their practical application and key audit considerations. Through this learning opportunity, participants will strengthen their expertise, enhance audit effectiveness, and contribute to the promotion of transparent, accountable, and efficient public procurement.

𝗜𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝗥𝗲𝗴𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻
Please note that the agency’s Zoom subscription can accommodate only a limited number of participants. All registrations will undergo an assessment process, and 𝗼𝗻𝗹𝘆 𝘀𝗵𝗼𝗿𝘁𝗹𝗶𝘀𝘁𝗲𝗱 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝗻𝘁𝘀 will receive Zoom access and ProHUB credentials through email. All concerned agencies and stakeholders are likewise advised to refrain from citing, relying upon, reproducing, or disseminating the withdrawn GPPB-TSO-issued "Implementing Rules and Regulations of Republic Act No. 12009 (1st Edition, as of 31 March 2026)" or any other unofficial version of the IRR.

This Advisory is being issued to ensure the correct implementation of Republic Act No. 12009 through the GPPB-approved IRR.
