The Maritime Industry Authority Regional Office VII (MARINA RO VII) conducted its First Monday Flag Raising Ceremony for August on August 3, 2026, led by Regional Director Engr. Ronaldo P. Bandalaria and attended by officers and personnel of the Office.

SAN JUAN, Siquijor โ€“ The Maritime Industry Authority (MARINA) Region 7 successfully conducted a four-day Mobile Registration, Licensing, and Safety Caravan in San Juan, Siquijor from July 29 to August 1, 2026, bringing essential maritime services closer to local stakeholders.

The activity was undertaken upon the request of Hon. Rubilyn M. Ragay, Mayor of San Juan, in partnership with the Philippine Coast Guard (PCG), to support the municipality's growing maritime tourism industry while promoting maritime safety and regulatory compliance.

During the four-day activity, MARINA Region 7 processed the registration and documentation of 29 vessels and issued licenses to 39 boat captains and motormen. As part of the Safety Caravan, participants also received updates on maritime safety regulations, vessel compliance requirements, and the responsibilities of boat operators and crew in ensuring safe sea travel.

Mayor Ragay expressed her appreciation to Regional Director Engr. Ronaldo P. Bandalaria for MARINA Region 7's prompt response to the municipality's request. Representatives from the office of Congressman Zaldy Villa, the Philippine Coast Guard, and the San Juan Association of Diving Operators (SADO) also conveyed their support for the initiative and encouraged continued compliance with maritime safety standards and regulatory requirements.

Future maritime professionals of the University of the Visayas (UV) marked an important milestone as they completed their academic requirements during the Recognition Ceremony for Students Completing Academic Requirements held on 30 July 2026 at the University of the Visayas Gymnasium.

Carrying the theme โ€œTransformation through Innovation and Excellence,โ€ the ceremony recognized the hard work and dedication of students who are now preparing to take their next step toward becoming maritime professionals.

As the Guest of Honor and Speaker, Engr. Ronaldo P. Bandalaria of the Maritime Industry Authority (MARINA) Regional Office VII congratulated the candidates and reminded them that this achievement is only the beginning of their journey at sea.

In his message, Engr. Bandalaria encouraged the future seafarers to uphold competence, discipline, integrity, and the commitment to continuous learning. He emphasized that the maritime industry continues to evolve, making adaptability and innovation essential qualities for every Filipino seafarer.

He also recognized the legacy of the University of the Visayas in producing maritime professionals who continue to serve the country and the global maritime community. He encouraged the candidates to carry the pride of their institution and uphold the reputation of Filipino seafarers as they begin their careers.

The meeting focused on the presentation and discussion of the Proposed Streamlined Inter-Agency Process Flow for Environmental and Reclamation Permits and Clearances for Infrastructure Projects, including processes for government projects within Protected Areas, Certificate of Non-Coverage (CNC) applications, Environmental Compliance Certificate (ECC) applications, and reclamation projects.

The TWG likewise discussed the Draft Proposed Enhancements to the Interim Operational Guidelines and Conditions on the Earth-Balling and Relocation of Mangroves in Exceptional Circumstances. The proposed process flows and draft enhancements were approved, subject to the incorporation of comments and recommendations prior to endorsement to the Steering Committee.

During the open forum, Engr. Andalan raised concerns on Safety of Navigation, particularly on infrastructure and reclamation projects affecting navigable waterways, and emphasized the need for coordination with the Department of Environment and Natural Resources (DENR) and the National Mapping and Resource Information Authority (NAMRIA) for the timely updating of nautical charts and publications.

Dr. Edgardo H. Pangilinan, Deputy Secretary General of the House of Representatives of the Philippines, delivered comprehensive sessions on "Optimizing Public Value Creation Through Strategic Thinking" and "Anatomy of Strategically-Sound and Digitally-Responsive PRAs," emphasizing the importance of strategic leadership in creating greater public value through innovation and digital governance.

On the second day, participants explored key topics on change management for public value creation, best practices in digitalized human resource management, and updates on Civil Service rules and jurisprudence. The sacred image arrived in Cebu through a fluvial procession along the Mactan Channel early in the morning, before proceeding to the Port of Cebu and the St. Joseph the Worker Chaplaincy at the ALU Compound, Port Area, Cebu City. The visit brought together seafarers, port workers, maritime stakeholders, and the faithful in prayer and thanksgiving, seeking the Blessed Motherโ€™s intercession for peace, protection, and safe voyages.

The Cebu visit forms part of the July 17 to 20, 2026 pilgrimage of the Archdiocese of Cebu, commemorating the 400th Anniversary of the arrival of the sacred image in the Philippines and the 100th Anniversary of her Canonical Coronation. Originating from the Cathedral and International Shrine of Antipolo, the Pilgrim Image continues its journey across the country, inspiring communities to strengthen their faith and entrust their prayers for guidance and protection.

LOOK: The Maritime Industry Authority (MARINA) Regional Office VII, under the leadership of Regional Director Engr. Ronaldo P. Bandalaria, successfully concluded its six-day Mobile Registration and Licensing Activity held from July 13 to 18, 2026, with a culmination and oath-taking program at the Mocpoc Norte Barangay Hall, Loon, Bohol.

The activity forms part of MARINA Regional Office VII's continuing initiative to bring essential maritime services closer to coastal communities while promoting the legalization, registration, and regulation of fishing vessels and wooden-hulled recreational boats operating in Sandingan Island, Loon, Bohol. Through this initiative, the agency continues to strengthen maritime safety, regulatory compliance, and the professionalization of boat operators in the province.

