A wind farm that has been operating for more than 20 years is getting a new lease on life.

ACEN has completed the final phase of the NorthWind wind farm upgrade in Bangui Bay, Ilocos Norte, covering all 20 turbines of the 52-MW facility.

And the expected impact is significant:
- 769 GWh of additional renewable electricity over the next 10 years
- 188,000 households equivalent electricity supply
- 592,000 MT of CO₂ emissions expected to be avoided
- Local jobs supported in Ilocos Norte communities

What makes this worth looking at from an investment perspective?

It shows that renewable energy investment doesn't stop once a project is built. Existing facilities need continued maintenance, technology upgrades, and improvements to keep them productive.

For Ilocos Norte, this means more than additional clean power. It also means continued economic activity and opportunities around the renewable energy value chain.

𝐈𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭 𝐑𝐞𝐚𝐝𝐢𝐧𝐞𝐬𝐬 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐆𝐫𝐚𝐧𝐭 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 (𝐈𝐑𝐆𝐏)

The Ilocos Norte Trade and Investment Promotions Office (INvest Office), under the Provincial Government of Ilocos Norte, is now accepting research proposals for the Investment Readiness Research Grant Project (IRGP).

The IRGP is a competitive grant that provides Php 250,000.00 per project area, with four (4) grants available, to qualified institutions for the conduct of pre-feasibility studies that turn strategic government-owned properties into investor-ready, bankable projects.

In line with Ilocos Norte's vision of expanding its global reach, Governor Cecilia Araneta-Marcos announced during her inaugural State of the Province Address on August 3 at the Ilocandia Cultural Center that the province will establish the State of Hawaiʻi Office in the Philippines (SHOP) in Dap-Ayan Building, an official State of Hawaiʻi office outside the United States.

Also in attendance was Mr. Benson Peralta, Executive Director of the State of Hawaiʻi Office in the Philippines, highlighting the strong partnership between Ilocos Norte and the State of Hawaiʻi.

The Governor said the establishment of SHOP marks another milestone in the province's investment promotion efforts, reinforcing Ilocos Norte's commitment to strengthening international cooperation, attracting investments, and creating new opportunities for economic growth.

The initiative is one of the major outcomes of the United States Trade and Investment Mission to Hawaiʻi and Los Angeles in May 2026. The mission built on the gains of the 2024 Trade and Investment Mission initiated under the administration of former Governor Matthew J. Marcos Manotoc, further strengthening the longstanding partnership between Ilocos Norte and the State of Hawaiʻi.

During the trade mission, the Ilocos Norte delegation met with government officials, business leaders, investors, and members of the Filipino community to explore opportunities for investment, trade, education, tourism, workforce development, and technology collaboration. These engagements culminated in the establishment of SHOP as a permanent platform for economic cooperation between Hawaiʻi and the Philippines.

Rooted in the enduring historical and cultural ties between Ilocos Norte and Hawaiʻi, SHOP will serve as a gateway for investment promotion, business matching, and strategic partnerships. The office is expected to connect prospective investors with opportunities in Ilocos Norte, support local enterprises in accessing new markets, facilitate government-to-government collaboration, and strengthen exchanges in tourism, education, innovation, and workforce development.

The establishment of SHOP underscores the Provincial Government's commitment to positioning Ilocos Norte as a competitive investment destination and a strategic gateway for international partnerships, while creating more opportunities that will benefit local businesses, workers, and communities.

The Provincial Government of Ilocos Norte, through the INvest Office, in partnership with the Department of the Interior and Local Government (DILG) – Ilocos Norte, successfully conducted the 2026 EASEr Ilocos Norte Forum with the theme, "Breaking Barriers for Better Services: Empowering Access through Streamlined and Efficient Regulations."

A key highlight of the event was the induction of the newly elected officers of the Ilocos Norte Association of Business Permits and Licensing Officers (INABPLO) and the Philippine Association of Local Investment Promotion Officers (PALIO) – Ilocos Norte, officiated by Governor Cecilia Araneta-Marcos. The event also recognized the Provincial Association of Building Officials (PABO), strengthening collaboration among the province's regulatory and investment promotion professionals.

The forum reaffirmed Ilocos Norte's commitment to establishing a unified business regulatory framework by fostering stronger coordination among local government units and national agencies, streamlining business processes, and advancing reforms that create a more competitive, efficient, and business-friendly environment for investors and entrepreneurs.
