The Local Government Unit (LGU) of Lake Sebu, headed by Municipal Mayor Hon. Antonio G. Fungan Jr., through the Municipal Local Government Operations Office (MLGOO) led by Deomedina C. Magdato, conducted the Ugnayan sa Barangay: A Community Dialogue and Consultation on August 25, 2026, in Barangay Tasiman, with DILG Lake Sebu serving as the Secretariat.

The BLGU of Tasiman, led by Hon. Bombong D. Fada, actively participated in the dialogue. Also in attendance were SB Member Hon. Emilio Fado Jr., SB Committee Chair on POC; MENRO Cyril Dongon, MPA; MDRRMO EnP Roberto M. Baggong; MSWDO Francia M. Mayordomo, RSW, MPA; 2LT Brainerd A. Sarol (QMS), PA, 105th Infantry (SAIFULLAH) Battalion, 6ID, PA; and PEMS Loreto H. Malon of the PNP Lake Sebu, together with other concerned LGU personnel and community representatives.

The activity highlighted the core values of Pakikipag-ugnayan, Pakikinig, Pakikilahok, and Pagkakaisa, providing an avenue for meaningful dialogue and consultation between the local government and the community.

The dialogue also provided an opportunity to identify community issues and concerns and discuss appropriate programs, projects, and activities responsive to the needs of Barangay Tasiman.

Through Ugnayan sa Barangay, DILG Lake Sebu continues to support meaningful community participation and responsive local governance.

The Local Government Unit (LGU) of Lake Sebu, headed by Municipal Mayor Hon. Antonio G. Fungan Jr., together with SB Member Hon. Emilio Fado Jr., through the Municipal Local Government Operations Office (MLGOO) led by Deomedina C. Magdato, conducted the Ugnayan sa Barangay: A Community Dialogue and Consultation on August 20, 2026, in Barangay Takunel, Lake Sebu, South Cotabato.

Also in attendance were the BLGU of Takunel led by Hon. Rudy Tomas, OMAg Representative Engr. Marvin Aboy, Municipal Engineer Kevin John Malinog, CE, Ma. Guia Arroza, RN, MHO Representative, Rosemarie T. Kabadil, MSWDO Representative, other LGU personnel, and representatives from the AFP.

The activity highlighted the core values of Pakikipag-ugnayan, Pakikinig, Pakikilahok, and Pagkakaisa, providing an avenue for meaningful dialogue and consultation between the local government and the community.

The dialogue also provided an opportunity to identify community issues and concerns, prioritize key concerns, and discuss appropriate programs, projects, and activities responsive to the needs of Barangay Takunel.

DILG Region XII Conducts EODB Monitoring, Coaching, Audit, and Benchmarking in Lake Sebu

The DILG Region XII EODB Team, in coordination with the DILG South Cotabato Provincial Office, conducted an On-site Monitoring, Coaching, Audit, and Benchmarking/Coordination on Ease of Doing Business (EODB)-related Activities on August 6, 2026, at Sa Balai Lake Resort, Lake Sebu, South Cotabato. The activity aimed to assess the Municipality’s compliance with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and strengthen the delivery of efficient government services.

The activity was attended by concerned officials and personnel from various municipal offices, including the BPLO, MTO, BFP, Zoning Office, Engineering Office/OBO, MENRO, MHO, Sanitary Office, Municipal Tourism Office, MPDO, Sangguniang Bayan, ARTA Focal Persons, Liga ng mga Barangay, and MLGOO.

The EODB Team provided monitoring, coaching, technical guidance, and validation of documentary and reportorial requirements, while also assessing EODB-related initiatives, streamlining efforts, and digital innovations to further improve local government service delivery.

Through this activity, DILG Lake Sebu continues to support the Municipality in strengthening EODB compliance and promoting more efficient, responsive, and citizen-centered government services.

Barangay Tanod cm Barangay Peacekeeping Action Team (BPAT) Training

The Municipality of Lake Sebu successfully conducted the Barangay Tanod cm Barangay Peacekeeping Action Team (BPAT) Training on July 28–29, 2026, at the Barangay Poblacion Gymnasium and Municipal Gymnasium, Lake Sebu, South Cotabato. Funded through the Municipal Peace and Order Council (MPOC) under the leadership of Hon. Antonio G. Fungan, Jr., Municipal Mayor/MPOC Chairperson, the activity formed part of the Municipality’s Peace and Order Program.