The culmination program was attended by local government officials, Philippine Coast Guard representatives, maritime stakeholders, fishing vessel operators, and members of the local pumpboat association in support of MARINA's efforts to improve maritime governance in coastal communities.

Present during the ceremony were Hon. Cesar Tomas "Yul" M. Lopez, MD, Mayor of Loon, Bohol; ENS Remuel Montalban, Commander of the Philippine Coast Guard Sub-Station in Loon, Bohol; Mr. Isidro Huraรฑo, representative of Hon. Sulpicio N. Yu, Jr., Mayor of Calape, Bohol, who administered the oath-taking of the newly licensed and accredited maritime stakeholders; Ms. Gemma Vargas, representing Hon. Jonna M. Lerin, Barangay Captain of Mocpoc Norte, Loon, Bohol; Hon. Cesar M. Canillo, Barangay Captain of Napo, Loon, Bohol; and Mr. Aurelio G. Pantoja, Sr., President of the Talisay Mocpoc Pumpboat Association (TAMOPA).

Throughout the six-day activity, MARINA Regional Office VII successfully delivered a wide range of frontline maritime services that directly benefited the local maritime community. A total of 56 Boat Captain 1 Licenses and 32 Motorman Licenses were issued to qualified boat operators, recognizing their competence and compliance with national standards for maritime personnel. The agency likewise facilitated the registration of 11 fishing vessels through the issuance of 11 Certificates of Ownership (CO), 11 Certificates of Philippine Registry (CPR), and 11 Fishing Vessel Safety Certificates (FVSC), ensuring that these vessels are properly documented and compliant with existing maritime regulations. In support of the safe operation of wooden-hulled recreational boats, MARINA VII also issued 37 Wooden-Hulled Recreational Boat (WHRB) Certificates together with 37 WHRB Safety Certificates. Additionally, 17 Certificates of Accreditation and 26 Certificates of Public Convenience (CPC) were awarded to qualified operators, further promoting safe, efficient, and lawful maritime transport services in the area.

The successful completion of the mobile registration and licensing activity demonstrates MARINA Regional Office VII's unwavering commitment to making government services more accessible, particularly to coastal and island communities where fishing and maritime transport remain essential sources of livelihood. By bringing registration, licensing, and accreditation services directly to the beneficiaries, the agency continues to reduce processing time, improve regulatory compliance, and strengthen the culture of maritime safety at the grassroots level.

The Maritime Industry Authority Regional Office VII formally welcomed ๐Œ๐ฌ. ๐Œ๐ข๐œ๐š๐ก ๐€. ๐Œ๐ž๐ฆ๐š๐ง into government service as she officially took her Oath of Office as the newly hired Accountant I during a ceremony held on 17 July 2026, coinciding with her assumption to office.

The oath was administered by Regional Director Engr. Ronaldo P. Bandalaria, signifying Ms. Meman's formal induction into the MARINA RO VII workforce and her commitment to faithfully uphold the Constitution, perform her duties with integrity, and adhere to the principles of accountability, professionalism, and excellence in public service.

In his message, Regional Director Bandalaria congratulated Ms. Meman on her appointment and encouraged her to carry out her responsibilities with dedication, competence, and the highest standards of ethical conduct.

The appointment of Ms. Meman further reinforces MARINA RO VII's commitment in building a competent, service-oriented, and values-driven workforce capable of delivering quality public service and strengthening institutional excellence across the region.

IN PHOTOS: The Maritime Industry Authority (MARINA) Regional Office VII conducted the Maritime Safety Advisory Board (MSAB) Meeting on July 15, 2026, at Casino Espaรฑol de Cebu, Cebu City, bringing together 132 participants composed of shipowners, shipyard managers, shipping company representatives, maritime organizations, and other industry stakeholders to discuss important regulatory matters and initiatives aimed at strengthening safety, compliance, and operational efficiency in the domestic shipping sector.

The meeting provided an avenue for stakeholders to raise concerns, exchange updates, and discuss regulatory matters affecting maritime operations. Participants included representatives from shipping companies, maritime organizations, and other industry stakeholders.

One of the key discussions during the meeting focused on concerns involving vessels affected by suspended classification under the MARINA-Accredited Classification Society (MACS) framework, particularly the process and requirements for transferring a vessel to another MARINA-accredited classification society.

The Board also discussed the implementation of Technical Guidance No. 26-02, โ€œTechnical Guidance on the Implementation and Monitoring of the Financial Guidelines for Domestic Shipping Companies,โ€ highlighting the applicable requirements, procedures, and regulatory considerations to ensure compliance with MARINA policies.

Further discussions centered on the implementation and utilization of online ticketing systems by shipping companies, emphasizing measures to improve passenger convenience, enhance operational efficiency, and strengthen adherence to existing MARINA regulations.

During the meeting, MARINA Regional Office VII also presented the Cumulative Monthly Report on Marine Incidents/Accidents for June 2026, providing stakeholders with an overview of recorded marine incidents and accidents during the reporting period. The presentation supported discussions on maritime safety trends and reinforced the importance of continuous coordination among stakeholders in promoting safer domestic shipping operations.

Through the MSAB Meeting, MARINA Regional Office VII continues to strengthen its engagement with maritime stakeholders by providing a platform for dialogue, addressing industry concerns, and advancing initiatives that support a safe, efficient, and sustainable Philippine maritime sector.
