The Dagyaw 2026 under the PH-OGP Localization Program is a platform for meaningful dialogue and collaboration between local governments, civil society, and other stakeholders.

The consultation aims to promote participatory, inclusive, transparent, and open governance by providing a space where communities can raise concerns, share recommendations, and help shape local government programs and policies.

๐ƒ๐€๐†๐˜๐€๐– ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ” | The Department of the Interior and Local Government (DILG)โ€“Cordillera, in partnership with DILG-Ifugao, rolls out the Dagyaw Open Government Town Hall Forum on Monday, September 7, in the province of Ifugao.

The forum kicked off in the Municipality of Asipulo, where the municipal government highlighted its community-driven development projects under its โ€˜Kayyagudโ€™ program, an Ifugao expression meaning โ€œgood,โ€ โ€œexcellent,โ€ or โ€œwell done.โ€

Kayyagud serves as a core governance philosophy and official branding framework adopted by the Local Government Unit (LGU) of Asipulo, reflecting the municipalityโ€™s developmental vision anchored on transparency, public efficiency, and people excellence.

The Philippine Open Government Partnership (PH-OGP) Localization Program is a government initiative led by the DILG that brings the principles of transparency, accountability, and citizen participation closer to local communities.

With the theme, โ€œAdvancing the Philippine Agenda for Localization of Open Government Partnership,โ€ the DILG and the 10 cohort LGUs will present their respective flagship programs to their constituents and engage stakeholders through an open dialogue in a town hall meeting format.

The forum serves as a platform for citizens to directly provide feedback, raise concerns, and offer recommendations toward strengthening the proposed programs and ensuring that they respond to the needs and priorities of local communities.

๐—”๐—™๐—™๐—ข๐—ฅ๐——๐—”๐—•๐—Ÿ๐—˜ ๐—ฅ๐—œ๐—–๐—˜ | Permanent and job order employees of the Ifugao Provincial Local Government Unit (PLGU) with Salary Grade 10 and below were allowed to avail of the โ€œBenteng Bigas, Meron Na!โ€ Program.

The Provincial Agriculture, Environment and Natural Resources Office (PAENRO) explained that low-wage PLGU employees were prioritized on a first-come, first-served basis due to the limited supply of rice.

Qualified employees who are registered under the Registry System for Basic Sectors in Agriculture (RSBSA) and did not avail of the program during the previous five months were allocated one sack of rice each, while the rest of the qualified beneficiaries were allotted 25 kilograms of rice.

In case all target beneficiaries have been accommodated and rice stocks remain available, employees with Salary Grade 11 and above may also avail of the affordable rice under the โ€œBenteng Bigas, Meron Na!โ€ Program, as part of the activities for the 126th Philippine Civil Service Anniversary (PCSA) celebration.

OPAPRU Secretary Mel Senen Sarmiento, together with other government officials, led the ribbon-cutting ceremony marking the completion of the improvement of the Lebeng-Cupang and Liwon-Ballukuk access roads (Phase 1), with a total project cost of more than P40 million.

Liwon Punong Barangay Florencio Nangimlo and Namal Punong Barangay Grace Tayaban lauded OPAPRU, the Provincial and Municipal Local Government Units (LGUs), and other government agencies for their support, which they said will benefit residents in the area.

๐๐ˆ๐Ž๐’๐„๐‚๐”๐‘๐ˆ๐“๐˜ ๐Œ๐„๐€๐’๐”๐‘๐„ ๐€๐†๐€๐ˆ๐๐’๐“ ๐€๐’๐… | The Municipal Government of Lamut has temporarily prohibited the sale, distribution, and display of imported and frozen pork and pork products as an emergency biosecurity measure against African swine fever (ASF).

Municipal Mayor Atty. Mariano B. Buyagawan Jr. issued Executive Order No. 78, Series of 2026, on September 3, declaring the temporary ban to protect local hog raisers and prevent the possible introduction and spread of ASF in the municipality.

