Forging a Sustainable Future: 1st MGB-LGU Regional Mining Summit Unites Stakeholders for Responsible Mining and Community Empowerment

As part of the Corporate Social Responsibility of the Industrial Sand and Gravel (ISAG) and Commercial Sand and Gravel (CSAG) Permit Holders of the province, the Provincial Government of Ilocos Norte (PGIN), through the Provincial Quarry Office (PQO) in partnership with the Miners Ilocos Norte Association (MINA), led by their President, Mr. J'Mc Ray Teodoro and INWD headed by General Manager, John Teodoro, organized a Tree Planting Activity of 4,000 seedlings on August 30, 2024 at INWD Dilomot Watershed, Pasuquin Ilocos Norte.

This initiative was attended by Atty. Mario S. Timario Jr., Legal Officer at the Mines and Geoscience Bureau – Regional Office I, Engr. Renato A.D. Rimando, Chief of Mine Management Division at the Mines and Geosciences Bureau – Regional Office I, Engr. Randie Apilado, Engineer III of Mines and Geosciences Bureau, Atty. Yvette N. Convento-Leynes, Head of the Provincial Quarry Office, members of the Philippine Marines, Philippine National Police (PNP), Philippine Coastguard, Provincial Quarry Office and, ISAG and CSAG Quarry Permit Holders of the province.

By coming together to plant 1,000 seedlings, these individuals are actively investing in the well-being of the environment and ensuring that kakailians will benefit from the beauty and resources these trees will provide. This collective effort reflects a shared responsibility to nurture and protect the natural world, turning dedication into tangible, positive change.

The Provincial Government of Ilocos Norte, through the Provincial Quarry Office (PQO) in partnership with the Mines and Geosciences Bureau- regional Office I (MGB-RO1), successfully conducted their Deputation Training on August 29, 2024, at Arabella Events Place, Laoag City as part of their ongoing efforts for the strict enforcement of Mining Laws in Ilocos Norte. The Deputation Training is a yearly program aimed at reinforcing the implementation of mining regulations.

The training was graced by the Honorable Governor, Matthew J. Marcos Manotoc, who ensured the Deputized Environment and Natural Resources Officer (DENRO) that his support for their efforts remain unwavering. He emphasized the crucial role they play in upholding mining regulations and pledged continued assistance and resources to aid them in their reinforcement responsibilities.

Distinguished resource speakers provided valuable insights and expertise during the training:
𝐀𝐭𝐭𝐲. 𝐘𝐯𝐞𝐭𝐭𝐞 𝐍. 𝐂𝐨𝐧𝐯𝐞𝐧𝐭𝐨-𝐋𝐞𝐲𝐧𝐞𝐬, Provincial Administrator and Head of the Provincial Quarry Office, shared in-depth knowledge about the salient features of the Provincial Quarry Ordinance No. 037-2023.
𝐄𝐧𝐠𝐫. 𝐑𝐞𝐧𝐚𝐭𝐨 𝐀.𝐃. 𝐑𝐢𝐦𝐚𝐧𝐝𝐨, Chief of Mine Management Division at the Mines and Geosciences Bureau – Regional Office I, outlined the correct procedures for detaining, seizing, and confiscating minerals, mineral products, and by-products obtained through illegal means.
𝐀𝐭𝐭𝐲. 𝐌𝐚𝐫𝐢𝐨 𝐒. 𝐓𝐢𝐦𝐚𝐫𝐢𝐨, 𝐉𝐫., Legal Officer at the Mines and Geoscience Bureau – Regional Office I, provided rules for the legal process of apprehending and seizing minerals that have been obtained unlawfully as well as related equipment.
𝐌𝐫𝐬. 𝐍𝐨𝐫𝐚𝐥𝐲𝐧 𝐁𝐨𝐪𝐮𝐞 𝐚𝐧𝐝 𝐌𝐫𝐬. 𝐆𝐞𝐧𝐞𝐝𝐢𝐧𝐞 𝐉𝐚𝐦𝐛𝐚𝐫𝐨, Assistant Provincial Treasurer and Local Treasury Operations Officer IV, respectively, directed participants on the correct way to complete Citation Tickets, ensuring precise and accurate documentation.

The training was also attended by deputized officers from the 4th Marine Brigade, Ilocos Norte Police Provincial Office (INPPO), Provincial Treasury Office (PTO), and Provincial Quarry Office (PQO), as well as representatives from cities, municipalities, and barangays where quarry sites are located, designed to equip them with knowledge and skills. Certificates were also given to the participants after the program. Their position as DENRO has 1 year validity from its issuance.

Harbor Star Shipping Services Inc., together with the Provincial Government of Ilocos Norte (PGIN), distributed the share of the extraction fees for the affected cities, municipalities, and barangays in the river restoration project in Ilocos Norte at the Vintar Auditorium on July 11, 2024.

Harbor Star Shipping Services Inc., the dredging operator of the Bislak River Restoration Project, distributed a 40% share to the 14 barangays from the Municipality of Vintar and 16 barangays from the Municipality of Bacarra as part of their Corporate Social Responsibility and Social Development Plan (CSR/SDP) for 2023-2025 for the said dredging project.

The distribution was attended by the Honorable Governor, Matthew J. Marcos Manotoc, Atty. Yvette N. Convento-Leynes, Provincial Administrator, Engr. Elmer C. Lagua, Pollution Control Officer, Honorable Richard Degala, Municipal Mayor of Vintar, Dr. Maribel Albano, Vice Mayor of Vintar, Mr. Rodrigo P. Bella, Vice President of Harbor Star, Ms. Encarnacion Gaor, Supervising Administrative Officer from Provincial Treasurer's Office, representatives from the Provincial Government of Ilocos Norte (PGIN), Punong Barangays, Barangay Treasurers and other Barangay Officials from the affected barangays. The Provincial Government, in coordination with the Public Health Office under Dr. Rickson Balalio's direction, the Ilocos Norte Medical Society, the Provincial Department of Health, GRBASMH, the Philippine Red Cross, and volunteer nurses, conducted an Oplan Tuli Program as part of Hesha Prime Sand's Corporate Social Responsibility and Social Development Program for Health for the Padsan River Restoration at Metro Gabu and Metro La Paz on July 5. Free medicines from He Sha Prime and the Public Health Office (PHO) were also distributed to the residents during the Oplan Tuli.

In attendance to support the initiative were Honorable Governor Matthew J. Marcos Manotoc, Hon. Bryan Alcid, Hon. Kiko Ang. Hon. Jaybee Baquiran, Atty. Yvette N. Convento-Leynes, Provincial Administrator, Punong Barangays of Metro La Paz and Metro Gabu, representatives from the Provincial Government of Ilocos Norte (PGIN), and the residents of Metro La Paz and Metro Gabu. 1. Issues and concerns of permit holders
2. Deliberation of quarry permit applicants; and
