โKIYAPOโ INTENSIFIES INTO A SEVERE TROPICAL STORM AS IT MOVES AWAY FROM THE BABUYAN ISLANDS.
โฃ Location of Center (7:00 PM):
The center of Severe Tropical Storm KIYAPO was estimated based on all available data over the coastal waters of Calayan Island, Calayan, Cagayan (19.4ยฐN, 121.0ยฐE).
โฃ Intensity:
Maximum sustained winds of 95 km/h near the center, gustiness of up to 130 km/h, and central pressure of 985 hPa.
โฃ Present Movement:
West Northwestward at 25 km/h
โฃ Extent of Tropical Cyclone Winds:
Strong to storm-force winds extend outwards up to 450 km from the center.

Batanes, the rest of Babuyan Islands, the northern portion of mainland Cagayan (Santa Ana, Gonzaga, Santa Teresita, Camalaniugan, Aparri, Ballesteros, Abulug, Pamplona, Sanchez-Mira, Claveria, Santa Praxedes, Buguey, Allacapan, Lal-Lo, Gattaran, Baggao, Lasam), the northern portion of Apayao (Luna, Santa Marcela, Calanasan, Pudtol, Flora), and the northern portion of Ilocos Norte (Pagudpud, Dumalneg, Adams, Bangui, Burgos, Vintar).

The rest of mainland Cagayan, Isabela, Quirino, Nueva Vizcaya, the rest of Apayao, Abra, Kalinga, Mountain Province, Ifugao, Benguet, the rest of Ilocos Norte, Ilocos Sur, La Union, and the northern and central portions of Aurora (Dilasag, Casiguran, Dinalungan, Dipaculao).

โฃ Heavy Rainfall Outlook

โฃ Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
โข Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No. 3.
โข Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
โข Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Southwest Monsoon and the periphery of KIYAPO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
โข Today: Most of the country.
โข Tomorrow (25 July): Most of Luzon, Western Visayas, Negros Island Region, Cebu, Northern Samar, Zamboanga del Norte, Sultan Kudarat, and Davao Oriental.
โข Sunday (26 July): Batanes, Cagayan, Ilocos Region, Zambales, Bataan, Quezon, and MIMAROPA.
HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is in effect over the northern seaboard of Northern Luzon. For more details, refer to Gale Warning No. 3 issued at 5:00 PM today.

โฃ 24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
โข Up to 5.5 m: The seaboards of Batanes and Babuyan Islands.
โข Up to 4.5 m: The northern seaboards of mainland Cagayan and Ilocos Norte.
โข Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
โข Up to 3.5 m: The remaining seaboards of mainland Cagayan and Ilocos Norte.
โข Up to 3.0 m: The northeastern seaboard of Isabela; the northern seaboard of Ilocos Sur.
โข Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate to rough seas over the following coastal waters:
โข Up to 2.5 m: The seaboards of Zambales and Surigao del Sur; the northern seaboard of Aurora; the eastern seaboard of Davao Oriental; the western seaboard of Pangasinan; the remaining seaboard of Isabela.
โข Up to 2.0 m: The seaboards of Cuyo Islands, Kalayaan Islands, Cagayancillo Islands, and Davao Occidental; the northern seaboards of La Union, Camarines Norte, and Camarines Sur; the northern and eastern seaboards of Polillo Islands and Catanduanes; the eastern seaboards of Albay, Sorsogon, Northern Samar, Eastern Samar, Dinagat Islands, and Siargao-Bucas Grande Islands; the western seaboards of Bataan, Occidental Mindoro including Lubang Islands, mainland Palawan including Calamian Islands, and Negros Occidental; the southern seaboards of Antique, Iloilo, Guimaras, Negros Oriental, Davao Oriental, and Sarangani; the remaining seaboards of Ilocos Sur and Aurora.
โข Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
โข It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to โOther Hazards affecting Land Areasโ for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
โข KIYAPO will continue moving west northwestward over the West Philippine Sea until tomorrow (25 July) before turning northwestward to northward towards southern mainland China. On the forecast track, KIYAPO will exit the Philippine Area of Responsibility (PAR) this late evening or tomorrow early morning.
โข KIYAPO will continue to intensify while moving over the West Philippine Sea. Due to favorable environmental conditions, it may undergo rapid intensification and may reach typhoon category before making landfall over southern mainland China. Afterwards, KIYAPO is expected to weaken as it moves further inland.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
