DOST-PAGASA has issued weather advisories regarding the continuous moderate to heavy rains brought about by the prevailing Southwest Monsoon (Habagat), affecting the western sections of Northern and Central Luzon, including the Province of Benguet.
β’ The weather advisory further highlights that forecasted rainfall may be heavier in mountainous and elevated areas, and that the impacts will be worsened by the significant antecedent rainfall that has already saturated the soil.
β’ Declaration of Pre-Emptive Evacuation. A pre-emptive and, if necessary, forced evacuation is hereby declared and ordered for all residents living in high-risk areas and hazard-prone areas within La Trinidad.
β’ Authority to Enforce Pre-Emptive or Forced Evacuation. The Punong Barangays, as Chairpersons of the Barangay Disaster Risk Reduction and Management Committees (BDRRMCs), are hereby authorized to enforce this order and, if warranted, to conduct forced evacuation. Families to be pre-emptively or forcibly evacuated shall be transported and temporarily housed in the designated evacuation centers of the Barangay. The implementation of this order should be pursuant to the provisions under Article ###IX of the Municipal Disaster Risk Reduction and Management Code (Municipal Ordinance 12 β 2019).
β’ Precautionary Measures. To ensure the implementation of the recommended precautionary measures from the DENR-MGB for flood- and rain-induced landslides, the following protocols shall be strictly observed:
β’ For Identified Flood-Prone Barangays
-For moderate susceptibility, Barangay DRRM Committees shall monitor the rapid decrease/ increase of floodwater level from active river systems. Implement pre-emptive evacuation when floodwaters are about to reach 0.5 meters. Enforce pre-emptive evacuation protocols, particularly for households situated along riverbanks, due to the threat of riverbank erosion and slope undercutting.
-Under high susceptibility, enforce pre-emptive evacuation protocols, especially for households situated near riverine or active river systems. Remove obstructions along river channels to allow floodwaters to pass freely. Strictly avoid identified flash flood-prone areas.
β’ For Identified Landslide-Prone Barangays
-Under low susceptibility, the Barangays should coordinate closely with upstream barangays regarding landslides that may cause artificial damming of rivers and consequent debris flows. Advise residents near streams or channels to remain vigilant for sudden increases or decreases in water flow, or for water that changes from clear to muddy, as these may be signs of an approaching debris flow. Preferably, enforce pre-emptive evacuation for residents living near streams or channels.
-For moderate susceptibility, any cracks or unusual ground movement (e.g., in streets, walls, floors, and around windows or doors), as well as tilting of floors, posts, or walls, should be closely monitored and immediately reported to the La Trinidad MDRRMC EOC. Pre-emptive evacuation of affected residents should be implemented immediately by the Barangay. Residents living at or near the foot of gullies or creeks should be considered for pre-emptive evacuation, as these may serve as pathways for landslides and debris flows.
-For high to very high susceptibility, pre-emptive evacuation is strongly recommended for barangays located in or within the vicinity of areas exhibiting active slope movement. Residents should not be allowed to return to barangays and areas where a landslide occurred until authorities declare the area safe for occupancy. Strictly monitor road networks traversing areas with high to very high susceptibility to landslides. LGUs may opt to temporarily close roads to all forms of vehicles until the areas are deemed safe by the appropriate authorities, such as the DPWH or the Municipal Engineering Office.
