Mayor Roderick C. Awingan presided the regular meeting of the Municipal Advisory Group for Police Transformation and Development (MAGPTD) on June 18 at the La Trinidad Municipal Police Station (LTMPS).

As a result of the meeting, two resolutions were approved to be transmitted to the Sangguniang Bayan of La Trinidad for their evaluation and approval, including the recommendation to the SB for the possible enactment of an ordinance requiring employers to include police clearance as a requirement prior to the release of a working permit, as a preventive measure in response to the increasing cases of qualified theft incidents.

Also, the group recommends to the SB the possible enactment of an ordinance for erring motorists who crashed into traffic signages or government properties causing damages, to be held liable. Benguet Board Member Romeo Salda, former mayor of the town, sits as the adviser of the group while LTMPS Chief of Police Lt./Col Zacarias Caloy Dausen also took part during the meeting of the PNP-initiated advisory group for peace and order.

In the strong push for Responsible Pet Ownership in the valley, personnel from the LGU inspected the townโ€™s nearly completed animal facility in barangay Alno this morning, June 18.

Municipal Agriculturist Nida Organo, Municipal Administrator Atty. Franco Bawang Jr., representatives from the Engineering Office and the Agriculture Office, and DA-CAR staff, veterinarian Dr. Henry Gwyn Jonathan Salasa examined the dog shelter and discussed the immediate processing of DA-compliant permits and the construction of essential components.

These include a reliable potable water supply and the presence of a CCTV surveillance system.

Designed to accommodate up to 14 strays at a time, the shelter will also serve as a clinic offering basic services such as immunization, spaying and neutering, and the provision of medication and vitamins.

Mayor Roderick Awingan affirmed that once the facility is fully operational, the local government looks forward to partnering with animal rescue organizations, pet centers, veterinary students, and advocates for a holistic โ€˜binnadangโ€™ approach to animal welfare.

Furthermore, a manual of operations is currently in the works to facilitate the mandatory training of barangay animal welfare officers, which will support the town-wide rollout.

The establishment has undergone three phases of construction since 2019, and is projected to be in working order by the second semester of 2027.

Apart from this, the LGU is also exploring the integration of pet adoption services and an off-leash dog park for recreational activities.

The โ€œRevised Responsible Pet Ownership Ordinanceโ€ (Municipal Ordinance No. 12-2025) champions these initiatives that protect the public, pet owners, and the animals themselves.

The exemplary practices and innovations of the Local Government Unit of La Trinidad on cooperative development programs were highlighted during the National Conference for Governance, which took place from June 9 to 11, 2026, in Malay, Aklan.

Three LGUs-Co-op Gawad Parangal awardees were invited to share their insights, including La Trinidad, Dinagat Islands, and Pasig City.

LT Co-op Officer Orlando Pacya, during his presentation, narrated that the robust collaboration and support from officials, led by Mayor Roderick Awingan, along with the cooperative sector, the Cooperative Development Services Office, and the Cooperative Development Authority, have contributed to the ongoing success of the cooperative movement in the locality.

In return, the cooperatives in the valley, through their Cooperative Development Council, continue to support the initiatives of the Local Government Unit (LGU). Their efforts are particularly focused on solid waste management, public safety, environmental preservation, health and social services.

Further, Pacya featured LT's innovative approaches in integrating cooperative efforts with municipal programs, emphasizing community engagement and resource management.

Meanwhile, Dinagat Islands highlighted its focus on empowering local communities through targeted training and capacity-building initiatives. The City of Pasig presented its achievements in leveraging technology to enhance cooperative operations and outreach, ensuring efficient service delivery to its members.

The exchange of ideas and experiences among these top-performing LGUs served as a beacon of inspiration for other conference attendees, encouraging them to adopt and adapt best practices within their own communities.

Mr. Pacya was accompanied by the Chairperson of the Cooperatives Committee in the Sangguniang Bayan, Hon. Horacio Ramos Jr., along with Committee Member Hon. Belmer Elis. Also, Municipal Administrator Atty. Franco Bawang Jr. and staff members from the Sangguniang Bayan participated in the conference to support cooperative cause in the valley.

Hundreds of cooperative leaders, local government unit (LGU) officials, and key representatives from the Cooperative Development Authority attended the conference, all united in their commitment to reinforcing cooperativism across the nation.

