LOOK | The Sangguniang Bayan of Lal-lo convened its 55th Regular Session on July 27, 2026, at the Sangguniang Bayan Session Hall, presided over by Hon. Crystalyn Mae D. Invierno, Temporary Presiding Officer.
Present during the session were Hon. Antonio G. Villanueva Jr., Hon. Winston L. Rosales, Hon. Ian DJ C. Israel, CPA, Hon. Gayleen L. Siriban, Hon. Jimmy C. Bacuyag, Hon. Henry L. Jose, Hon. Jimmy P. Balatico, Liga ng mga Barangay President Hon. Wilson C. Pascual, and SK Federation President Hon. Andrea Faye I. Combate.

During the session, the body approved a resolution commending the National Topnotchers of the July 2026 Real Estate Appraisers Licensure Examination (REALE). It also approved on second reading the proposed ordinance encouraging the adoption of QR Ph digital payments among business establishments and local transportation in support of the Paleng-QR Ph Program.

The Sangguniang Bayan of Lal-lo congratulates Hon. Andrea Faye I. Combate, SK Federation President of Lal-lo and SK Chairperson of Barangay Centro, for successfully completing the 3-Day SK Continuing Training – Sakto Skills Serye conducted by the National Youth Commission (NYC) on July 21–23, 2026, in Bayombong, Nueva Vizcaya.

Hon. Combate was among the 50 selected SK leaders from Region II who participated in the leadership training, which focused on strengthening the competencies of outgoing SK officials through sessions on leadership, professionalism, resilience, career readiness, and civic engagement.

She was joined by fellow Lal-lo delegates Hon. Jamer C. Pelotin, Hon. Checa Pecson, and Hon. A-N Joy Dumagdag, who proudly represented the municipality alongside two SK Chairpersons from Peñablanca, Cagayan.

The 12th Sangguniang Bayan commends Hon. Combate and the other SK Chairs for their commitment to continuous learning and youth leadership in service of the young people of Lal-lo.

LOOK | 12th Sangguniang Bayan of Lal-lo Convenes for 54th Regular Session

The 12th Sangguniang Bayan of Lal-lo conducted its 54th regular session on July 20, at the Sangguniang Bayan Session Hall, presided over by SB Member Hon. Crystalyn Mae D. Invierno.

Present were SB Members Hon. Antonio G. Villanueva Jr., Hon. Winston L. Rosales, Hon. Ian Dj C. Israel, Hon. Jimmy C. Bacuyag, Hon. Henry L. Jose, and Hon. Jimmy P. Balatico, together with Liga ng mga Barangay President Hon. Wilson C. Pascual and Sangguniang Kabataan Federation President Hon. Andrea Faye I. Combate.

The council discussed committee reports, communications, and other important matters to support the municipality's ongoing programs and initiatives.

Among the key items deliberated were the proposed ordinance encouraging business establishments to adopt QR PH digital payments under the Paleng-QR PH Program and a resolution supporting the Department of Agriculture's Organic Cattle Dispersal Program for beef production in the municipality.

The body also ratified the lease agreements covering the municipal lot used as the carnival (peryahan) and the commercial spaces for food and non-food tenants surrounding the Municipal Park.

Several resolutions authorizing Hon. Mayor Florence Oliver B. Pascual to enter into Memorandums of Agreement were likewise approved, including partnerships with the National Food Authority for the Palay Marketing Assistance Program for LGUs (PALLGU) and rice sales in the municipality, as well as with Cagayan State University for the implementation of a sustainable vegetable production and processing project.

Also approved was the resolution endorsing Barangay Cagoran Ordinance No. 10, Series of 2026, which provides for road clearing and the maintenance of cleanliness and order along barangay roads.

The Sangguniang Bayan continues to uphold its commitment to responsive and effective local governance by crafting policies and resolutions that contribute to the progress and welfare of the Municipality of Lal-lo.

𝗟𝗢𝗢𝗞 | The Sanggunian Bayan Approved Ordinance allowing the use of LGU grounds for the operation of Perya and various activities in celebration of the 2026 Fiesta

LAL-LO, CAGAYAN- The Sangguniang Bayan has approved the ordinance entitled: AN ORDINANCE DECLARING PROPERTIES OWNED BY THE MUNICIPALITY OF LAL-LO NEEDED FOR THE FIESTA CELEBRATION 2026 AS TEMPORARY PATRIMONIAL PROPERTY, AUTHORIZING THEIR TEMPORARY LEASE FOR PRODUCTIVE PURPOSES AND PROVIDING AUTOMATIC REVERSION UPON THE CULMINATION OF THE FIESTA CELEBRATION.

The Special Session was presided over by SB Member, Hon. Ian Dj C. Israel, CPA. Other members present were: Hon. Crystal D. Invierno, Hon. Antonio G. Villanueva, Jr., Hon. Winston L. Rosales, Hon. Gayleen Siriban, Hon. Jimmy Bacuyag, Hon. Henry L. Jose, Hon. Jimmy P. Balatico, and SK Federation President, Hon. Andrea Faye I. Combate. Vice Mayor Hon. Maria Olivia B. Pascual is on official leave and LNB President Wilson Pascual is on Official Travel.

