On the 58th Regular Session, another authored measure— now 𝐂𝐢𝐭𝐲 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞 𝐍𝐨. 𝟏𝟑𝐒𝐏-𝟐𝟎𝟐𝟔-𝟎𝟕𝟖 𝐨𝐫 𝐭𝐡𝐞 𝐄-𝐔𝐒𝐀𝐑 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞, was approved on 3rd and Final Reading.

My heartfelt thanks to my fellow members of the 13th Sangguniang Panlungsod - Laoag City for their unanimous support, and to the 𝟏𝐬𝐭 𝐋𝐚𝐨𝐚𝐠 𝐂𝐢𝐭𝐲 𝐘𝐨𝐮𝐭𝐡 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭 for developing the concept and framework that inspired this measure. My sincerest thanks also goes out to Ma’am Ysabel Myles Pascual of the Ocenro Laoag and Sir Harold Domingo of the Laoag City Youth Development Office , for their guidance.

This morning, my wife, Atty. Lira, and I had the joy of attending the as proud parents of our son, 𝐋𝐢𝐚𝐦 𝐉𝐚𝐝𝐞𝐧, who was recognized as one of the SIRIB Awardees.

There is a different kind of pride that comes from sitting in the audience and watching your child’s hard work, perseverance, and dedication being recognized. It is a feeling that words can hardly capture—one that we will treasure deeply.

Congratulations, anak ko! We are immensely proud of you, our . Keep learning, keep dreaming, and always give your best in everything you do. May you never lose your curiosity, determination, and joy in learning.

Another workweek begins with pride, purpose, and gratitude as we gathered for the 2nd Monday 🇵🇭 ceremony, led by the Hon. Mayor James Bryan Alcid. This was followed by the continuation of our Linggo ng Kabataan Celebration through the LODI Awards— an Ordinance authored by the Hon. Vice Mayor Carlos Fariñas, honoring our outstanding Magna and Summa Cum Laude graduates. In attendance also were fellow members of the 13th Sangguniang Panlungsod - Laoag City, namely: Hon. Atty. The future of shines brighter as we officially open Linggo ng Kabataan 2026—a celebration of passion, talent, leadership, and limitless potential.

This was graced by the Governor of the Province Of Ilocos Norte Hon. Cecilia Araneta Marcos, Ma’am Mandy Marcos- daughter of Gov. CAM and a member of the board of judges, the Hon. City Mayor James Bryan Alcid and his better half Ma’am Jojami Lei Alcid- proud parents of Jr. Councilor Hunter Daphne, the Hon. Vice Mayor Carlos Fariñas , Commissioner representing Luzon of the National Youth Commission Asec. Michael Christophe Agustin, PPSK President of Ilocos Norte Hon. Eldritze Viernes, and fellow members of the 13th Sangguniang Panlungsod - Laoag City, namely: Hon. Bjorn Lao, and Hon. Jaybee Baquiran.

From the vibrant Grand Parade, the oathtaking of our City Junior Officials, to the energy of the Inter-School Hip-Hop Competition… yesterday was more than a celebration but a reminder that when we invest in our youth, we invest in a stronger and more progressive City.

Today, I, together with Mayor James Bryan Alcid, Vice Mayor Carlos Fariñas , and Kons. Justine Chua had the privilege of joining our local entrepreneurs, agencies, and development partners for the SHINE: Sustaining Homegrown Ilocano Networks and Enterprises program—a meaningful initiative that strengthens the growth and resilience of our Micro, Small, and Medium Enterprises (MSMEs) in . The said event is a collaborative effort between the City Government of Laoag through the Cswdo Laoag headed by Ma’am Perlita Cabello, and Mariano Marcos State University led by its President Dr. Virgilio Julius Manzano Jr. , ably represented by Vice President (Administration and Finance) Dr. Fides Bernardo Bitanga.

Through discussions on livelihood opportunities, enterprise modernization, product development, branding, skills training, and business networking, this program equips our local businesses with the knowledge and connections they need to thrive in an increasingly competitive economy.
