𝗝𝘂𝗻𝗲 𝟮𝟱, 𝟮𝟬𝟮𝟲 | 𝗣𝗖𝗘𝗗𝗗 𝗮𝗻𝗱 𝗡𝗖𝗠𝗕-𝗖𝗔𝗥 𝗖𝗼𝗻𝗱𝘂𝗰𝘁 𝗖𝗮𝗽𝗮𝗯𝗶𝗹𝗶𝘁𝘆-𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗦𝗲𝗺𝗶𝗻𝗮𝗿 𝗳𝗼𝗿 𝗟𝗼𝗰𝗮𝗹 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲𝘀

The Provincial Government of Ifugao, through the Provincial Cooperative and Enterprise Development Division (PCEDD), in partnership with the National Conciliation and Mediation Board (NCMB-CAR), successfully conducted a Capability-Building Seminar for medium and large cooperatives in the province. The activity was held at Hope Bible School, Macmac-ac, Lagawe, Ifugao.

Representing the Governor, 𝗛𝗼𝗻. 𝗣𝗲𝗱𝗿𝗼 𝗚. 𝗠𝗮𝘆𝗮𝗺-𝗼, Chairperson of the Sangguniang Panlalawigan Committee on Laws, Justice, Rules, Ethics, Good Governance, and Boundary Disputes, delivered the welcome remarks and acknowledged the participants. In his message, he emphasized the value of mediation and conciliation as effective mechanisms for resolving workplace disputes, highlighting alternative dispute resolution as a faster, more cost-effective, and collaborative approach than judicial and quasi-judicial proceedings. He also expressed his appreciation to the organizers and reaffirmed his support for continued capacity-building initiatives for cooperatives across the province.

The seminar covered topics on 𝗮𝗹𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝘃𝗲 𝗱𝗶𝘀𝗽𝘂𝘁𝗲 𝗿𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻, 𝗰𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲 𝗱𝗶𝘀𝗽𝘂𝘁𝗲 𝗿𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗲𝘀, 𝘄𝗮𝗴𝗲 𝗼𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝘄𝗮𝗴𝗲 𝗱𝗶𝘀𝘁𝗼𝗿𝘁𝗶𝗼𝗻, and 𝗴𝗲𝗻𝗲𝗿𝗮𝗹 𝗹𝗮𝗯𝗼𝗿 𝘀𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝘀, equipping participants with practical knowledge to effectively address workplace concerns while ensuring compliance with existing labor laws and regulations. The activity gathered 35 representatives, including members of the boards of directors, officers, and management staff from 18 medium and large cooperatives across the province.

Representatives from the 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 (𝗖𝗗𝗔-𝗖𝗔𝗥), 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗖𝗼𝗻𝗰𝗶𝗹𝗶𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗠𝗲𝗱𝗶𝗮𝘁𝗶𝗼𝗻 𝗕𝗼𝗮𝗿𝗱 (𝗡𝗖𝗠𝗕-𝗖𝗔𝗥), 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗧𝗿𝗶𝗽𝗮𝗿𝘁𝗶𝘁𝗲 𝗪𝗮𝗴𝗲𝘀 𝗮𝗻𝗱 𝗣𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝘃𝗶𝘁𝘆 𝗕𝗼𝗮𝗿𝗱 (𝗥𝗧𝗪𝗣𝗕), and the 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗟𝗮𝗯𝗼𝗿 𝗮𝗻𝗱 𝗘𝗺𝗽𝗹𝗼𝘆𝗺𝗲𝗻𝘁 (𝗗𝗢𝗟𝗘-𝗜𝗳𝘂𝗴𝗮𝗼) served as resource speakers, sharing valuable insights and best practices to promote harmonious labor-management relations and strengthen institutional compliance among cooperatives.

The successful conduct of the seminar reflects the Provincial Government of Ifugao's continued commitment, through the Provincial Cooperative and Enterprise Development Division (PCEDD) and its partner agencies, to strengthen cooperatives and support sustainable cooperative development across the province.

𝑷𝑳𝑮𝑼-𝑰𝑭𝑼𝑮𝑨𝑶 𝒕𝒉𝒓𝒖 𝑷𝑪𝑬𝑫𝑫 𝒄𝒐𝒏𝒅𝒖𝒄𝒕𝒔 𝒂𝒔𝒔𝒆𝒔𝒔𝒎𝒆𝒏𝒕 𝒂𝒏𝒅 𝒄𝒐𝒐𝒑𝒆𝒓𝒂𝒕𝒊𝒗𝒆 𝒐𝒓𝒊𝒆𝒏𝒕𝒂𝒕𝒊𝒐𝒏

April 17, 2026 - The Provincial Local Government Unit (PLGU) of Ifugao, through the Provincial Cooperative and Enterprise Development Division (PCEDD), conducted an assessment cm orientation for the three registered farmers' organizations at Amganad, Banaue, Ifugao which was participated by 45 active officers and members of the Wanti FA, Bungubung FA and Gutmu CAO.

