Lagawe, Ifugao โ€“ The 14th Regional Community Defense Group (14RCDG), Reserve Command, Philippine Army, successfully conducted the Change of Command Ceremony of the 1402nd Community Defense Center (1402CDC), signifying the formal transfer of leadership and responsibility in ensuring the effective administration, training, and mobilization of reservists within its area of responsibility on 02 August 2026 held at Abra State Institute of Science and Technology (ASIST), Bangued Campus, Zone 4, Bangued, Abra.

The ceremony was presided over by COL OSCAR B BALIGNASAY JR INF (GSC) PA, Group Commander, 14RCDG, and attended by officers, enlisted personnel, reservists, civilian human resources, and distinguished guests of 1402CDC. During the ceremony, the outgoing Community Defense Center Director, MAJ JESSIE D ADDUN (OS) PA, formally relinquished command to the incoming CDC Director, LTC FEDERICO M MORALES (INF) PA through the traditional turnover of authority, symbolizing the continuity of leadership and commitment to service.

In his message, COL BALIGNASAY JR expressed his sincere appreciation to the outgoing CDC Director for his dedicated service, exemplary leadership, and valuable contributions to the accomplishments of the 1402CDC. He also congratulated the incoming CDC Director and challenged him to lead with integrity, professionalism, and commitment in strengthening the reserve force, enhancing operational readiness, and sustaining community engagement initiatives. "A strong leadership ensures a stronger reserve force. Together, we remain steadfast in our mission of serving the people and securing the nation," COL BALIGNASAY JR said.

The Change of Command Ceremony highlights the Philippine Army's enduring commitment to maintaining strong and capable leadership while ensuring the uninterrupted delivery of its mandate to organize, train, equip, and administer the Army Reserve Force in support of national defense, security, and disaster response operations.

๐‘ป๐‘ผ๐‘ฉ๐‘ณ๐‘จ๐’€, ๐‘ฉ๐’†๐’๐’ˆ๐’–๐’†๐’• - The 1401st Community Defense Center (1401CDC), 14th Regional Community Defense Group, Reserve Command, Philippine Army, successfully conducted the "Benguet Laang-Kawal Love and Care" Community Outreach Program on 18 July 2026 at Ambongdolan Elementary School, Brgy. Ambongdolan, Tublay, Benguet. The activity benefited 78 pupils from Ambongdolan Elementary School and Langbis Primary School, highlighting the Philippine Armyโ€™s commitment to community service and youth development.

The outreach program brought together personnel from the 1401CDC, the 1401st Ready Reserve Infantry Battalion (1401RRIBn), Joint Task Unit "Panagkaykaysa", the Philippine National Police (PNP) Tublay, barangay officials, and school personnel, demonstrating a strong spirit of collaboration and volunteerism.

During the activity, all 78 pupils received school bags, school supplies, slippers, and other educational materials to help them prepare for this school year. In addition, volunteers provided free haircuts to 50 children, conducted tutorial and storytelling sessions, organized parlor games, served meals to the pupils and their parents, and awarded cash prizes to 35 participants in the games.

The successful outreach program strengthened the partnership among the Philippine Army, local government units, educators, law enforcement, and other stakeholders in promoting volunteerism and civic responsibility. Through initiatives such as the "Benguet Laang-Kawal Love and Care" program, the 1401st Community Defense Center continues to foster stronger civil-military relations, support community development, and create meaningful opportunities that contribute to the well-being and future of the youth of Benguet.

BAGUIO CITY โ€“ On 16 July 2026, COL EMMANUEL L. DIASEN JR, GSC (INF) PA, Director, 1401 Community Defense Center (1401CDC), attended the unveiling of the West Philippine Sea Mural Wall Painting with the theme, "Our Seas. Our Rights. Our Future." The activity was spearheaded by the 1st Civil Relations Group (1CRG), Civil-Military Operations Center (CMOC), Armed Forces of the Philippines (AFP) under the leadership of 2LT MAY ROSE S. AVILES PAF, Deputy Commander, 1CRG, in partnership with the City Government of Baguio and the Creative Baguio City Council. Held at Happy Homes, Old Lucban, Baguio City, the event brought together Advance ROTC Cadet Officers and Reservist personnel from 1401st Ready Reserve Infantry Battalion, local government officials, artists, and community stakeholders in a symbolic celebration of patriotism, unity, and national awareness.

