Long before the coming of the Spaniards, there already existed an extensive region consisting of the present provinces of Ilocos Norte, Ilocos Sur, Abra and La Union renowned for its gold mines. On February 2, 1818, a Spanish Royal Decree was promulgated dividing the Province of Ilocos Norte from Ilocos Sur. Laoag City, which was then the biggest center of population, was made the capital of Iloco

s Norte. Ilocos Norte is located in the northwestern part of Luzon and is geographically situated between 170-43’ and 180-29’ north latitudes abd 1200-25’ and 1200-58’ east longitudes. It is bounded in the east by Cagayab and Apayao, in the southeast by Abra, in the south by Ilocos Sur and in the west by the South China Sea. Laoag City is the seat of the Provincial Government and is about 487 kilometers north-northwest of Manila. It is rugged and rocky and has mountains which run northwest in the Cordilleras in the east. There are 13 mountains in the area, most of which are located in the southeastern portion. Ilocos Norte has two (2) congressional districts comprising twenty-one (21) municipalities and two (2) component cities. The province has a total of five hundred fifty-seven (557) barangays. This is to include the eighty (80) barangays of Laoag City and the forty-three (43) barangays of Batac City.

LAOAG CITY, Ilocos Norte — A total of 794 Ilocano graduates received ₱1,726,000.00 in financial assistance and incentives under the Provincial Government of Ilocos Norte's Review and Examination Assistance Program (REAP), reaffirming its commitment to supporting aspiring and newly licensed professionals.

Leading the distribution was Governor Cecilia Araneta-Marcos, joined by Vice-Governor Matthew J. Marcos Manotoc, Hon. Rafael Salvador Chua Medina, Hon. Medeldorf Gaoat, Hon. Ryan Pascua, Hon. Eldritze C. Viernes, and Hon. Cheryll Tabangay.

Of the total beneficiaries, 69 graduates who took their licensure examinations during the Second Quarter of 2026 each received ₱4,000.00 in financial assistance to help cover review and examination expenses.

Meanwhile, 725 newly licensed professionals who were REAP beneficiaries during the Third and Fourth Quarters of 2025 received ₱2,000.00 each as an additional incentive. The incentive was granted upon the initiative of Governor Araneta-Marcos in recognition of their hard work, perseverance, and academic achievement.

Governor Araneta-Marcos encouraged aspiring professionals to avail themselves of the REAP, emphasizing that the program was established to ease the financial burden of licensure examinations. She also urged newly licensed professionals to consider pursuing their careers in Ilocos Norte, noting that the province continues to need competent and dedicated professionals who will help drive its growth and development.

Through REAP, the Provincial Government continues to invest in the education and professional advancement of Ilocanos, empowering them to achieve their aspirations and contribute meaningfully to the province's future.