Hon. Antonio G. Fungan, Jr., Municipal Mayor, and Hon. Floro L. Gandam, Jr., Vice Mayor, together with members of the Sangguniang Bayan, delivered messages of support, highlighting the important role of Barangay Tanods and BPAT members in maintaining peace, order, and public safety in their communities.

MLGOO Deomedina C. Magdato also delivered a message, emphasizing the importance of strengthening the capacity of Barangay Tanods and BPAT members as partners in community-based peacekeeping and public safety.

The two-day training covered BPAT roles and responsibilities, protection of women and children, first responder functions, disaster relief and rescue operations, Arnis, and police intervention techniques. Resource persons from the Philippine National Police (PNP) Lake Sebu, Rural Health Unit (RHU) – Lake Sebu, and other partner offices provided lectures and practical exercises to strengthen the participants’ knowledge and skills.

The training was attended by Barangay Tanods and BPAT members from the 19 barangays of Lake Sebu and concluded with the awarding of certificates to the participants and resource speakers in recognition of their active participation and valuable contribution.

PLAN READY: Capacity Building Workshop on the Formulation of Mandatory Barangay Sectoral Plans (Day 5)

The Municipality of Lake Sebu, through DILG Lake Sebu, successfully concluded the PLAN READY: Capacity Building Workshop on the Formulation of Mandatory Barangay Sectoral Plans on July 24, 2026, at Villa Princessita, Koronadal City. The five-day activity was funded through the MPOC, MCPC, and MNC, under the leadership of Hon. Antonio G. Fungan, Jr., in partnership with Kennemer Eco Solutions Inc., OND Hesed Foundation, Inc., and the Liga ng mga Barangay – Lake Sebu Chapter.

The final day featured the presentation of the Barangay Disaster Risk Reduction and Management (BDRRM) Plans prepared by the participating barangays, providing an opportunity to present their outputs, receive technical feedback, and further enhance their respective plans for implementation.

The workshop sessions were facilitated by Edna L. Angkoy, LDRRMO III, together with Jeanilyn F. Dawang, both from the MDRRMO of Lake Sebu. Jordan Saliling, representative of OND Hesed Foundation, Inc., also delivered a message highlighting the Foundation's partnership with the Municipality of Lake Sebu in promoting sustainable and resilient barangay development.

Representatives of the participating barangays also shared messages of appreciation, expressing their gratitude to all those who contributed to the successful conduct of the workshop. They emphasized that the knowledge and skills gained from the training will strengthen planning, disaster preparedness, and development initiatives in their respective barangays.

The five-day workshop concluded with the awarding of certificates to the participants in recognition of their commitment, active participation, and successful completion of the capacity-building program. Through this initiative, the Municipality of Lake Sebu reaffirmed its commitment to strengthening barangay planning and promoting resilient, responsive, and sustainable local governance.

The Municipality of Lake Sebu, through DILG Lake Sebu, successfully conducted the fourth day of the PLAN READY: Capacity Building Workshop on the Formulation of Mandatory Barangay Sectoral Plans on July 23, 2026, at Villa Princessita, Koronadal City. The activity was funded through the MPOC, MCPC, and MNC, under the leadership of Hon. Antonio G. Fungan, Jr., in partnership with KENNEMER Eco Solutions Inc., OND Hesed Foundation, Inc., and the Liga ng mga Barangay – Lake Sebu Chapter.

The day's sessions focused on the formulation of the Barangay Ecological Solid Waste Management Plan (BESWMP) and the Barangay Disaster Risk Reduction and Management (BDRRM) Plan, strengthening the capacity of barangay officials in environmental management and disaster resilience. The BESWMP session was facilitated by Cyril I. Dongon, MPA, MENRO, together with Catherine E. Estember, EMS I, and Shiela Mae E. Tamba. Meanwhile, EnP Roberto M. Baggong, LPT, MTRM, MDRRMO, facilitated the BDRRM Plan session, emphasizing disaster preparedness, risk reduction, and community resilience. Ella EspaΓ±ol, representative of KENNEMER Eco Solutions Inc., also presented proposed Programs, Projects, and Activities (PPAs) that may be integrated into both plans to further strengthen barangay planning.

The day's activities also included a presentation on the Community Fire Auxiliary Group (CFAG) by FO3 Leumen Dave E. Espa of BFP Lake Sebu, emphasizing the vital role of community participation in fire prevention, emergency preparedness, and public safety.

The Municipality of Lake Sebu, through DILG Lake Sebu, successfully conducted the third day of the PLAN READY: Capacity Building Workshop on the Formulation of Mandatory Barangay Sectoral Plans on July 22, 2026, at Villa Princessita, Koronadal City.