During the program, COL DIASEN JR participated in the ceremonial ribbon-cutting and delivered the welcome remarks, emphasizing the importance of preserving national identity and promoting public awareness of the country's maritime interests through meaningful community initiatives. The mural, made possible through the collaboration of the AFP, the City Government of Baguio, and the Creative Baguio City Council, serves as a visual representation of the Philippines' maritime heritage and the collective responsibility of every Filipino in safeguarding the nation's territorial integrity. The 14th Regional Community Defense Group (14RCDG), Reserve Command, Philippine Army, formally welcomed 12 newly commissioned Lieutenants through a courtesy call on Colonel Oscar B. Balignasay Jr., Philippine Army, Group Commander, at the unit headquarters in Sitio Bahawit, Barangay Poblacion West, Lagawe, Ifugao on 14 July 2026.

The newly commissioned lieutenants are former Reserve Officers' Training Corps (ROTC) Cadet Officers from various universities and colleges across the Cordillera Administrative Region (CAR). Through years of military training, leadership development, and academic excellence, they have successfully transitioned from student leaders into commissioned officers of the Philippine Army. Their commissioning reflects not only their personal dedication and perseverance but also the significant role of higher educational institutions throughout the Cordillera in producing disciplined, competent, and service-oriented citizens prepared to contribute to national defense and nation-building.

In his message, COL Balignasay congratulated the newly commissioned lieutenants on reaching a significant milestone in their military journey. He emphasized that discipline, perseverance, integrity, and professionalism are the cornerstones of effective leadership.

The newly commissioned lieutenants expressed their sincere appreciation for the warm welcome and the Group Commander's inspiring leadership. The call to serve has been answered. Under the leadership of Col. Oscar B. Balignasay Jr., INF (GSC) PA, Group Commander of the 14th Regional Community Defense Group (14RCDG), 120 aspiring reservists from across the Cordillera Administrative Region (CAR) formally began their 45โ€‘day Basic Citizen Military Training (BCMT) Class 01โ€‘2026 on 6 July 2026 at the Regional Evacuation Center in Poblacion, Bauko, Mountain Province.

The opening ceremony was honored by the presence of Mr. Angel B. Baybay, representative of Hon. Bonifacio C. Lacwasan Jr., Governor of Mountain Province and focal person of the Provincial Peace and Order Council of Mountain Province. LTC Edwin Duclan (INF) PA, Commanding Officer of the 102IB represented Brigadier General Rhenante M. Salvador, Commander of the 503rd Infantry Brigade, 5th Infantry Division, Philippine Army, also attended and delivered an inspiring message to the trainees.

The event gathered the 120 BCMT trainees, training staff, military leaders, local government officials, and partner agencies. Speakers challenged the participants to meet every obstacle with courage, integrity, and resilience. More than physical conditioning, the BCMT aims to develop responsible citizens and capable reservists prepared to respond to disasters, support national security, and lead their communities with honor.

As the training begins, these recruits accept the responsibility of wearing the uniform and the mission of becoming role models of patriotism, discipline, and selfless service. Over the next 45 days, they will be challenged, strengthened, and molded into competent reservists committed to serving their country and communities.

The ceremony was held at So. Poblacion West, Lagawe, Ifugao, and was simultaneously attended by its six (6) Community Defense Centers (CDCs) through an online Video Teleconference (VTC), reaffirming the Armed Forces of the Philippines' commitment to national sovereignty, the rule of law, and the protection of the country's maritime rights.

During the ceremony, COL Oscar B. Balignasay Jr., Group Commander of the 14RCDG, read the message of General Romeo S. Brawner Jr., Chief of Staff of the Armed Forces of the Philippines. In his message, General Brawner emphasized that the 2016 Arbitral Ruling remains a historic milestone that upholds the Philippines' sovereign rights in the West Philippine Sea under international law. He reminded all AFP personnel of their enduring responsibility to protect the nation's territorial integrity, strengthen the country's defense posture, and carry out their duties with professionalism, discipline, and unwavering commitment while promoting peace and stability.

The Advance Reserve Officers' Training Corps (Advance ROTC) in the Cordillera Administrative Region (CAR), under the supervision of the 14th Regional Community Defense Group (14RCDG), proudly celebrates another significant milestone as its former cadet leaders successfully completed the Officer Candidate Courseโ€“Reserve Officers' Training Corps (OCC-ROTC) Classes "Talagilab" 03-2026 and "Gundaway" 64-2026.
