Establishment and maintenance of sound human resource program and related activities designed to promote career and personnel development and uphold the merit principle in the Provincial Government; plan, recommend, coordinate and supervise projects, programs and activities on huma

n resource related matters; enforce laws, rules and regulations relating to recruitment, appointment and other personnel actions, wage and salary administration capacity building, employee welfare and benefits, performance evaluation, employee discipline, separation of officials and employees; liaise with other government agencies on human resource matters; assist on the continuing study and analysis of the internal organization and management practices with the end view of instituting administrative reforms.
