For years, being an OFW meant being away from home, making sacrifices, and working hard for the family left behind. But for Ms. Annie Budao, a former OFW, coming home was more than a returnโ€”it was the beginning of a new chapter. After years of working abroad, she chose to come back to her family and start a business of her own. Carrying with her the lessons, experiences, and savings she gained overseas, she started selling wines and making kakanin year 2008 to support her family and provide for her children. Her dedication to thrive in business emerged in 2013 through a national greening program, where cacao seedlings were planted, opening a new chapter of growth, purpose, and opportunity.

Ms. Annie Budao as an organic practitioner and a member of the Northern Philippines Participatory Guarantee System (NP-PGS) continued nurturing cacao in their farm, turning her passion for the land into a growing livelihood while preserving the scenic beauty of nature and protecting the natural landscapes and resources that make their community, Adams, Ilocos Norte unique. Driven by her desire to learn and achieve more, she sought the guidance of the Department of Trade and Industry and attended different trainings that helped her enhance her cacao production and improve the quality of her chocolates. Year 2024 she took part of the DTIโ€™s Flagship Program, the KMME-MME Online Program Batch 2 that became an important part of Budaoโ€™s journey as an entrepreneur. The mentorship and training helped her gain new knowledge, practical ideas, and a better understanding of how to manage and grow her business. More than just learning about business, the program helped her build confidence, discover her strengths, and believe in her ability to take her chocolate business to the next level. The DTI also helped her improve her product packaging and labels, making her chocolates more competitive, and marketable. With these improvements, she gained the confidence and opportunity to join local trade fairs and other marketing initiatives to introduce her products to more customers and continuously striving to grow each day while making a meaningful contribution to her community in her own small ways by empowering women like herself through on-call employment opportunities that provide them with additional sources of income and livelihood.

Business is never easy, and there are no shortcuts to success. But like a cacao seed, a dream begins smallโ€”then grows when nurtured with patience, perseverance, integrity, and faith. For her, every challenge became part of the journey. Step by step, she trusted Godโ€™s plan and held on to His promises, knowing that His purpose was greater than her own. As Proverbs 16:3 reminds us, โ€œCommit to the Lord whatever you do, and your plans will succeed.โ€ With faith in her heart and the unwavering support of her family, she worked hard, persevered through every challenge, and allowed her dream to take root and flourish. Her journey is a story of coming home, taking a chance, and finding a new kind of successโ€”one that keeps her close to her family while creating opportunities for others in her community. As her business continuously grow with the help and guidance of her family and the people around her, she and her husband were able to support their childrenโ€™s education and improve their lives.

From planting cacao to creating chocolates, each milestone brought her closer to the future she envisioned. Her story is a reminder that growth takes time, but with faith and determination, every dream can bear fruit. Just keep moving forward, inspiring and supporting one another to grow, and keep believing in what is possible.

Digitalizing Bagnos Multi-Purpose Cooperative Operations through DMMMSUโ€™s MPC Management System

On August 24โ€“26, 2026, Bagnos Multi-Purpose Cooperative in Brgy. Binacag, Banna, Ilocos Norte, took an important step toward digitalizing its operations through a three-day hands-on training on the MPC Management System for its officers and staff, in partnership with Don Mariano Marcos Memorial State Universityโ€“North La Union Campus College of Information Systems.

The activity is part of the partnership between the Department of Trade and Industry Region 1 and DMMMSU-NLUC, which signed a Memorandum of Agreement on July 21, 2026, for the rollout of a free Multi-Purpose Cooperative and Retail Store Management System to cooperatives in the region. Following the pilot implementation at CARP Tindahan in Asingan, Pangasinan, and the Comprehensive User Orientation conducted in July, Bagnos MPC expressed its commitment to adopt the system for its operations.

Recognizing the size and diversity of its operations, particularly with more than 1,500 members, Bagnos MPC worked with DMMMSU-NLUC College of Information Systems Team to customize the system according to its actual needs. The customized system covers its consumer store sales and inventory, palay trading, and savings and credit transactions for members. During the three-day training, the officers and staff gained hands-on experience in data encoding, transaction processing, inventory management, record-keeping, and report generation, allowing them to better understand how the system can be integrated into their daily activities.

