Basco, Batanes, April 27, 2026 — Cagayan State University (CSU) Lal-lo Campus researchers took center stage in a research utilization workshop organized by CPD Region II, presenting evidence-based findings on outmigration and its socio-economic, demographic, and environmental impacts.

Starting with a heartwarming opening message from Regional Director Theresa C. Soriano, MADem of the Commission on Population and Development Region 2

Mr. Allan T. Tabuyo and Mr. Lyle Gavien L. Alcomendras of CSU shared key recommendations from their study, “Beyond the Space: Outmigration Trends in Batanes Province” which served as the foundation for policy discussions among government agencies, health officials, and development partners.

Reactors from Atty. Reginald Agustin, Senior Economic Development Specialist of Department of Economy, Planning, and Development Region 2 and Atty. Rogelio T. Benitez, Regional Director of Department of Migrant Workers pledged to act on CSU’s recommendations, emphasizing strategies to address migration drivers, strengthen reintegration programs, and ensure overseas employment becomes a choice rather than a necessity. Ms. Sheila Marie T. Villamil, DOH-CVCHD also linked the findings to declining birth rates and Dr. Allan M. Sande, Provincial Health Officer of Batanes, called for recalibrated health systems to meet the needs of ageing and dispersed families.

The workshop is part of the Responsible Parenthood and Reproductive Health Caravan funded by DOH-CVCHD, underscored CSU’s vital role in shaping evidence-based policies that respond to the realities of migration in Batanes.

LAL-LO, Cagayan — Three undergraduate theses from Cagayan State University (CSU) Lal-lo were selected on May 16 to represent the campus in the university-wide search for the 2025 Best Undergraduate Thesis.

The selected entries topped the campus-level evaluation organized by the Research, Development, and Extension (RDE) Office, and were named winners in their categories.

In the Social Science category, Bachelor of Hospitality Management students Jaymar M. Donato, Arlene C. Ablog, and Francheska A. Perciano won for their study, “Trove Chronicles: A Comprehensive Written Account of the Original Djanggo Festival of Nassiping, Gattaran, Cagayan.”

The sole entry in the technological development category, “Valena Grow: Soil Monitoring and Irrigation System,” was submitted by Bachelor of Science in Information Technology students Zyra Gayle P. Osillos, Nhoymie R. Alberto, Marissa V. Los Baños, and Roel T. Estrellon Jr., standing as the automatic winner in said category.

On the other hand, Bachelor of Secondary Education students Richard P. Dela Cruz and Claire L. Tabaldo clinched the top spot in the experimental category with their study, “Physical Characterization of Citronella Coffee Scented Candles.”

The evaluation panel was composed of Dr. Policarpio L. Mabborang Jr., campus executive officer; Asst. Prof. Diosa G. Alasaas, research coordinator; Asst. Prof. Allan T. Tabuyo, KTMP coordinator; and Lyle Gavien L. Alcomendras, moderator.

The screening was facilitated by the campus RDE Office, headed by Assistant Professor. Alasaas, Assistant Professor Tabuyo, alongside Ms. Roje Marie Rosqueta, campus extension coordinator.

The winning theses will compete against entries from other CSU campuses in the final round of the annual university-wide competition. #

Cauilan, Coffee Hub Program Leader, recently conducted a site visit to assess the progress and planning for the proposed viewdeck and coffee shop under the Coffee Hub Program. Accompanying her were Engr. James Busilan and Atty. Meg Salamat, who provided technical and legal insights to support the project.

Providing visitors with a scenic viewdeck to appreciate the beauty of CSU Lal-lo while enjoying locally crafted Valena Coffee. Dr. Cauilan emphasized the importance of integrating tourism, education, and sustainability into the project, positioning it as a key attraction for both locals and tourists.

Lal-lo, Cagayan (March 6, 2025)—In a significant step towards boosting local tourism and sustainable agriculture, Dr. Ana Marie Cauilan, the Coffee Hub Program Leader of Cagayan State University (CSU), with Hon. Maria Olivia B. Pascual, Vice Mayor of Lal-lo together with the Municipal Agricultural Officer, Josephine A. Acebedo and Municipal Tourim Officer, Rebecca D. Bautista, about the proposed Agro-Tourism initiative centered around CSU's Valena Coffee.

The meeting highlighted the potential of Valena Coffee as a cornerstone for agro-tourism in the region. Dr. Cauilan emphasized the program's vision to position CSU Lal-lo as a hub for coffee research, production, and tourism. The initiative aims to integrate coffee farm tours, processing demonstrations, and community engagement activities to attract visitors while supporting local farmers.