This activity aimed to educate association members on the structural differences between an association and a cooperative, highlighting the advantages and possible benefits of transitioning into coop. Likewise, it evaluates the organization’s current capacity, identify gaps and assess organization’s readiness and voluntary commitment to formalize their organization to cooperative. It further aims to understand cooperative principles that would lead to sustainable, resilient and economic development.

Cecilia B. Guiniling (SCDS-IV) led the discussion, emphasizing that converting registered associations into cooperatives allows members to access Broader Financial Assistance, Economic Opportunities and Social Benefits.

Participants expressed a strong willingness to undergo the conversion process, recognizing it as a vital step toward sustainable growth and long-term empowerment for their respective communities.

After this, the next essential process is holding a Pre-Registration Seminar (PRS), to guide members through official documentation and the adoption of by-laws which will soon be scheduled. This phase transforms interest into a formal commitment to the new structure.

𝗔𝗽𝗿𝗶𝗹 𝟭𝟳, 𝟮𝟬𝟮𝟲 | 𝗣𝗿𝗲-𝗥𝗲𝗴𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝗦𝗲𝗺𝗶𝗻𝗮𝗿 @ 𝗣𝗶𝗻𝘁𝗼, 𝗔𝗹𝗳𝗼𝗻𝘀𝗼 𝗟𝗶𝘀𝘁𝗮

A pre-registration seminar was successfully conducted for sixteen (16) rural-based organizations assisted by the Municipal Agriculture Office, reinforcing efforts to strengthen grassroots cooperative development.

The activity was conducted in collaboration with the Local Government Unit of Alfonso Lista through the Municipal Agriculture Office, which served as the coordinating body. Representing the office were OIC-MAO Mr. Mario C. Villar and Designated Municipal Cooperative Development Officer (MCDO) Mr. Danilo Barwelo. The Provincial Cooperative and Enterprise Development Division (PCEDD), which provided counterpart funding support, was represented by Ms. Rocelisa Guiniling and Ms. Analiza Binnog. The Cooperative Development Authority (CDA) was represented by Ms. Donna Dela Cruz, CDA Ifugao Focal Person, who served as the resource speaker.

The seminar aimed to guide and assist participating organizations by equipping them with essential knowledge on cooperative registration requirements, processes, and the benefits of formal organization. This initiative underscores a shared commitment to empowering rural communities, promoting inclusive growth, and fostering sustainable agricultural development.

• Effective Taxable Year 2025, all cooperatives are advised to use the updated templates in submitting ATIR and ABR reports.
• Submission deadlines remain unchanged and must be strictly followed.
• Reports submitted prior to this update will still be honored as compliant.

𝐀𝐩𝐫𝐢𝐥 𝟔-𝟖, 𝟐𝟎𝟐𝟔: 𝐂𝐃𝐀 𝐎𝐧𝐞-𝐒𝐭𝐨𝐩-𝐒𝐡𝐨𝐩 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬

The Cooperative Development Authority(CDA) in partnership with the Provincial Local Government Unit (PLGU) through the Provincial Cooperative and Enterprise Development Division (PCEDD) successfully conducted the 3-Day CDA One-Stop-Shop Services.

This initiative featured a Cooperative Programs and Services Orientation, Hands-on Technical Coaching, and a 2-Day Mandatory Training on the Fundamentals of Cooperatives and Cooperative Governance and Management for Newly-Registered,Micro and Small Cooperatives and Walk-in Clients.

On Day 1, a total of 48 participants from various cooperatives attended the orientation on cooperative programs and services. Throughout the 3-day One-Stop-Shop Services, 16 cooperatives were assisted with concerns on legal matters, cooperative registration, CAIS filing, and inquiries on the Koop Kapatid Program.

Meanwhile, during the 2-day mandatory training on Fundamentals of Cooperatives and Cooperative Governance and Management, 67 participants from 10 cooperatives actively engaged in the learning sessions and workshops.

This activity aims to strengthen support for cooperatives across the province by bringing essential services directly to them. In light of the ongoing fuel crisis, it serves as a timely initiative that enables cooperatives to address their concerns without the need to travel to the regional office.
