The Department of Agrarian ReformโCordillera Administrative Region (DAR-CAR), led by Regional Director Atty. Sheila B. Enciso, together with the DAR Provincial Office of Ifugao, headed by Provincial Agrarian Reform Program Officer II Engr. Elpidio C. Santos, conducted a two-day joint review of Individual Land Distribution Folders (ILDFs) from May 27 to 28, 2026 at Tam-an Mountain Resort and Hotel in Busilac, Bayombong, Nueva Vizcaya.
The activity forms part of DAR-CARโs continuing efforts to strengthen the implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project and address concerns affecting the processing and generation of individual land titles for Agrarian Reform Beneficiaries (ARBs).
PARPO II Santos expressed gratitude to the Regional Project Management Office (RPMO) for spearheading the activity and extending technical assistance to the province. He emphasized the importance of identifying concrete measures to accelerate SPLIT Project activities, address existing issues and concerns, and meet the provinceโs targets ahead of the projectโs completion in 2027.
The review also assesses landholdings under survey by contract and identifies issues encountered in processing, submission, and report preparation. โDAR Regional Office commits to helping the DARPO in addressing challenges under SPLIT,โ RD Enciso assured.
She emphasized that pending legal cases should not hamper the generation of individual titles in the names of the original ARBs, underscoring the need to identify effective strategies that will move landholdings forward toward successful titling and project implementation.
โAng pinakamahirap na sitwasyon ay kapag hindi natin alam ang problema, dahil kapag hindi natin alam ang problema, hindi rin natin malalaman ang tamang solusyon,โ said Atty. Raul C. Laluan, Special Assistant to the Regional Director, as he encouraged the revisiting and validation of Ifugaoโs existing data and reassessment of its current profile within the Cordillera region.
Assistant Regional Director for Operations Atty. Nelson D.C. Palaris likewise expressed hope that the activity would provide a clearer assessment of the provinceโs status and accomplishments under the SPLIT Project.
He acknowledged existing challenges in survey activities and Agrarian Law Implementation (ALI) cases, emphasizing that constant collaboration and coordination remain essential in addressing bottlenecks causing delays in project implementation.
Personnel from the Land Tenure Services and Legal Divisions of DARPO-Ifugao also conveyed their gratitude to the DAR-CAR Regional Office for the continuous technical assistance and guidance extended to the province, which they said would contribute to the attainment of project targets and improved service delivery for ARBs in Ifugao.
Also present during the activity were personnel from the DAR Regional Office, including representatives from the Planning Office, Management Information System Service (MISS), and Field Operations Division, alongside personnel from DARPO-Ifugao, as well as the Ifugao PARCCOM Chairperson and council members. #
