Baguio City Mayor Benjamin Magalong presented certificates of recognition to 14 personnel of the Kaakibat Battalion and members of Joint Task Force Panagkaykaysa for their efforts during the emergency. The recognition highlighted the 5IDโ€™s role beyond territorial defense, with soldiers also expected to respond when communities are threatened by disasters, terrorism, and other emergencies.

For the Star Troopers, readiness for external defense goes hand in hand with a commitment to protect civilians within their areas of responsibility. Whether the threat comes from armed groups or a natural disaster, the soldiers must be ready to move when lives are at risk. Troops under the 5ID are trained and prepared for Humanitarian Assistance and Disaster Response (HADR) operations, including search, rescue, retrieval, and other emergency support.

The Guisad Surong operation demonstrated how that mandate is carried out on the ground. The soldiers worked alongside local authorities and other responders to reach affected residents, assist rescue efforts, and help communities recover from the crisis. The Army has repeatedly stressed that serving the people is an integral part of its mandate, alongside its responsibility to defend the country.
