𝗟𝗢𝗢𝗞 || 𝗗𝗔𝗥𝗔𝗕-𝗖𝗔𝗥 𝗔𝗱𝗷𝘂𝗱𝗶𝗰𝗮𝘁𝗲𝘀 𝗧𝗵𝗿𝗲𝗲 𝗟𝗮𝗻𝗱𝗵𝗼𝗹𝗱𝗶𝗻𝗴𝘀 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗕𝗹𝗲𝗻𝗱𝗲𝗱 𝗛𝗲𝗮𝗿𝗶𝗻𝗴𝘀

Geographical challenges did not hinder the timely adjudication of agrarian cases in Benguet as the Department of Agrarian Reform Adjudication Board–Cordillera Administrative Region (DARAB-CAR) conducted its first blended hearing, combining virtual and face-to-face proceedings, for three agrarian cases on July 30, 2026, in La Trinidad, Benguet.

The adjudicated landholdings are covered under the Support to Parcelization of Land for Individual Titling (SPLIT) Project located in Kayapa, Bakun; Paykek, Kapangan; and Camp 1, Tuba, all in the province of Benguet. Covering a combined area of more than nine (9) hectares, the cases involve petitions for the issuance of new Owner's Duplicate Copies of Certificates of Land Ownership Award (CLOAs) due to the loss of the original owner's duplicate copies.

The hearings were presided over by the OIC Regional Agrarian Reform Adjudicator and concurrent Provincial Agrarian Reform Adjudicator, Atty. Estrellita Briones. The concerned Agrarian Reform Beneficiaries (ARBs) were likewise assisted and represented by Attorney IV Wendy Lyn Balanban and Senior Agrarian Reform Program Officer May Rose Barroga of the Department of Agrarian Reform Provincial Office of Benguet (DARPO Benguet).

The blended mode of hearing is part of DARAB-CAR and DARPO Benguet’s continuing efforts to expedite the delivery of agrarian justice to ARBs residing in remote and geographically isolated areas of Benguet.

SPLIT PROJECT | Halos 7,000 na ektarya ng lupain sa Cordillera ang naipamahagi sa mga benepisyaryo sa ilalim ng Support to Parcelization of Lands for Individual Titling (SPLIT) project mula nang ipatupad ito, apat na taon na ang nakararaan.

Ayon kay DAR-CAR Assistant Regional Director for Operations Atty. Nelson Palaris, layunin nilang tapusin ang pamamahagi ng mga titulo ng lupa para sa mga agrarian reform beneficiaries hanggang sa susunod na taon.

Sa ilalim ng Project SPLIT, hinahati ang mga kolektibong titulo ng lupa o Collective Certificates of Land Ownership Award upang bigyan ang bawat magsasaka ng sarili at indibidual na titulo ng lupa.

Siniguro ni Pangulong Ferdinand R. Marcos Jr. sa kanyang na tatapusin ng pamahalaan ang pamamahagi ng mga titulo ng lupa sa susunod na taon.

SPLIT PROJECT | Isa si Cheryl Bay-an sa mga magsasaka mula sa Benguet na nagbenepisyo sa Support to Parcelization of Lands for Individual Titling (SPLIT) Project na flagship initiative ng DAR.

Ang pagtanggap ni Bay-an ng e-title ay nangangahulugang nabigyan siya ng full ownership sa lupang kanilang matagal nang sinasaka.

Sa , ibinahagi ni Pangulong Ferdinand R. Marcos Jr. na ipagpapatuloy ng pamahalaan ang pamamahagi ng titulo ng lupa hanggang sa susunod na taon.

Sa kabuuan, lagpas 400,000 na ang naipamahagi na titulo sa mga magsasaka sa buong bansa.

DAR SPLIT Benguet impacts👇

A total of 1, 816 agrarian reform beneficiaries from Benguet have officially secured legal rights to their agricultural lands through the Support to Parcelization of Lands for Individual Titling (SPLIT) project of the Department of Agrarian Reform (DAR).

This program aims to rectify a long-standing issue in Philippine agrarian reform by converting collective land titles into individual ones.

For Agustin Baltazar, receiving their land title is a huge relief, as they have been waiting for the document since their parents passed away.

After more than three decades of waiting, hope rises for Agrarian Reform Beneficiaries (ARBs) in Taloy Norte, Tuba, Benguet as the Department of Agrarian Reform Provincial Office (DARPO) of Benguet conducted an initial pulong-pulong on June 30, 2026, for the parcelization of a Collective Certificate of Land Ownership Award (CLOA) covering more than 221 hectares.

The Collective CLOA, awarded in 1995 to more than 75 ARBs, is among the landholdings covered under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project. Through the project, ARBs will receive individual E-Titles that strengthen land tenure security and affirm their ownership rights.

During the activity, DARPO Benguet representatives discussed the objectives of the SPLIT Project, the parcelization process, and the succeeding activities to be undertaken. The concerns and issues raised by the affected ARBs were likewise addressed, with recommendations provided to help ensure the smooth and efficient implementation of the project.

The activity is part of the parcelization process before a survey will be conducted starting on July 6, 2026.

Under the leadership of Lailani A. Cortez, DARPO Benguet remains steadfast in fast-tracking the parcelization of SPLIT-covered landholdings across the province, fulfilling the long-awaited aspiration of ARBs to receive their individual land titles after years of collective ownership.

LOOK || 𝗬𝗼𝘂𝗻𝗴 𝗕𝗲𝗻𝗴𝘂𝗲𝘁 𝗙𝗶𝗹𝗺𝗺𝗮𝗸𝗲𝗿𝘀 𝗔𝗱𝘃𝗮𝗻𝗰𝗲 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗣𝗲𝗹𝗶𝗸𝘂𝗹𝗔𝗴𝗿𝗮𝗿𝘆𝗼 𝗙𝗶𝗹𝗺 𝗟𝗮𝗯

As part of the Department of Agrarian Reform’s (DAR) continuing effort to engage the youth in agrarian reform through creative filmmaking and storytelling, the DAR Provincial Office of Benguet, in partnership with the DAR-CAR Regional Office, facilitated the two-day PelikulAgraryo Film Lab on June 22–23, 2026.

The Film Lab, conducted through online modality aimed to enhance the participants’ knowledge and skills in filmmaking. The activity featured sessions on scriptwriting, dramaturgy, cinematography, and video editing to equip students with the tools needed to effectively tell agrarian reform stories.

Prior to the training, DARPO Benguet, under the leadership of its OIC Provincial Agrarian Reform Program Officer II, Lailani Cortez immersed participating students in selected agrarian reform communities, where they interviewed agrarian reform beneficiaries (ARBs) whose stories they will portray in their films. This exposure enabled the students to gain firsthand insights into the experiences, challenges, and achievements of ARBs.

This year, Benguet will field ten teams in the 2026 PelikulAgraryo competition, comprising eight teams under the ARB Category and two teams under the Agrarian Reform Beneficiary Organization (ARBO) Category. The contenders are students from the University of Baguio (UB), Benguet State University (BSU), University of the Cordilleras (UC), and University of the Philippines (UP)- Baguio.