The initiative also reflects the continuing efforts of DTI Ilocos Norte, through its Comprehensive Agrarian Reform Program (CARP), to promote digitalization among Agrarian Reform Beneficiary Organizations in the province. Through partnerships with institutions such as DMMMSU, DTI Ilocos Norte is helping ARBOs explore practical digital solutions that can strengthen their management systems, improve their operations, and prepare them for sustainable growth and greater competitiveness in an increasingly digital business environment.

Fair and responsible business practices matter. The Department of Trade and Industry Ilocos Norte Provincial Office continues to monitor establishments to help ensure that consumers are protected and businesses comply with applicable Fair Trade Laws.

On August 19, 2026, DTI Ilocos Norte conducted Fair Trade Laws (FTL) Monitoring activities in various business establishments in Bangui, Ilocos Norte. A total of forty-nine (49) establishments were monitored for compliance with consumer protection and other applicable Fair Trade Laws.

๐Ÿ“‹ The activity covered key areas of compliance, including price tag requirements, business name registration, product standards, and other applicable consumer-related laws. Regulated products were also checked for the proper use of Philippine Standard (PS) Marks and Import Commodity Clearance (ICC) Stickers.

๐Ÿ“„ Consumer information materials were likewise distributed to business owners and store personnel to help reinforce awareness of consumer rights, business responsibilities, and compliance with Fair Trade Laws.

Through regular monitoring and information dissemination, DTI Ilocos Norte continues to promote responsible business practices, encourage compliance with Fair Trade Laws, and safeguard consumer welfare toward a fair and competitive marketplace.

BURGOS, Ilocos Norte โ€“ The Department of Trade and Industry (DTI) Ilocos Norte, in partnership with the Mariano Marcos State University (MMSU), continues to strengthen the capabilities of local associations by providing technical knowledge and hands-on learning opportunities aimed at improving product quality and maximizing the use of processing equipment provided through DTI interventions.

As part of this initiative, DTI Ilocos Norte conducted a one-day Hands-on Training on Freeze Drying cm Lecture on the Concept of Freeze Drying, Food Safety, and Good Manufacturing Practices (GMP) for two associations in Burgos, Ilocos Norteโ€”the Organikong Magsasaka ng Burgos, Ilocos Norte Inc. and the Burgos, Ilocos Norte Saniata Farmers Association Inc.
Four staff members from the Research, Development, and Innovation Center of MMSU served as resource persons, sharing their expertise and providing practical guidance throughout the training. The activity equipped the participants with essential knowledge and skills in freeze-drying technology, proper food handling, and GMP, enabling them to better utilize their processing equipment and produce safe and quality value-added products.

The collaboration between DTI Ilocos Norte and MMSU demonstrates the value of government-academe partnerships in empowering local associations and strengthening their capacity for enterprise development. Through sustained technical assistance and capacity-building initiatives, DTI Ilocos Norte continues to support local producers in becoming more competitive, innovative, and capable of contributing to the growth of the local economy.

On August 17, 2026, DTI Ilocos Norte Negosyo Center conducted Navigating Counselors (NC): Capacity Building on Consumer Protection Division Services, via Zoom, aimed at strengthening the knowledge and competencies of our Negosyo Center Business Counselors in delivering quality Consumer Protection Division (CPD) services.

Through this learning session, our Negosyo Center Business Counselors gained valuable insights into consumer protection laws, DTI regulatory services, complaint handling procedures, and consumer advocacy programs. These learnings equipped them to provide accurate information, quality frontline assistance, and timely referrals to our clients.

Our heartfelt appreciation to the Consumer Protection Division of DTI Ilocos Norte, headed by Mr. Dominador B. Alberto, together with Ms. Imelda A. Cabello, Ms. Frances Marie T. Paguirigan, and Ms. Irish Mystica F. Sanguir, for generously sharing their knowledge, expertise, and valuable insights.

The knowledge and skills gained from this learning session will certainly help our NC Business Counselors become more effective in assisting and protecting consumers and MSME clients.
