Sirib Express is the flagship youth program of the Provincial Government of Ilocos Norte (PGIN) which was launched in November 2013 and recognized by the Galing Pook Awards in 2015, operating under the Ilocos Norte Youth Development Office (INYDO). After a year when RA 10742 or SK Reform Act of 2015 was passed, it was renamed to the Ilocos Norte Youth Development Office in 2016 by virtue of Provin
cial Ordinance No. 008-2016. INYDO registers and verifies youth and youth-serving organizations (subject to the
revitalized YORP guidelines) in the provincial level; provides technical assistance to the Ilocos Norte Youth Development Council (INYDC) in the formulation of the Ilocos Norte Youth Development Plan (INYDP); facilitates the election of the INYDC representatives in the province; serves as secretariat to the INYDC in the province and as such, shall provide the necessary administrative, operational, staff and technical support to the INYDC. Moreover, upon being accredited by the National Youth Commission (NYC), INYDO conducts the mandatory and continuing training of INYDC members, in accordance with the programs jointly designed and implemented by the NYC and the Department of Interior and Local Government (DILG); provides technical, logistical and other support in the conduct of the mandatory and continuing training programs, and to such other programs of the NYC and DILG; coordinates with the Commission in terms of policy and project, program, and activity (PPA) guidance; assists the Municipal and City Youth Development Offices in the training of the Sangguniang Kabataan Officers; and performs such other functions as may be prescribed by law, ordinance, or as the Local Chief Executive, the DILG or the NYC may require.
