A new โ‚ฑ120-million program is opening a different path for student innovators by helping them turn research and ideas into actual startup businesses.

SIBOL, CHED, DOST-PCAARRD, and Isabela State University are working with 24 state universities and colleges that already operate Agri-Aqua Technology Business Incubators.

Each participating university-based incubator received โ‚ฑ5 million to implement the program over two years.

Students under the program can receive mentoring, business development support, market validation, access to facilities, technical and financial assistance, and connections with industry as they develop their ideas into viable enterprises.

โ€œThe program aims to help our students move beyond research and transform their innovations into viable startup enterprises,โ€ CHED Chairperson Shirley Agrupis said.

But SIBOL could go beyond simply funding student businesses. Its Joint Technical Working Group is also working to integrate entrepreneurship into higher education by enabling students to pursue startup development as an alternative to a thesis, capstone project, or on-the-job training.

This does not mean students can already replace their thesis or OJT with a startup. The alternative is still a pathway being developed under SIBOL for participating institutions and is not yet a nationwide rule covering all college students or courses.

Each participating SUC is also expected to support 10 student innovators, while the program is targeting the creation of at least 200 local enterprises by the end of its two-year implementation.

LOS BAร‘OS, Laguna โ€” To secure long-term investment, commercial pathways, and strategic partnerships for local agricultural and aquatic innovations, key technology-transfer leaders from Region I joined the โ€œRAISE Forward 2026โ€ national summit held at the DOST-PCAARRD Headquarters on August 11โ€“14.

Leading the Region I delegation are prominent academic and project heads from Mariano Marcos State University (MMSU) and Don Mariano Marcos Memorial State University (DMMMSU). The delegation is led by Dr. Nathaniel R. Alibuyog, MMSU Vice President for Research, Development, and Innovation, along with Dr. Dionisio S. Bucao, RAISE Region I Program Leader and Project Leader for Regional Intellectual Property and Technology Business Management (IPTBM). Joining them are Prof. Victoria Malaya, Assistant Program Leader for RAISE Region I and Project Leader for DMMMSUโ€™s Regional Agri-Aqua Technology Business Incubation (ATBI); Prof. Ethel Reynda M. Calivoso, Project Leader for the Regional Agribusiness Hub (ABH); and Dr. Love Grace D. Campano, Project Leader for the Regional Knowledge Management (KM) Hub.

The summit kicked off on August 11 with the 3rd Agri-Aqua Innovation Pitching Fest (AIPF) 2026, where regional innovators presented high-potential technologies directly to investors, industry leaders, and prospective adopters. Beyond tech exhibitions, the opening day served as a matchmaking venue to help bring academic research into commercial spaces.

The focus shifted toward long-term strategy on August 12 and 13 during the RAISE Program Sustainability Planning Workshop. Implementers assessed current benchmarks, set performance metrics, and drafted actionable roadmaps designed to keep regional technology transfer active and financially viable beyond RAISE Phase 2.

The event concludes on August 14 with the Progress Review for RAISE Program Batch 1, Phase 2, evaluating key achievements, resolving operational bottlenecks, and refining action plans for ongoing initiatives.

By participating in RAISE Forward 2026, the Region I delegation reinforces its mission to transform regional research into viable commercial enterprises that support farmers, fisherfolk, and agribusinesses across Northern Luzon.

LINGAYEN, PANGASINAN โ€” The Regional Agri-Aqua Innovation System Enhancement (RAISE) Ilocos Region, led by the Don Mariano Marcos Memorial State University Regional Agri-Aqua Technology Business Incubator (DMMMSU-ATBI), staged the Region 1 Technology Pitch Fest 2026 at Pangasinan State University (PSU) on August 5โ€“6, 2026.
The event was organized in collaboration with the Mariano Marcos State University Intellectual Property and Technology Business Management Office (MMSU-IPTBM), the MMSU Regional Agribusiness Hub (MMSU-ABH), and the IPTBM Projects of DMMMSU and PSU.
The two-day activity gave Consortium Member Institutions (CMIs) a platform to present technology-based innovations with strong commercialization potential. It also promoted knowledge exchange, the sharing of best practices, and the formation of strategic partnerships across the regional innovation ecosystem. On the first day, RAISE Region I project leaders and staff provided the participating innovators with technical guidance and commercialization insights.
Thirteen technology pitchers from state universities and colleges in Region 1 competed in the Food and Non-Food categories, presenting their innovations virtually before panels of evaluators.
In the Food Category, Johnmel A. Valerozo of MMSU won first place for Probiotic Vanilla Ice Cream. Rossana P. Abat of DMMMSU placed second for Nutri-Squash Bread, while Alvin S. Aguilan of PSU took third place for Binagoongang Bangus in Pouch.
In the Non-Food Category, Rex B. Basuel of PSU clinched first place for Integrated Filtration and Electrodialysis of Seawater for Cooked Salt Production. Jayson Cariaga of MMSU placed second for the NBERIC Nipahol Stove, and Jay Ron A. Masanit of DMMMSU placed third for the Spore Trap for Mulberry Leaf Rust.
The expert evaluators in the food category include Mr. Timoteo โ€œUncle Tomโ€ De Guzman, Ms. Jobelle M. Raut (DTI); and Ms. Princess P. Abuan (FDA). Meanwhile, Ms. Mary Khristyna C. Doctor (Nutridense); Ms. Antonieta Evangelista; and Mr. Marlon G. Mendez for the non-food category.
Beyond the competition, the Regional Technology Pitch Fest deepened collaboration among the CMIs of the Ilocos Agriculture, Aquatic and Natural Resources Research and Development Consortium (ILAARRDEC). The activity advanced the RAISE Programโ€™s goals of accelerating technology commercialization, supporting innovation-driven entrepreneurship, and strengthening the capacity of research institutions to transform research outputs into sustainable enterprises.
The activity was made possible through the funding support of the DOST-PCAARRD National RAISE Program and the cooperation of the sponsoring RAISE Projects led by Dr. Dionisio Bucao, RAISE Ilocos Program Leader and MMSU-IPTBM Project Leader; Prof. Victoria N. The three-day capacity-building activity brought together MSMEs, aspiring entrepreneurs, and innovators to strengthen their knowledge and skills in agribusiness enterprise development. Through engaging lectures, interactive workshops, and hands-on mentoring sessions, participants explored key topics, including entrepreneurial mindset, business model development, enterprise planning, marketing, branding, financial management, business registration, intellectual property management, and technology promotion.

A key highlight of the training was the development and presentation of participants' enterprise plans, equipping them with practical strategies to transform their agribusiness ideas into viable and market-ready enterprises.

Hosted at DMMMSU-NLUC, the activity was supported by the ๐‘๐€๐ˆ๐’๐„โ€“๐‘๐ž๐ ๐ข๐จ๐ง๐š๐ฅ ๐€๐ ๐ซ๐ข-๐€๐ช๐ฎ๐š ๐“๐ž๐œ๐ก๐ง๐จ๐ฅ๐จ๐ ๐ฒ ๐๐ฎ๐ฌ๐ข๐ง๐ž๐ฌ๐ฌ ๐ˆ๐ง๐œ๐ฎ๐›๐š๐ญ๐จ๐ซ (๐€๐“๐๐ˆ) ๐จ๐Ÿ ๐ƒ๐Œ๐Œ๐Œ๐’๐”, whose team provided invaluable assistance throughout the conduct of the training and served as resource speakers in selected sessions.
