Today, September 2, 2026, we commemorate the 81st Victory Day in the Province of Ifugao; a special day of remembrance honoring the historic surrender of Japanese Imperial Army General Tomoyuki Yamash*ta in Kiangan.

Pursuant to Republic Act No. 11120, September 2 is observed as a Special Non-Working Holiday in the Province of Ifugao.

As we remember this significant moment in history, we pay tribute to the bravery and sacrifices of our Filipino soldiers, American allies, and our very own Ifugao guerrillas who fought courageously for the freedom we enjoy today.

May their courage, sacrifice, and legacy continue to inspire generations of Ifugaos.

As challenges increasingly extend beyond geographical borders, we reaffirm our commitment to responsive governance, stronger partnerships, and policies that protect the welfare of every Filipino—wherever they may be.

With heartfelt sympathy and solidarity, the Philippine Councilors League (PCL)–Ifugao Provincial Federation paid tribute to the late Hon. Jose C. Halipan, incumbent member of the Sangguniang Bayan of Aguinaldo, Ifugao.

Following the PCL-Ifugao Officers’ Meeting held on August 28, 2026, the officers signed Resolution No. 1, Series of 2026, formally expressing their deepest condolences and sympathy to the family and loved ones of Hon. Halipan.

Today, the PCL-Ifugao Chapter, represented by its P.R.O., Hon. Coun. Doreen Banhan, personally brought this message of sympathy to his hometown in Aguinaldo, Ifugao, along with financial assistance from the organization’s fund as a gesture of support and solidarity with the bereaved family.

May the legacy and service of Hon. Jose C. Halipan continue to be remembered by the people and communities he served.