LA TRINIDAD ENGAGES IN Q2 NATIONWIDE EARTHQUAKE DRILL. Officials, employees, student interns, and clients of the local government unit of La Trinidad participated in the second quarter Nationwide Earthquake Drill this morning, June 18.

Mayor Roderick Awingan supervised the emergency drill to guarantee maximum safety across all operations.

Safety officers performed headcounts and ensured lifesaving protocols were executed correctly, while coordinating with the Municipal Disaster Risk Reduction and Management Office (MDRRMO).

Aimed to increase preparedness and prevent injuries and casualties, the National Disaster Risk Reduction and Management Council, through the Office of Civil Defense spearheads the quarterly drill.

Mayor Roderick C. Awingan, through an Executive Order, mandated the creation of an inter-agency technical working group that would study the establishment of a cutflower center at the Benguet Agri-pinoy Trading Center (BAPTC).

Executive Order 083, series of 2026, mandated the creation of the "inter-municipal technical working group for the cutflower trading bay feasibility study."

The mayor, through the EO signed on June 17, said that despite the massive volume of cutflowers passing through the province daily, the sector lacks a highly integrated, specialized, and climate-controlled trading bay within BAPTC that can efficiently cater to both local La Trinidad growers and producers from neighboring Benguet municipalities.

He said that the municipality has always been the primary hub for the cutflower trade in the Cordillera, while the neighboring towns in Benguet such as Atok, Tublay, Kibungan, and Buguias have also become premiere producers of high-value cutflowers.

Also, the BAPTC which is located in the municipality has been designated by the government as a state-of-the-art trading hub for the streamlining of agricultural logistics, as well as institutionalizing fair market practices to empower farmers.

"La Trinidad, as the host municipality, recognizes the economic necessity of collaborating with its sister municipalities to establish a unified, regulated, and sustainable cutflower trading ecosystem that protects the interests of farmers and boosts regional tourism and commerce," the mayor stated in the EO.

The inter-agency TWG shall be composed of the following: Senior Agriculturist Jay Sano of the Office of the Municipal Agriculturist (OMAG) as the chairperson, co-chaired by BAPTC Chief Operating Officer/Project Manager Ruth Diego or her representative, with members from the Municipal Planning and Development Coordinator Vicente Perez, DOST-Benguet Director Sheila Marie Singa-Claver, Benguet State University College of Agriculture representative Rashid Lokines, Benguet Provincial Agriculture Office Head Delinia Juan, La Trinidad Cutflower Association President Jojo Tiyap, Jake Badongen of the OMAG, Corazon Uyaan of the Municipal Accounting Office, and representative from the Department of Agriculture-Cordillera High Value Crops Program. Representatives from the OMAG and the BAPTC shall also be the secretariat of the TWG.

The TWG is tasked to conduct a holistic, data-driven feasibility study in the areas: host and inter-municipal logistics assessment, technical and post-harvest design, socio-economic and market viability, policy and boundary harmonization, and stakeholder consultation.

Further, the TWG is given 90 days to complete its assessments and shall come up with a comprehensive feasibility study report and business plan. These will be presented to the municipal mayor of La Trinidad, BSU, the BAPTC Project Steering Board, Department of Agriculture, Office of the Congressman, and the provincial government of Benguet for funding and other implementation strategies.

The expenses for the operation of the TWG shall come from the available funds of the municipal LGU of La Trinidad or through counterpart funding from BAPTC and participating municipal or provincial agricultural programs.

A BETTER ROAD, A BETTER CONNECTION BETWEEN COMMUNITIES. Residents of Barangay Tawang, will soon have a better access for travel once the LGU starts this year the construction of a 128 meter farm to market road connecting Purok 4 in Banig to Barangay Lubas.

The road area forms part of the private property of the Walsi-en family and thanks to Tawang Punong Barangay Julius Tiyap for coordinating the efforts to have the property be donated for public use.

Isabel Walsi-en said her family agreed to donate the lot to help her neighbors and the community as well.

Mayor Roderick Awingan, municipal engineer Benedict Pineda and secretary Roger Angel went to the site this morning to see the tasks ahead.

The project will involve installing a creek culvert, removing large boulders and constructing a concrete road pavement over the steep structure.

To assist them in their employment journey, thirty-three newly appointed municipal employees of La Trinidad and Atok undergo onboarding sessions on June 17 and 18 at Jack's Center in Betag, La Trinidad, Benguet.