The order covers all public markets, supermarkets, grocery stores, meat shops, restaurants, eateries, and other business establishments within Lamut.

Under the order, the sale, offering for sale, and distribution of imported pork, frozen pork, and processed pork products of foreign origin are prohibited. The storage and display of these products for commercial purposes, as well as their transportation into Lamut for sale, are likewise prohibited.

The municipal government said the measure is intended to protect animal health and the livelihood of Lamut residents while awaiting appropriate legislative action from the Sangguniang Bayan.

However, the order exempts fresh pork and pork products sourced from areas certified by the Department of Agriculture-Bureau of Animal Industry as ASF-free, provided these are accompanied by valid shipping permits, a Veterinary Health Certificate, and a National Meat Inspection Service Meat Inspection Certificate. These products must also be cleared and inspected by the Provincial Veterinarian upon entry.

The order takes effect on September 5, 2026, and will remain in force until it is lifted or until the Sangguniang Bayan enacts an ordinance on the matter.

Guest speaker Commissioner Engr. Purisimo L. Tiam emphasized the importance of preserving ancestral heritage, upholding cultural pride, and ensuring that indigenous traditions continue to guide future generations.

The celebration gathered Indigenous Peoplesโ€™ representatives from various barangays, along with local officials, employees, and community members who participated in the activities.

The program concluded with a traditional โ€œhamul,โ€ or community feast, symbolizing unity, camaraderie, and the richness of shared Indigenous culture.

๐—ฃ๐—”๐— ๐—”๐—ก๐—” ๐—ฃ๐—ฅ๐—ข๐—๐—˜๐—–๐—ง๐—ฆ | The implementation of P290 million worth of projects funded under the Payapa at Masaganang Pamayanan (PAMANA) Program officially kicked off with an all-in-one groundbreaking ceremony held today, September 3, 2026, in Lamut town.

Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Mel Senen Sarmiento, together with Governor Jerry Dalipog and other officials, led the activity aimed at strengthening peacebuilding and transformation efforts in the province.

The projects include the P100-million improvement of the Malingan-Nunhabatan Road in Lamut, the P100-million improvement of the Awan-Igid-Pula Road, and the P30-million improvement of Cambulo Road in Banaue.

The municipality of Hungduan also received funding for the P45-million improvement of the Poblacion-Maggok-Nagacadan Road and the P15-million establishment of Indigenous Peoples Tribal Centers for Peace Engagement, Solidarity, and Empowerment in Hapao.

The PAMANA-funded projects are expected to improve road connectivity, enhance access to communities, and support peace and development initiatives across the province.

๐‡๐ˆ๐’๐“๐Ž๐‘๐ˆ๐‚๐€๐‹ ๐๐Ž๐Ž๐Š | A historical publication was unveiled and signed during the commemoration of the 81st Victory Day at the World War II National Shrine in Kiangan on September 2. The book signing was led by Major General Gulliver L. Seรฑires, Commanding Officer of the 5th Infantry Division; Governor Jerry U. Dalipog; and Undersecretary Reynaldo B. Mapagu, Administrator of the Philippine Veterans Affairs Office.

Published by the 5th Infantry โ€œStarโ€ Division, Philippine Army, the book, titled: Victory in the Mountains: The Capture of Yamash*ta and the Triumph at Kiangan (1945), documents the events surrounding the capture of Japanese General Tomoyuki Yamash*ta in Kiangan in 1945, marking a significant chapter in the final days of World War II in the Philippines.

The 5th Infantry โ€œStarโ€ Division said the book provides a lasting record of the courage and sacrifices of Filipino and Allied forces, veterans, resistance fighters, and civilians who endured the war. It also serves as a bridge between generations by keeping the lessons of Kianganโ€™s wartime history accessible to future Filipinos.

A number of copies of the book were turned over to the Provincial Government of Ifugao for distribution to the local government units.