The measure allows the temporary classification of specific LGU Properties where various Fiesta Activities will be conducted to include the most awaited PERYAHAN NG BAYAN, banchetto, and baratilyo. It also includes a grant of authority to the Mayor to enter into contracts of lease with the following rates:

Perya Operator: P300,000.00 for 20 days, and a rate of P15,000.00 per day for any extension; and

Banchetto and Baratillo: P1,000.00 for the whole duration of the Fiesta.

Sangguniang Bayan (SB) Member Boy Villanueva urged student-athletes to pursue excellence through discipline, resilience, and sportsmanship during the Intramurals 2026 opening ceremonies yesterday, reminding true victory is measured not only by medals but also the values they uphold on and off the playing field.‎

‎Addressing the student-athletes this afternoon, Villanueva emphasized to the participants that every athlete's journey is defined not only by victories but also by the courage to rise after every setback.

‎“Ang tagumpay ay hindi lamang nasusukat sa medalya o tropeyo. Ang tunay na tagumpay ay [pag]bunga ng disiplina, sipag, tiyaga, at lakas ng loob na bumangon tuwing tayo'y nadadapa,” he said.
‎
‎He further stressed that every competition brings both triumphs and setbacks, but the greatest achievement is overcoming one's own fears and doubts. He encouraged learners not to fear making mistakes, emphasizing that every failure serves as a stepping stone toward success and and reminding them that setbacks should never discourage them from pursuing their goals.

‎Drawing from his experience as a former kickboxer who competed in national and international tournaments, Villanueva inspired the athletes to remain determined and committed to giving their best in every event, underscoring that perseverance and dedication are the true foundations of success.

‎He conclude by encouraging the athletes to play with heart, respect their opponents, and value the lessons gained through every competition, regardless of the outcome.

LOOK | The 52nd Regular Session of the 12th Sangguniang Bayan was successfully held today, July 7, 2026, at the Sangguniang Bayan Session Hall.

Present during the session were Hon. Maria Olivia B. Pascual, Municipal Vice Mayor and Presiding Officer; Hon. Crystalyn Mae D. Invierno, Hon. Antonio G. Villanueva Jr., Hon. Winston L. Rosales, Hon. Ian DJ C. Israel, CPA, Hon. Gayleen L. Siriban, Hon. Jimmy C. Bacuyag, Hon. Henry L. Jose, Hon. Jimmy P. Balatico, and Hon. Andrea Faye I. Combate, SK Federation President.

During the session, Committee Reports, Communications, and Other Matters were taken up, including the review of barangay ordinances, a DILG memorandum, the proposed creation of the Municipal Cooperatives Development Office, budget updates, and requests for authority to enter into agreements.

Reports and referrals involved the Committee on Finance, Appropriation, Ways and Means; the Committee on Barangay Affairs and Cultural Minorities; and the Committee on Civil, Human and Political Rights, Human Resource Development, Good Governance and Public Accountability.

LOOK | 12th Sangguniang Bayan of Lal-lo Holds 51st Regular Session
The 12th Sangguniang Bayan of Lal-lo successfully convened its 51st Regular Session on June 30 at the Sangguniang Bayan Session Hall, presided over by Municipal Vice Mayor and Presiding Officer Hon. Maria Olivia B. Pascual.

Present during the session were SB Members Hon. Antonio G. Villanueva, Hon. Winston L. Rosales, Hon. Ian DJ C. Israel, Hon. Gayleen L. Siriban, Hon. Jimmy C. Bacuyag, and Hon. Henry L. Jose, together with Hon. Wilson C. Pascual, Liga ng mga Barangay President, and Hon. Andrea Faye I. Comate, SK Federation President.

During the session, the council deliberated on various ordinances, resolutions, and other legislative matters concerning the municipality.
One of the highlights of the session was the First Reading of an ordinance prohibiting the unauthorized carrying, possession, display, or use of deadly weapons and fi****ms within the Municipality of Lal-lo.
Through its regular sessions, the Sangguniang Bayan continues to uphold its commitment to enacting responsive policies and programs that promote the welfare and sustainable development of every Lal-loqueño.

LOOK |The Committee on Finance, Appropriations and Ways and Means; the Committee on Education, Culture, Arts, Tourism, Social Services and Civic Action; the Committee on Complaints and Investigation, Laws, Ordinances, Revisions and Legal Matters; the Committee on Rights, Ethics and Privilege, Security and Peace and Order; and the Committee on Environmental Protection and Natural Resources, Climate Change, Disaster Risk Reduction and Management, and Boundary Disputes convened on June 23, 2026, at the SB Hall.

The meeting was chaired by Hon. Winston L. Rosales, Hon. Gayleen Siriban-Durupa, Hon. Crystalyn Mae Invierno, and Hon. Ian DJ Israel, respectively, to discuss matters concerning their respective committees.
Also present during the hearing were , Hon. Jimmy Balatico, Hon. Henry Jose, and Hon. Antonio G. Villanueva.

The committees deliberated on the SK Supplemental Budget of Barangay San Juan and Barangay Jurisdiction concerns; the proposed declaration of May 5 as Kararua Festival Day; Barangay Centro Ordinance No. 10, Series of 2026 granting full exemption from barangay certification and clearance fees to senior citizens, PWDs, and 4Ps beneficiaries; the proposed curfew ordinance for minors in Barangay Bicud; and the proposed ordinance prohibiting littering and improper disposal of garbage along the National Road of Barangay Bicud, including matters concerning the Ecological Solid Waste Management Program and other matters relevant to the committees' mandates were likewise discussed.