Of the 33, two employees come from the municipal local government unit of Atok who joined the activity, which aims to orient incoming regular employees of the policies of working as a civil servant.

Mayor Roderick C. Awingan welcomed the employees and reminded them that they are now entering public service, thus, they must not think only of themselves but for the benefit of others.

"As you work in the government, treat it not only as a source of income, but as a public service," Mayor Awingan said.

He said the employees must practice professionalism at all times and protect the name of the municipality, as well as co-employees from defamation. The mayor said employees must support one another in order to become effective civil servants.

"Let us enjoy our employment here. The best reward is not monetary gain, but the smile and appreciation from our constituents when we serve them well," he said.

The two-day onboarding seminar tackles topics such as gender and development, anti-bastos law and the Republic Act 11313 or the safe spaces act, leave administration, ethics in the workplace, administrative discipline, Civil Service Commission rules and office policies, and briefing on RSP (recruitment, selection, and placement), learning and development, and PRAISE (Program on Awards and Incentives for Service Excellence), and pledge of commitment.

Municipal Human Resource Management Office Head Imelda Obidos, who spearheads the activity, said the onboarding seminar was started in 2024, and when other municipal LGUs heard of their activity, they also started to bring their incoming regular employees to join the seminar. Last year, she said there were also participants from Tublay.

With this, Mayor Awingan said the activity is one of the best practices of the municipality, which was extended to other neighboring municipal LGUs of Benguet. This is La Trinidad's commitment to being a big brother to other municipal LGUs in Benguet, as its capital town.

As of June, there are close to 700 employees including regular, job orders, and casual employees serving in La Trinidad with a population of 142,925 as per the 2024 census.

The 76th celebration of the Foundation Day of La Trinidad, Benguet gathered the townโ€™s vibrant community from the young to the old as a testament to this yearโ€™s theme: โ€œLimitless La Trinidad: Rooted by Heritage, Boundless in Vision.โ€

Mayor Roderick C. Awingan thanked previous officials stating that the municipality is now enjoying the results of the sacrifices made by previous officials and elders of the community, in making La Trinidad what it is today.

โ€œLooking forward, that is our challenge. In order for us to have a limitless future, the municipality cannot do it alone, we need all of you,โ€ Mayor Awingan said in his speech.

This was echoed by Golden Kayabang Awardee former mayor Artemio Galwan, who honored his predecessors including former mayor Edna Tabanda and the late Nestor Fongwan Sr. as his mentors throughout his term in the valley.

Benguet Rep. Eric Yap said no one can claim that they have singlehandedly changed the municipality for the better, because it is a collective effort.

โ€œThe challenge for us is how far will we go to preserve and bring progress to La Trinidad,โ€ Cong. Yap said in his speech.

Guest officials from the townโ€™s sister towns, Rosales in Pangasinan represented by Councilor Christopher Conrad Coloma in lieu of Mayor William Cezar and Mayor Brian Jess Terlaje of the municipality of Yona in Guam, also gave their congratulatory messages to the municipality and hopes for greater collaboration in the future.

Mayor Terlaje said La Trinidad and Yonaโ€™s relationship extend beyond the common understanding of indigenous practices of our communities which both honors our ancestors.

โ€œWe continue to learn from one another, embracing new opportunities for growth,โ€ Mayor Terlaje said.

Other former officials of the municipality also graced the event including former mayor and now Board Member Romeo Salda, former vice mayors Sammy Esguerra, Joey Marrero, and Josephine Gacad, among others together with current officials from the province led by Gov. Melchor Diclas, which became a reunion of sorts for not only the municipal but provincial officials as well.

Various civic organizations, church leaders who led the ecumenical service, and the community also joined the vibrant cultural celebrations from morning until the afternoon making it a truly community event.

Awingan to conduct their study on โ€œPublic engagement and communication of geothermal energyโ€. The team, who met with the mayor today, is composed of researchers led by Sandra Samantela (4th from l) for her PhD thesis and Adviser Heather Handley (middle), accompanied by research staff Bing Janer (2nd from l) and Jan Ceralde (5th from l). The research project is part of the EarthSafe program funded by the Horizon Europe MSCA (Marie Skล‚odowska-Curie Actions) Doctoral Network.
