ICYMI | More than 100 local population officers, regional line agencies, and development partners gathered at the Puerto de San Juan Beach Residences in San Juan, La Union, for the Regional Conference for Population and Development (RCPD) from May 13 to 14.

The two-day conference aimed to strengthen collaboration and improve programs addressing key population and development challenges in the Ilocos Region.

Organized by the Commission on Population and Development (CPD) in the Ilocos Region, the conference served as a platform for coordination, dialogue, and sharing of effective strategies to address population-related concerns affecting families and communities.

CPD Ilocos Regional Director Aileen Serrano said the activity enabled stakeholders to exchange insights and strengthen partnerships in delivering responsive population and development programs.

“We aim to address persistent and emerging concerns such as adolescent pregnancy, unmet need for family planning, migration, reproductive health inequalities, aging population, and the needs of vulnerable sectors,” Serrano said.

She emphasized the importance of evidence-based governance, stronger inter-agency coordination, and active community participation in crafting responsive programs.

Discussions focused on demographic dividend, reproductive health, aging populations, and improving access to services for underserved communities.

Participants also took part in workshops and open forums to enhance local planning, policy formulation, advocacy, and community engagement.

Regional line agencies presented existing government programs and services on health, livelihood, skills training, social protection, youth development, and education available to communities.

The CPD reaffirmed its commitment to promoting responsible parenthood and family planning, advancing adolescent health and development, supporting workforce empowerment, and integrating population dynamics into local development planning.

| Family planning, informed choices key to economic growth — CPD

Improving family planning services and ensuring informed reproductive choices are key to maximizing the country’s demographic window of opportunity, according to officials during the 2025 National Demographic and Health Survey (NDHS) Regional Dissemination Forum in Region 1 on May 20.

The forum gathered representatives from the Philippine Statistics Authority (PSA), the Commission on Population and Development (CPD), the Department of Health (DOH), local government units (LGUs), and other stakeholders to discuss the region’s latest demographic and health indicators.

Presenting the survey findings, PSA Regional Statistical Services Office (RSSO) 1 Statistical Specialist II Kimberly S. Garcia said the country’s total fertility rate (TFR) declined to 1.7 children per woman for the three years preceding the survey, remaining below the replacement level of 2.1 children per woman. The Ilocos Region recorded a TFR of 1.8 children per woman.

“Based on the results, the Total Fertility Rate (TFR) in the Philippines is 1.7 children per woman for the three years preceding the survey. If the fertility rate remains constant at current levels, a woman would have an average of 1.7 children in her lifetime. This is still below the replacement level of 2.1 children,” Garcia said.
