In line with its mandate to uphold due process in agrarian reform adjudication, the DAR Adjudication Board in Ifugao (DARAB-Ifugao), conducted official field duties from May 26โ€“28, 2026, by serving a total of 39 summons and notices of hearing related to Original Certificate of Title (OCT) No. CLOA 801 in Itab, Aguinaldo, Ifugao.

The field activity was carried out by Sheriff Sheryl T. Malasi-Gano and Grievance Redress Mechanism Support Staff Ruth Audrey C. Bascos. The documents covered 25 qualification cases and 14 disqualification cases involving farmer-beneficiaries under the Comprehensive Agrarian Reform Program (CARP).

Aside from the concerned farmer-beneficiaries, summons and notices were also formally served to the Registry of Deeds (ROD), the Provincial Agrarian Reform Program Officerโ€™s (PARPO) Office, the Land Tenure Services (LTS) Division, and the Legal Division of DARPO-Ifugao to ensure that all relevant offices are properly informed and involved in the proceedings.

The service of summons was undertaken in preparation for the hearings scheduled on June 16 and 17, 2026, providing all parties the opportunity to participate and be heard. The activity reflects DARABโ€™s commitment to transparency, accountability, and the fair resolution of agrarian reform cases. #

The Department of Agrarian Reformโ€“Cordillera Administrative Region (DAR-CAR), led by Regional Director Atty. Sheila B. Enciso, together with the DAR Provincial Office of Ifugao, headed by Provincial Agrarian Reform Program Officer II Engr. Elpidio C. Santos, conducted a two-day joint review of Individual Land Distribution Folders (ILDFs) from May 27 to 28, 2026 at Tam-an Mountain Resort and Hotel in Busilac, Bayombong, Nueva Vizcaya.

The activity forms part of DAR-CARโ€™s continuing efforts to strengthen the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project and address concerns affecting the processing and generation of individual land titles for Agrarian Reform Beneficiaries (ARBs).

PARPO II Santos expressed gratitude to the Regional Project Management Office (RPMO) for spearheading the activity and extending technical assistance to the province. He emphasized the importance of identifying concrete measures to accelerate SPLIT Project activities, address existing issues and concerns, and meet the provinceโ€™s targets ahead of the projectโ€™s completion in 2027.

The review also assesses landholdings under survey by contract and identifies issues encountered in processing, submission, and report preparation. โ€œDAR Regional Office commits to helping the DARPO in addressing challenges under SPLIT,โ€ RD Enciso assured.

She emphasized that pending legal cases should not hamper the generation of individual titles in the names of the original ARBs, underscoring the need to identify effective strategies that will move landholdings forward toward successful titling and project implementation.

โ€œAng pinakamahirap na sitwasyon ay kapag hindi natin alam ang problema, dahil kapag hindi natin alam ang problema, hindi rin natin malalaman ang tamang solusyon,โ€ said Atty. Raul C. Laluan, Special Assistant to the Regional Director, as he encouraged the revisiting and validation of Ifugaoโ€™s existing data and reassessment of its current profile within the Cordillera region.

Assistant Regional Director for Operations Atty. Nelson D.C. Palaris likewise expressed hope that the activity would provide a clearer assessment of the provinceโ€™s status and accomplishments under the SPLIT Project.

He acknowledged existing challenges in survey activities and Agrarian Law Implementation (ALI) cases, emphasizing that constant collaboration and coordination remain essential in addressing bottlenecks causing delays in project implementation.

Personnel from the Land Tenure Services and Legal Divisions of DARPO-Ifugao also conveyed their gratitude to the DAR-CAR Regional Office for the continuous technical assistance and guidance extended to the province, which they said would contribute to the attainment of project targets and improved service delivery for ARBs in Ifugao.

๐‹๐Ž๐Ž๐Š: The Department of Agrarian Reform Provincial Office of Ifugao (DARPOโ€“Ifugao) joined the online orientation on Anti-Red Tape Authority (ARTA) MC No. 2021-11 and Consultation on the DAR ARTA Complaints Tracking System (DARโ€“ACTS), led by Undersecretary Lanie De Leon of the Policy, Planning and Research Office (PPRO), under the directive of DAR Secretary Conrado M. Estrella III.

The activity served as a venue for provincial offices to further strengthen their understanding of ARTA guidelines and policies. It also emphasized the importance of enhancing accountability, transparency, and efficiency in delivering public service through the effective implementation of the DARโ€“ACTS.

Moreover, the consultation aimed to improve the efficiency of handling, monitoring, and resolving client concerns and complaints, ensuring that services provided by the Department remain client-centered, accessible, and responsive to the needs of the public.