The day's workshop focused on the formulation of the Barangay Council for the Protection of Children (BCPC) Plan, facilitated by Francia M. Mayordomo, RSW, MPA, MSWDO, together with Rosemarie T. Kabadil.

The day's activities also included an Orientation on the Barangay Information System (BIS) and Barangay Information Management System (BIMS), conducted by Jessica B. Chua, Computer Programmer I, DILG South Cotabato, highlighting the role of digital information systems in strengthening barangay governance and improving service delivery.

Hon. Antonio G. Fungan, Jr. also delivered a message of support, encouraging barangay officials to remain committed to responsive planning and effective local governance.

PLAN READY: Capacity Building Workshop on the Formulation of Mandatory Barangay Sectoral Plans (Day 1 & Day 2)

The Municipality of Lake Sebu, through DILG Lake Sebu, successfully conducted the first two days of the PLAN READY: Capacity Building Workshop on the Formulation of Mandatory Barangay Sectoral Plans on July 20–21, 2026, at Villa Princessita, Koronadal City. The activity was funded through the Municipal Peace and Order Council (MPOC), Municipal Council for the Protection of Children (MCPC), and Municipal Nutrition Committee (MNC), headed by Hon. Antonio G. Fungan, Jr., in partnership with KENNEMER ECO SOLUTIONS, OND Hesed Foundation, Inc., and the Liga ng mga Barangay – Lake Sebu Chapter.

Day 1 featured the orientation on the planning guidelines and the formulation of the Barangay Peace and Order and Public Safety (BPOPS) Plan and the Barangay Anti Drug Abuse Plan of Action (BADPA). The technical sessions were facilitated by MLGOO Deomedina C. Magdato, Hazel Tupas-Genovate, MADAC Focal Person, and PCpl Cherry Mae R. Ambol, Assistant CAD PNCO, Lake Sebu MPS.

Day 2 focused on the formulation of the Barangay Investment Plan for Health (BIPH) and the Barangay Nutrition Action Plan (BNAP). The sessions were facilitated by Municipal Health Officer Arenz Jade C. Docdocil, MD, Tonirose L. Somido, RN, Ma. Guia B. Arroza, RN (MNAO), and Lailanie Entol, RND. Hon. Roger A. Ben, President of the Liga ng mga Barangay – Lake Sebu Chapter, also delivered an inspirational message, encouraging barangay officials to remain committed to effective planning and responsive local governance.

The workshop was attended by the Punong Barangays, Barangay Secretaries, Barangay Treasurers, and members of the Barangay Planning Teams from the 19 barangays of Lake Sebu, who actively participated in the planning workshops and technical sessions.

Through this initiative, the Municipality of Lake Sebu continues to strengthen the capacity of barangay officials in formulating responsive, comprehensive, and evidence based mandatory barangay sectoral plans, promoting effective local governance and sustainable community development.

Two-Day Katarungang Pambarangay (KP) Mass Training

The Municipality of Lake Sebu, headed by Hon. Antonio G. Fungan, Jr., Municipal Mayor/MPOC Chairperson, in partnership with OND Hesed Foundation, Inc., successfully conducted the Two Day Katarungang Pambarangay (KP) Mass Training for Lupon Members on June 29–30, 2026, at the Municipal Gymnasium, Lake Sebu, South Cotabato.

Hon. Antonio G. Fungan, Jr. delivered a message of support, emphasizing the vital role of the Katarungang Pambarangay in fostering peace, strengthening community harmony, and ensuring the effective resolution of disputes at the barangay level.

The activity was facilitated by MLGOO Deomedina C. Magdato together with the DILG Lake Sebu Secretariat, with LGOO VI Narciso M. Beceira, Jr. serving as the Resource Speaker. The training was attended by the Punong Barangays and Lupon Members from the 19 barangays of Lake Sebu. Also in attendance was Pastor Charlie T. Fungan, MPOC Focal Person.

The training covered the legal framework and procedures of the Katarungang Pambarangay, including jurisdiction, case management, the proper use of KP forms, and recent legal developments. Participants also took part in simulation exercises on the preparation and accomplishment of KP forms, providing them with practical experience in handling barangay justice proceedings.

Through initiatives such as this, the Municipality of Lake Sebu continues to strengthen the capacity of Lupon Members and promote an effective, accessible, and community based barangay justice system in support of lasting peace and order.
