The Provincial Government of Ilocos Norte, through the Provincial Quarry Office (PQO) in partnership with the Mines and Geosciences Bureau- regional Office I (MGB-RO1), successfully conducted their Deputation Training on August 29, 2024, at Arabella Events Place, Laoag City as part of their ongoing efforts for the strict enforcement of Mining Laws in Ilocos Norte. The Deputation Training is a yearly program aimed at reinforcing the implementation of mining regulations.
The training was graced by the Honorable Governor, Matthew J. Marcos Manotoc, who ensured the Deputized Environment and Natural Resources Officer (DENRO) that his support for their efforts remain unwavering. He emphasized the crucial role they play in upholding mining regulations and pledged continued assistance and resources to aid them in their reinforcement responsibilities.
Distinguished resource speakers provided valuable insights and expertise during the training:
𝐀𝐭𝐭𝐲. 𝐘𝐯𝐞𝐭𝐭𝐞 𝐍. 𝐂𝐨𝐧𝐯𝐞𝐧𝐭𝐨-𝐋𝐞𝐲𝐧𝐞𝐬, Provincial Administrator and Head of the Provincial Quarry Office, shared in-depth knowledge about the salient features of the Provincial Quarry Ordinance No. 037-2023.
𝐄𝐧𝐠𝐫. 𝐑𝐞𝐧𝐚𝐭𝐨 𝐀.𝐃. 𝐑𝐢𝐦𝐚𝐧𝐝𝐨, Chief of Mine Management Division at the Mines and Geosciences Bureau – Regional Office I, outlined the correct procedures for detaining, seizing, and confiscating minerals, mineral products, and by-products obtained through illegal means.
𝐀𝐭𝐭𝐲. 𝐌𝐚𝐫𝐢𝐨 𝐒. 𝐓𝐢𝐦𝐚𝐫𝐢𝐨, 𝐉𝐫., Legal Officer at the Mines and Geoscience Bureau – Regional Office I, provided rules for the legal process of apprehending and seizing minerals that have been obtained unlawfully as well as related equipment.
𝐌𝐫𝐬. 𝐍𝐨𝐫𝐚𝐥𝐲𝐧 𝐁𝐨𝐪𝐮𝐞 𝐚𝐧𝐝 𝐌𝐫𝐬. 𝐆𝐞𝐧𝐞𝐝𝐢𝐧𝐞 𝐉𝐚𝐦𝐛𝐚𝐫𝐨, Assistant Provincial Treasurer and Local Treasury Operations Officer IV, respectively, directed participants on the correct way to complete Citation Tickets, ensuring precise and accurate documentation.
The training was also attended by deputized officers from the 4th Marine Brigade, Ilocos Norte Police Provincial Office (INPPO), Provincial Treasury Office (PTO), and Provincial Quarry Office (PQO), as well as representatives from cities, municipalities, and barangays where quarry sites are located, designed to equip them with knowledge and skills. Certificates were also given to the participants after the program. Their position as DENRO has 1 year validity from its issuance.
